In an effort to complete this work expeditiously, the City is requesting that the SRA grant the City approval of the project pending approval of the Design Review Board. The project will be presented to the Design Review Board at their next meeting. As part of the City's Comprehensive Parking Program study, Nelson/Nygaard recommended that the City hire an engineer to determine whether the parking lot at the corner of Front Street and Lafayette Street could be more effectively utilized. The existing parking lot contains 25 parking spaces with 13 adjacent parking spaces in the Klopp Alley parking lot and 3 parking spaces along Lafayette Street. There is currently one entrance to the parking lot from Lafayette Street. Vehicles must make a 3 point turn in order to exit the parking lot. In December 2011, the City commissioned New England Civil Engineering to determine whether there were options for optimizing the lot's parking spaces and create a better traffic flow. New England Civil Engineering proposed an option which opens the Front Street parking lot into Klopp Alley, removing the curb barrier between the two parking lots. The existing entrance to the Front Street parking lot will be closed off and vehicles for both parking lots will enter from Lafayette Street. The parking spaces will also be restriped. The parking lot will have the same footprint and impervious area as the existing design. However, these changes will allow the City to gain 9 new parking spaces. The proposal is to remove the curb barrier between the Front Street and Klop Alley parking lots, close off the current access to the Front Street lot, and restripe the spaces. The new configuration would be more efficient and add nine parking spaces.
