The Derby Lofts Condominium is presently preparing to begin an exterior fagade repair project.
Noblin & Associates has prepared the plans and specifications for this project,and is currently
overseeing the work as the Association's technical representative.
The scope of work for this project can be summarized as follows:
I. Removal,flashing and reinstallation (or replacement if necessary) of the existing windows
and doors above the first floor level of the building. Replacement windows will be aluminum
framed units to aesthetically match the existing aluminum clad windows as closely as
possible. This work is necessary to address improper flashing of the window and door
openings which have contributed to water infiltration issues in the building.
2. Removal and replacement of the existing synthetic stucco system on the building with a new
exterior stucco system with complete waterproofing underlayment and flashings. The
replacement stucco system will aesthetically match the existing system as closely as possible.
This work is necessary to address improper flashings in the existing synthetic stucco system
which have contributed to water infiltration issues in the building.
As noted above,the new materials incorporated into this project will be"in kind",to match the
original materials as closely as possible,while upgrading the building systems to address previous
installation deficiencies and meet the current building code requirements.

DECISION:
At their meeting on June 8, 2005, the Salem Redevelopment Authority voted to
approve the DRB recommendation as submitted.
RECOMMENDATION:
At their meeting on MaY 25, 2005, the Design Review Board recommended approval
of the amendment as submitted.
PROPOSAL:
The proposal includes the installation of fabric awnings along the first floor
commercial spaces as submitted in plans dated May 19, 2005. The change also
includes moving the clock from above the first floor, to above the second floor.

Dear Committee Members
The intent of this submittal on behalf of the Derby Lofts Condominiums project is twofold. First,we would
like to present some exterior material alterations from the previously approved submittal. And second, we
would like to review with you the various exterior material color selections for the project.
The previous material palette included all of the same materials for the lower floors as are shown on the
attached drawings. These are existing brick and new brick to match. existing concrete block and Arriscraft
masonry to coordinate with it,white painted wood windows on the first floor(mostly existing) and aluminum
clad wood windows on the upper floors, The proposed material change is for the upper floors and includes
the areas marked as 3 and 4 on the attached drawings. We had previously submitted Petrarch(a parielized
synthetic stone)for the areas closer to the street and Hardipanel(a painted cementitious panel system)for
the areas recessed from the street. This submittal shows a traditional stucco system in both of these areas,
a three-layer system on metal lathe.
The change is based primarily on the limitations of the proposed materials that were discovered during the
Construction Document phase. First,as we reviewed the material properties and the attachment system of
the Hardipanel with a technical consultant we determined that it would not be suitable for the upper floors of
the building in this coastal condition, Second,the Petrarch system,while technically appropriate, has color
and texture limitations that could not be reconciled with the existing building materials without using custom
colors and high-end textures that the project budget could not support. We feel that the proposed stucco
system solves both of these problems in its flexibility of finish and color and in its durability.
In addition to this material change, we are submitting proposed color selections for the various exterior
materials. These colors relate to three existing material conditions: the existing brick at the first and second
floors of the South Building,the section of existing concrete block on the North Building that is to remain,
and the existing white painted wood windows at the street level. The areas of new brick will match the
existing in color and texture. The Artiscraft color selection presented here coordinates with the existing
concrete block and will be shaped to match the profile of the block it is replacing. The stucco colors are in
the same color range as the block with the varying values accentuating the varying depths of the fagade.
We look forward to discussing these finishes with the SRA in person and we will bring material samples to
the meeting.

of the proposed signage as revised.
PROPOSAL:
The proposal includes the installation wall signage at the Derby Lofts Development
that will be cast bronze with white bronze patina with engraved dark patina text at
the following locations: one (1) wall sign at the exterior residential entrances
identifying the building; three (3) wall signs mounted on the exterior entrance and
exit gates cautioning pedestrians; and one (1) wall sign at management entrance. The
proposal also includes eight (8) hanging signs at die retail store locations that win be
2'-3" x 3'-l" painted MDF signage on an open painted galvanized steel frame and
mounting back plate. All are in accordance with the plans submitted by Winter
Street Architects, Inc. dated July 15, 2005.
NOTE: Each retailer will be required to come before die SRA/DRB for approval on
the sign content prior to installation.

RECOMMENDATION:
At their meeting on July 25,2005, the Design Review Board recommended approval
of die proposed signage as revised.
PROPOSAL:
The proposal includes the installation wall signage at the Derby Lofts Development
that will be cast bronze with white bronze patina with engraved dark patina text at
the following locations: one (1) wall sign at the exterior residential entrances
identifying the building; three (3) wall signs mounted on the exterior entrance and
exit gates cautioning pedestrians; and one (1) wall sign at management entrance. The
proposal also includes eight (8) hanging signs at the retail store locations that will be
2'-3" x 3'-l" painted MDF signage on an open painted galvanized steel fiame and
mounting back plate. All are in accordance with the plans submitted by Winter
Street Architects, Inc. dated July 15, 2005.
NOTE: Each retailer will be required to come before the SRA/DRB for approval on
the sign content prior to installation.

Dear Committee Members
The intent of this submittal on behalf of the Derby Lofts Condominiums project is twofold. First,we would
like to present some exterior material alterations from the previously approved submittal. And second,we
would like to review with you the various exterior material color selections for the project.
The previous material palette included all of the same materials for the lower floors as are shown on the
attached drawings. These are existing brick and new brick to match,existing concrete block and Arriscraft
masonry to coordinate with it,white painted wood windows on the first floor(mostly existing)and aluminum
clad wood windows on the upper floors. The proposed material change is for the upper floors and includes
the areas marked as 3 and 4 on the attached drawings. We had previously submitted Petrarch(a parielized
synthetic stone)for the areas closer to the street and Hardipanel(a painted cementitious panel system)for
the areas recessed from the street. This submittal shows a traditional stucco system in both of these areas,
a three-layer system on metal lathe.
The change is based primarily on the limitations of the proposed materials that were discovered during the
Construction Document phase. First,as we reviewed the material properties and the attachment system of
the Hardipanel with a technical consultant we determined that it would not be suitable for the upper floors of
the building in this coastal condition, Second,the Petrarch system,while technically appropriate, has color
and texture limitations that could not be reconciled with the existing building materials without using custom
colors and high-end textures that the project budget could not support. We feel that the proposed stucco
system solves both of these problems in its flexibility of finish and color and in its durability.
In addition to this material change,we are submitting proposed color selections for the various exterior
materials. These colors relate to three existing material conditions: the existing brick at the first and second
floors of the South Building,the section of existing concrete block on the North Building that is to remain,
and the existing white painted wood windows at the street level. The areas of new brick will match the
existing in color and texture. The Arriscraft color selection presented here coordinates with the existing
concrete block and will be shaped to match the profile of the block it is replacing. The stucco colors are in
the same color range as the block with the varying values accentuating the varying depths of the fNade.
We look forward to discussing these finishes with the SRA in person and we will bring material samples to
the meeting.

To Members of the Salem Zoning Board of Appeals:
I am writing to update the members of the Board of Appeals on the status of the
permitting for the Salem Laundry Building Project, which is before your board on
Wednesday, December 18, 2002. Due to the number of permitting steps this project will
go through as well as the separate jurisdictions of each board in the process, I thought this
brief update might be helpful prior to your review.
In addition to your review of the application to vary from the Zoning Ordinance,this
project will also undergo separate and extensive design and site plan reviews. Since the
project is located within the Salem Urban Renewal Area, it wrill require review and
approval by the Salem Redevelopment Authority(SRA), as well as design review by the
SRA's Design Review Board (DRB). (For your information, the redevelopers made their
first public presentation of their plans for the building at the SRA meeting last
Wednesday.) Following your deliberations on their request for variances from zoning, the
project will continue to receive design review and approval from the SRAIDRB.
In addition to the SRAJDRI3 review, the project will require site plan review by the
Planning Board, due to the number of units and the size of the addition. This review will
also commence following the ZBA's review.
I hope that helps clarify the review process for this major downtown project. Please let
me know if I can be of ftirther assistance to you concerning the review process.

Site Plan Review Decision
On Thursday, May 1, 2003, the Planning Board of the City of Salem opened a Public Hearing
regarding the application of the Derby Lofts LLC under Site Plan Review for the renovation of
an existing four story structure, and the addition of two stories, resulting in a total building
square footage of 115,356 sq. ft. The structure will consist of retail uses on the first floor
(approximately 15,000 sq. ft.) and 54 residential units on the second through sixth floor. An
additional 6,000 square feet will be devoted to the entryway for the residential floors and a drive
through vehicle drop off area.
The public hearing was continued to May 15, 2003 and June 5, 2003. The Public Hearing was
closed on June 5, 20033. At a regularly scheduled meeting of the Planning Board held on June 5,
2003, the Board voted by a vote of nine in favor, none opposed, to approve the application as
complying with the requirements of Site Plan Review subject to the following conditions:
1. Conformance with the Plan
Work shall conform with the plans entitled, "Derby Lofts Condominiums, Derby Lofts, LLC."
Including sheets AO.0, C0.0, CO.1, CO.2, CO3, Al.1, AI.2, A2.0, A2.1, A2.2, and A2.3, prepared
bv Winter Street Architects, Inc. 209 Essex, Suite 300, Salem, MA 01970 and dated April 3,
2001).

2. Amendments
Any amendments to the site plan shall be reviewed by the City Planner and if deeme, cessary 0�
by the City Planner, shall be brought to the Planning Board. Any waiver of c( nreoPlained
within shall require the approval of the Planning Board. 1/ .1
3. Landscaping OS-
a. All landscaping shall be done in accordance with the approved set of plans.
b. Trees shall be a minimum of 3 V2" caliper.
C. Maintenance of landscape vegetation shall.be the responsibility of the developer,
his successors or assigns.
d. Any street trees removed as a result of construction shall be replanted. The
location of the trees shall be approved by the City Planner prior to replanting.
C. After such landscaping is completed, the developer will add further landscaping if
such is requested by the Planning Board or the City Planner.
4. Signage
Proposed signage shall be reviewed and approved by the City Planner and the Sign Review
Corrunittee.
5. Air Conditioning Units
If any air conditioning units are constructed on the roof that can be seen above the roofline they
shall be properly screened with lattice. The proposed screening shall be approved by the City
Planner prior to installation.
6. Lighting
a. A final lighting plan (showing street lighting and building lighting) shall be
submitted to the City Planner for review and approval prior to the issuance of a building
permit.
b. No light shall cast a glare onto adjacent parcels or adjacent rights of way.
C. The applicant, his successors, or assigns shall install four Standard Salem Period
Lights to replace the four existing cobra lights, along those portions of Lafayette and
Central Streets that are adjacent to the site. Two Double Fixture Salem Standard Period
Lights shall be installed to replace the two existing cobra lights located along the west
side of Lafayette Street, and two Single Fixture Salem Standard Period Lights shall be
installed to replace the remaining two cobra lights adjacent to the site, one on the east
side of Lafayette and one on Central Street. The locations and specifications of the
li-hting shall be reflected on a revised lighting plan submitted and approved by the
Department of Planning and Community Development and the City Electrician prior to
the issuance of a Certificate of Occupancy.

d. Building lighting will be located along the perimeter of the building at
approximate locations shown on the elevations dated June 10, 2003, and entitled, "Derby
Lofts Condominiums" and prepared by Winter Street Architects Inc. There shall be at
least fourteen lights installed along the perimeter: four along the east elevation, four
along the south elevation, four along the west elevation and two along the southwest
elevation. Any changes in the location or number of lights must be submitted and
approved by the City Planner prior to installation of the building lighting. The exact
specification for the lighting fixtures shall approved by the City Planner prior to the

7. Conservation Commission
All work shall comply with the Order of Conditions issued by the Salem Conservation

8. Garage/Drive Through Area -0 5
a. The final design for the garage door located at the drive through entrywa)j�hall be m
submitted and approved by the City Planner prior to the issuance of a building pffinit.
b. As a safety precaution, a visual warning device shall be placed at the exit of the
drive through area to warn pedestrians of possible exiting vehicles. A mirror and a
warning sign shall also be placed in this area so as to wam vehicles of pedestrians
crossing the drive through. Plans showing an elevation and the location of the devices
shall be submitted and approved by the City Planner prior to the issuance of a building
permit.
9. Parking
a. If the applicant completes a parking study of the area surrounding the site it shall
be submitted to the Department of Planning and Community Development for their files.
b. The applicant shall lease 81 parking spaces, equivalent to one and a half parking
spaces per residential unit, at the South Harbor Garage until such time as other
accommodations may be made. Documentation of the leasing of these spaces shall be
provided to the Department of Planning and Comnamity Development prior to the
issuance of a Certificate of Occupancy.
10. Construction Practices
All construction shall be carried out in accordance with the following con.ditions:
a. Work shall not be conducted between the hours of 5:00 PM and 8:00 AM the
following day on weekdays or at any time on Sundays or Holidays. The Planning Board
will agree to'any proposed changes in the starting time, if approved by a formal vote of
the City Council.

0� All reasonable action shall be taken to minimize the negative eff ts of
construction on abutters. Advance notice shall be provided to all abutters in writing at

least 72 hours prior to commencement of construction of the project.
C. Any drilling and blasting shall be limited to Monday-Friday between 8:00 AM
until 5:00 PM. There shall be no drilling or blasting on Saturdays, Sundays, or holidays.
Blasting shall be undertaken in accordance with all local and state regulations,
d. All construction vehicles shall be cleaned prior to leaving the site so that they do
not leave dirt and/or debris on surrounding roadways as they exit the site.
e. All construction shall be performed in accordance with the Rules and Regulations
of the Planning Board, and in accordance with any and all rules,regulations and
ordinances of the City of Salem.
f. All construction vehicles left overnight at the site, must be located completely on
the site.
9. A Construction Management Plan and Construction Schedule shall be submitted
by the applicant prior to the issuance of a building permit. Included in this plan, but not
limited to, shall be a demolition plan, information regarding how the construction
equipment will be stored, a description of the construction staging area and its location in
relation to the site, and where the construction employees will park their vehicles. The
plan and schedule shall be submitted and approved by the City Planner prior to the
issuance of a Building Permit.
11. Clerk of the Works
A Clerk of the Works shall be provided by the City, at the applicant, his successors or assigns'
expense, as is deemed necessary by the City Planner.
12. Board of Health
All work shall comply with the requirements of the Salem Board of Health, if applicable. C_

reviewed and approved by the City Engineer prior to the issuance of a Building Permit.
16. Exterior Elevations
a. Final elevations shall be reviewed and approved in writing by the City

Planner prior to the issuance of a Building Permit.
17. Maintenance
a. Refuse removal, ground maintenance and snow removal shall be the
responsibility of the developer, his successors or assigns.
b. Winter snow in excess of snow storage areas on the site shall be removed off site.
C. Maintenance of all landscaping shall be the responsibility of the applicant, his
successors or assigns. The applicant, his successors or assigns, shall guarantee all trees
and shrubs installed at the site for a two- (2)year period.
d. A refuse dumpster shall be located in the interior of the building as indicated on
the plan.
18. As-built Plans
As-built plans, stamped by a Registered Professional Engineer, shall be submitted to the
Department of Planning and Community Development and Department of Public Works prior to
the issuance of the final Certificate of Occupancy.
19. Violations
Violations of any condition shall result in revocation of this permit by the Planning Board, unless
the violation of such condition is waived by a majority vote of the Planning Board.
I hereby certify that a copy of this decision and plans has been filed with the City Clerk and
copies are on file with the Planning Board. The Special Permit shall not take effect until a copy
of this decision bearing the certification of the City Clerk that twenty (20) days have elapsed and
no appeal has been filed or that if such appeal has been filed, and it has been dismissed or
denied, is recorded in the Essex South Registry of Deeds and is indexed under the name of the
owner of record is recorded on the owner's Certificate of Title. The owner or applicant, his
successors or assigns, shall pay the fee for recording or registering.

Dear Mr. Picarsic:
The Department of Planning& Community Development sent a letter dated October 30, 2003,which
approved the Building Department routing slip allowing the owners of 51-71 Lafayette Street to obtain a
building permit, but required the applicant to submit certain plans and details within 30 days. The
applicant did not receive a building permit and therefore did not submit the required information within
30 days.
As I understand, the applicant has provided the Building Department with the necessary information to
move forward with the building permit. The Department of Planning& Community Development
(DPCD) has not yet been provided with the information requested in its letter of October 30, 2003. Thus,
DPCD approves the issuance of a building permit for Derby Lofts,with the following condition:
"Any work associated with the fagade and/or the exterior materials of the structure cannot
commence prior to review and-approval by the Salem Redevelopment Authority and the
Planning Board of the change in material as shown on the plans dated August 15, 2003. If
the change in material is not approved by either or both boards, then the applicant must
submit plans showing the material as initially approved by the SRA and the Planning Board
(plans dated April 3, 2003 and on file in the DPCD office)."
Following the Board's decision concerning the change in material, I will provide written notification to the
Building Inspector.
In addition, as required by the previous letter, the following items must be submitted to the Department
within thirty (30) days for review and approval following the issuance of the building permit:
1. Building lighting placement
2. Required period lights
3. Final lighting plan (types of light fixtures)
4. Final design of gate on the drive—thru
5. Drive—thin visual warning devices including a mirror,warning sign,and alarm

MINUTES OF THE BOARD MEETING
OF THE SALEM REDEVELOPMENT AUTHORrIY
HELD ON JULY 9, 2003
A regular meeting of the Salem Redevelopment Authority (SRA) Board was held in the third
floor conference room at the City Hall Annex, 120 Washington Street, on Wednesday,July 9,
2003 at 6:00pm.
Chairman Robert Curran called the meeting to order and on roll call, the following members
were present: Conrad Baldini, Michael Brennan, Michael Connelly, Robert Curran, and Russell
Vickers. Joseph Walsh, Executive Director of the SRA, Tania Hartford, Economic
Development Planner, and Valerie Gingrich,Clerk were also present.
Minutes
Mr. Baldini made a motion to approve the minutes from the May 7, 2003 and June 11, 2003
meetings, and Mr.Vickers seconded the motion. Motion passed (5-0).
Discussion/New Business
1. Executive Director's Report
Mr.Walsh, Executive Director,provided the Board with his report.
• A letter was sent to the Peabody Essex Museum (PEM) asking them to return to the
Board to address the outstanding issue of the Marine Arts Gallery wall. A response from
the PEM asked for a request incorporating the issues. A lengthier letter was sent to the
PEM on June 23, 2003 and there has not been a reply.
• Mr.Walsh stated that in a recent newspaper article, the PEM commented that there will
not be pedestrian access through the Museum from Essex Street to Charter Street. The
next round of correspondence will address the fact that such a decision by the PEM is a
violation of both the SRA's decision and the Planning Board's decision. Free pedestrian
access through the Museum Atrium is a condition included in both decisions. The PEM
will have to come back to the Board to request an amendment.
At this point, Mr. Curran recognized Councilor OLeary. Councilor O'Leary
commented that the City gave up two pieces of property and a street. He commented
that the Board needs to take a stand on this issue in a straightforward manner.
In regards to the wall, the Board decided that they win wait for a response from the
PEM before any action is taken. Mr.Walsh stated that he win inform the PEM that their
decision to not allow access through the building is a violation of the SRA decision,
Planning Board decision, and City Council.
• Mr. Walsh gave an update on the contamination found at the Old Police Station site. A
report on remediation, source and costs is expected in the next 30 days. Mr. Walsh
informed the Board that there is a chance that Beverly Cooperative Bank will not finance
the cleanup. He explained that it will be hard for the developer to get conventional
financing for the cleanup, and the Board could use the revenue from selling the Old
Police Station to finance the cleanup.
• Mr. Walsh stated that the Licensing Board has requested copies of the current cafe
permits, and the Est will be provided.
• Mr.Walsh asked the Board to vote on two issues:
• It has been requested by the Mayor that the two benches at the fountain on
Washington and Essex Streets be removed because the benches are in bad shape
and because of loitering. Mr. Baldini made a motion to have the benches
repaired, but never permanently removed. Mr. Brennan seconded the motion.
Motion passed (5-0).
• It is requested that the Board vote to approve a contract for services with Winter
Street Architects for conceptual ideas for the Marketplace and Salem Evening
News Budding. Winter Street would present these ideas next month. Funding
would be supplied through the Community Development Block Grant. Mr.
Vickers made a motion to establish a contract for services with 'Winter Street
Architects for the Marketplace project. Mr. Connelly seconded the motion.
Motion passed (5-0).
DEVELOPMENT PROJECTS
2. Derk Lofts (51-71 Lafayette Street)—Review of the final submission for the development
of a mixed-use development on the comer of Lafayette and Derby Streets in the former
Laundry Building.
Attorney Scott Grover thanked the Board for the previous schematic approval of the project
and stated that the project is being warmly received in the neighborhood. Mr. Grover informed
the Board of the goal of starting construction in the fall.
Mr. Walsh stated that the Planning Board has approved the project, and it is appropriate for the
Board to give a final approval of the project tonight or send it back to the Design Review Board
for additional review.
Mark Meche presented the project to the Board. He stated that they are starting the
construction process and would like to pull a building permit in September. Mr. Meche
explained that the Planning Board had asked them to make some changes, which include a
wrought iron entrance to the Carriage Way, an audible alarm when exiting onto Central Street,
and period lighting around the building and across the street. In addition, the dock on the
comer facade will remain. Mr. Meche stated that because signage will depend on the tenants,
they will come back to the Board with proposals for signage when plans are more concrete.
Mr. Baldini inquired as to the projected completion date. Mr.Meche replied that the project will
be completed 14 months from the start date. Mr. Brennan asked whether there will be a deck
on the roof Mr. Meche showed the Board the proposed decks and stated that there will be a
small area on the roof near the elevator,which will be considered a deck. Mr. Brennan inquired
as to the total number of units. Mr.Meche replied that there win be 54 units.
Mr. Vickers asked about the parking in the South Harbor Garage. Mr. Grover replied that
leasing parking in the garage is not really practical and that they need to have parking closer to
the site. Mr.Meche stated that the developer is currently in negotiations with 4 separate possible
sites, and that 2 of the deals are ready to be finalized. They would like to do a mixed-use project
that includes parking.
Mr. Walsh stated that the Building Inspector cannot issue a Certificate of Occupancy until the
parking h i as been leased. Mr. Brennan asked whether the developer would go through with the
construction in September if the parking aspect was not yet finalized. Mr. Meche stated that
they would. Mr. Vickers inquired as to who gets the parking spaces if there are several projects
that want to lease spaces. Mr. Grover stressed that leasing spaces in the South Harbor Garage is
not the way that they want to solve the parking situation and that it is simply the way to fulfill
the legal requirement while they finalize an alternative.
Mr. Vickers asked whether Central Street will remain one-way, Mr. Meche replied that they are
not changing any traffic patterns, and that they have a proposal for a traffic/parking study in the
works.
Mr.Walsh informed the Board that the Planning Board approved the project with the condition
that the applicant would return to the Planning Director for the final approval of fighting,utility
materials, and roof materials. The applicant would need to return to the Board if any of the
materials changed.
Mr. Baldini motioned to approve the project with the condition that the applicant return to the
Executive Director of the SRA to receive final approval of the materials and fighting. Mr.
Vickers seconded the motion, and the motion passed (4-0). Mr. Brennan abstained.
Mr. Walsh stated that he would inquire at the City Solicitor's office regarding the process for
leasing spaces in the South Harbor Garage.
3. Lawrence Place (143 Washington/32 Front Street)—Review of final submission for the
development of a mixed-use development on the comer of Washington and Front Streets in
the former Bleachers Building.
Mr.Walsh introduced the project and informed the Board that the DRB would like another look
at it since it has been revised. The number of residential condominium units increased from 8 to
10.
David Pabich explained that the Planning Board had asked for some modifications to the project
because of resistance to the idea of residential units on the first floor of Derby Square. The new
proposal changes the residential to professional home office space on the first floor. The first
floor contains office and kitchen space. Mr. Pabich explained that this change might decrease
the value of the units because living space decreases; therefore they have increased the total
number of units from 8 to 10. The number of bedrooms decreased from 20 to 17.
Mr. Baldini commented that home office space is a good idea and it makes sense. Mr. Pabich
replied that home office space might have tax benefits. Mr. Pabich addressed the roof material
issue, stating that the roof is a 200 year slate roof that is about 200 years old, and it is in great
disrepair. Mr.Pabich explained that the slate will be replaced with an asphalt replica with copper
detailing at the request of the DRB. The windows will be aluminum clad with narrower
muttons, from 7/8" to 5/8". The fighting will not be changed and the signage will depend on
who leases the retail units. They will return to the Board in respect to signage. Mr. Pabich
stated that, again at the request of the DRB, he would like to add about 6 skylights to the Front
Street side of the budding.
Mr.Vickers asked if there will be an elevator. Mr. Pabich replied that there will not. Mr.Pabich
stated that he would like to show the DRB a revised plan with more skylights at their next
meeting.
Mr. Curran commented that the proposal looks good and that they win wait to vote on it until
the DRB gets another look at it.
DEIGN REVIEW BOARD RECOMMENDATIONS
4. Nostalgi (103 Washington Street)—Consideration of DRB recommendation for proposed
sign.
On June 25, 2003, the Design Review Board PRB) gave a positive recommendation for a sign
application for the building located at 103 Essex Street. The proposal consists of a 23" x 32"
wood sign attached to a black decorative metal bracket. The sign includes a Lavender
background with black and white graphics and text. At the request of the DRB, the applicant
agreed to change the text to Palatino and remove the white text outline for the business name.
Mr. Brennan made a motion to accept the recommendation of the DRB, Mr. Connelly
seconded. Motion passed (5-0).
5. Salem's Color Comer (60 Washington Street)—Consideration of DRB recommendation for
proposed sign.
On June 25, 2003, the DRB gave a positive recommendation for the proposed signage for the
building located at 60 Washington Street. The proposal consists of two 14" x 120" wood wall
signs to be installed along the Washington Street and Lynde Street facades. At the request of the
DRB, the applicant changed the text to a serif style font, increased the letter spacing, added a
chamfered edge, and reduced the height of the sign by 6 inches.
Mr. Brennan made a motion to accept the recommendation of the DRB,Mr. Vickers seconded.
Motion passed (5-0).
6. Aroma Sanctum (5 Central Street)—Consideration of DRB recommenclation for proposed
sign.
On June 25, 2003, the DRB recommended approval of the proposed sign for the building
located at 5 Central Street. The proposal consists of a 1h" thick PVC hanging sign with a
decorative metal bracket. The proposed sign is 17" x 30" and includes a green background with
gold lettering. At the request of the DRB,the applicant agreed to change the shape and location
of the metal bracket to match the historic metal brackets on the building. In addition, the
applicant agreed to change the typography to improve the legibility of the sign.
Mr. Vickers motioned to accept the DRB recommendation, Mr. Brennan seconded. Motion
passed (5-0).
7. LibgU T (155 Washington Street)—Consideration of DRB recommendation for
proposed sign.
On May 28, 2003, the DR.B gave a positive recommendation for a proposed wall sign for the
building located at 155 Washington Street. The proposal consists of an 11" x 120" sign attached
to an existing sign band. At the request of the DRB, the height of the sign was reduced by 2",
the background color was changed from wh�ite to off-white, the text color was changed to
maroon and the graphic logo was changed to a dark blue. In addition, the DRB requested that
the applicant change the text style to Palatino.
Mr. Connelly motioned to accept the DRB recommendation, Mr. Baldini seconded. Motion
passed (5-0).
8. Rockafellas (231 Essex Street)—Consideration of DRB recommendation for proposed
outdoor cafe.
On June 25, 2003, the DRB gave a positive recommendation for the proposed outdoor caf6
located at 227-231 Essex Street. The proposed caf6 is located along the Washington Street side
of the building and includes twelve (12) 30" round tables and 36 chairs. A black metal chain and
black metal freestanding bollards will define the seating area.
Mr. Baldini motioned to accept the DRB recommendation, Mr. Connelly seconded. Motion
passed (5-0).
OTHER BUSINESS
9. Salem YMCA (120 Washington Street)—Consideration of revised sign proposal.
The revised sign has the same color scheme with an encircled "120" in the middle, and "Second
Floor" at the bottom. The sign will be placed at the comer of the door at 120 Washington
Street. Mr. Baldini informed the Board of his research, stating that there are not any signs in the
downtown with addresses on them.
Mr. Brennan motioned to approve the sign,Mr. Connelly seconded.Motion passed (5-0).
10. Derby D (245 Derby Street)—Consideration of revised sign proposal.
The revised sign is the same style as the one that previously existed at Brothers Deli. However,
Mr. Walsh informed the Board that they may change their name. Mr. Brennan motioned to
approve the revised sign,Mr. Connelly seconded. Motion passed (5-0).
There being no further business, Mr. Baldini motioned to adjourn the meeting, Mr. Brennan
seconded the motion. Motion passed (5-0).

As you are aware, the Derby Lofts Project at 51-71 Lafayette Street received Schematic
Approval by the Salem Redevelopment Authority(SRA) on May 7, 2003.
The next milestone for this project is final approval by the SRA. The Final Plan submission
should include a full set of construction plans, final building materials, proposed building
lighting, color samples, and a landscaping plan, if applicable. In addition to including
comments from the Planning Board, the plans should also incorporate the following
comments as recommerided by the Design Review Board PRB) and SRA in their initial
review of the project:
• Alternatives for a stronger cornice and roof treatment that establishes a strong
top,middle and base (not just retreating from the street);
• alternatives for window proportions with more vertical emphasis;
• attention to the brick details and overall richness of the fagade;
• preservation of some of the elements from the existing comer and the
integration of a circular clock directly below the existing dock location;
• integration of signage into the fagade design - would like to see the use of
awnings to add color, activity and reduced sun exposure; and
• integration of different "signs of habitation" - balconies should convey a
residential character.
Enclosed is a schedule of upcoming SRA meetings, including the deadlines for submission.
For your information, the next SRA meeting will be held on July 9. If you plan to submit
final plans at this meeting, please contact the Department of Planning and Community
Development so we may assist you.
