MEMORANDUM
TO: Members of the Salem Redevelopment Authority
FROM: Tom Daniel, Economic Development Manager
SUBJECT: Signage and Temporary Artwork for Mike's Museum LLC (3
Lafayette Street)
DATE: April 8, 2011
CC: Lynn G. Duncan, Executive Director
Attached please find a proposal from Mike Lash who is planning to open an art
gallery at 3 Lafayette Street (adjacent to the Salem Laundromat in a space that is
currently used mostly for storage). The proposal is for signage and a temporary
artwork panel.
Unlike traditional building signs, the signage would be in the gallery rather than
on the exterior of the building. It would be visible from the street; however, which
is why it still needs to be reviewed. The signage consists of a simple design with
black lettering and a frame. The background color would vary depending on the
artwork being displayed and could be a dark red, dark blue, or dark brown. The
sign would be mounted to 8' x 8' panels which also display the art, and may be
placed on a window as well.
In addition to the interior signage, the proposal is to use a panel on the Salem
Laundromat's existing free-standing sign. Free-standing signs are prohibited in
the Urban Renewal Area. Staff has been unable to document the approval of the
existing sign; however, it may predate the establishment of the Urban Renewal
Area.
In addition to being an art dealer, Mr. Lash is an artist and the former public art
administrator for the City of Chicago. He is proposing to use curate a temporary
artwork project on a 12' x 16' garage door adjacent to his gallery space. A new
artwork (painting) would be created monthly from April to November. Mr. Lash
would curate, provide the artists a stipend, and be responsible for any supplies
needed. He will promote the project and is open to collaborating with the City on
joint promotion.
With past public art proposals, the request before the SRA has been to endorse
the temporary artwork panel conceptually. The DRB then reviews the proposals.
For this proposal, staff recommends the DRB review the concept; however,
because the artwork will be changing monthly, staff further recommends the SRA
direct Mr. Lash to submit the pending month's artist's proposal to the Executive
Director for administrative review rather than requiring a monthly review by the
DRB.

Jeff Hooper, owner of the property.
Artists will be of the highest caliber obtainable.
None of the artworks, painted on the garage will be of an advertising nature.
All of the paintings will be PG-13 in regards to sexually imagery and should
not be harmful to any third party viewer.
I will curate, pay the artist a stipend, and supplies any supplies or scaffolding

Design Review Board Proposal
April 27, 2011
3 Lafayette Street and 186 Essex Street (Mike's Museum): Discussion of
proposed temporary mural and signage
Proposal to DRB
Note: The SRA reviewed this proposal at its meeting on April 13, 2011 and
approved it subject to DRB review.
Attached please find a proposal from Mike Lash who is planning to open an art
gallery in downtown Salem. The proposal is for signage and a temporary artwork
panel.

Laundromat's existing free-standing sign. Free-standing signs are prohibited in
the Urban Renewal Area. Staff has been unable to document the approval of the
existing sign; however, it may predate the establishment of the Urban Renewal
Area. The SRA has approved using the existing panel for this sign.
In addition to being an art dealer, Mr. Lash is an artist and the former public art

The SRA has endorsed the temporary artwork panel conceptually and has
requested DRB review of the concept. Because the artwork will be changing
monthly, the SRA has directed Mr. Lash to submit the pending month's artist's
proposal to the SRA Executive Director for administrative review rather than
requiring a monthly review by the DRB.
