The SRA added a condition stating that the applicant must install a white trim board vertically down the fagade of the building facing Federal Street, to denote the original structure, versus what had been built out later. DRB Recommendation At their meeting on July 1, 2013, the DRB voted to recommend approval of the proposed siding and window replacements, in addition to other various work to be done to the fagade with the following conditions: - The front portion of the building, which will be hardy board siding, should have 7 and 1/4" exposure for the siding planks — color should be "silver plate sterling grey" as identified in a provided sample book of colors. - Windows in the front portion of building will have glass panes replaced to provide a 2 over 2 grid and 3-D appearance. - All trim —windows, doors, and building corners — should be white with no fluting - Post at side entrance should be white and simple (no ornamentation) - Stairs at rear of the building should be white, with little or no detail/ornamentation at base of handrails. Posts along stairs should be small/thin. - The rear of the building, which will be retouched, should provide some contrast in color to the front of the building (will be a slightly darker shade of gray). Staff Comment The applicants have agreed to the conditions noted above, which is reflected in their revised proposal. Proposal for June 26 DRB Meeting Per discussion from the May 22 DRB meeting and upon further examination at the June 5 site visit, the applicants have presented a new proposal that they feel will address some of the concerns of the DRB. The submission under review before the DRB includes a proposal, cut sheets, and photos. Alexandra Ingemi was present on behalf of Cornerstone Court. Ingemi noted that the intent is to replace the mixture of 42 window types on the building so that the appearance is uniform and consistent. Ingemi commented that the aluminum siding would be replaced with vinyl with fluted corners similar to the attorney's office next door. The siding color will be neutral with a white trim. Sides questioned what the condition of the wood siding behind the aluminum is like. Ingemi noted that the condition is not good and requires repair. The intent is to remove the aluminum siding and to replace it with sheathing, Tyvek, insulation board, and vinyl. Kennedy questioned whether the building has all vinyl existing windows. Ingemi commented that the building has a mixture of wood and vinyl windows. Jaquith noted that the original building would probably have 2 over 2 windows. Vinyl windows are not approved across the street in the historical area and vinyl siding is not appropriate for this location. Vinyl clad exterior windows would be more appealing. Jaquith commented that the fluted trim would be more aesthetically pleasing plain. The 2 visible faces should be thought of differently than the whole building. Jaquith commented that a site visit is required before approval by the DRB. Historical photos would be nice. Sides commented that the building is not located in the historic district but the DRB holds authority for approving it to make the appearance more pleasing. Trim around openings and other details would make it look nicer. Sides questioned whether the building would be kept as 5 apartments. Ingemi noted that the building would remain as 5 apartment units. Durand commented that Hardy Board would be a nice siding option. The material is often used in historical districts and requires less maintenance. The product works well with details and should be expressed on the 2 front sides of the building that face the street. Both my husband and I were born and raised in Salem and are privileged to own two other properties off of the Salem Common, so we are excited to take this property out of its neglected state. We would like to begin the work as soon as possible and anticipate completion within 24 weeks after start. The windows in the building now are a mix of improperly-installed white vinyl replacements and wood six-over-six double hung windows in bad repair. We would replace every one with white vinyl six-over-six double hung windows(same as the existing sizes throughout) for a uniform look that mimics the traditional style of other buildings on the street. The fagade is wrapped in grey aluminum siding that is faded,pitted,and dented in many areas especially the vertical trim. We would like to replace the aluminum on the two most visible sides with 4"vinyl siding and install fluted vertical trim. We would also like to change the color scheme of the entire house from dull grey to beige/tan with white trim. Please see the enclosed pictures showing the building in its current state,and a sample building that we renovated last year in another town with a similar color scheme and the very same windows and vertical trim we would like to install here.Also enclosed are brochures and specifications for the windows and siding. The decorative detail on the roof edge trim/overhang will remain. They propose to: • Remove the aluminum siding and material underneath from the front two sides of the building and around the first entrance —then install smooth lap fiber cement board siding, 6.25" width (5" exposure). Preference for color to remain gray, or gray/blue, but perhaps slightly darker. • All windows in the above noted area would be double hung vinyl with contoured two-over-two 3 dimensional window grids. o These windows would be surrounded by 4" wide trim. Vertical trim would be added to corners, 6" wide. • Remainder of aluminum siding (back side of building) would be repaired as necessary and then painted to match the color of above noted cement board. • The rest of the windows (back side of building) would be changed to double hung vinyl with standard six-over-six window grids. Site Visit Occurred on June 5, 2013 DRB members Sides, Jaquith, Durand, and Kennedy were present at a site visit where the applicants were also present, to view and collect information about the building. Proposal for May 22 DRB Meeting The owners of this five unit apartment building propose to replace the building's windows and vinyl siding. The new windows will be six-over-six vinyl double-hung windows. The applicant would also like to replace two sides of the building (both visible from Federal Street) with 4" vinyl siding. A fluted vertical trip would also be installed. The proposed color scheme is beige/tan with a white trim.
