Salem ® Redevelopment Authority Design Review Board Recommendation / Salem Redevelopment Authority Decision July 26, 2017 32-50 Federal Street (Superior Court and County Commissioners Building): Discussion and vote on proposed mothballing procedure Proposal In July of 2014 the SRA issued a memo to the architect contracted by the Division of Capital Asset Management and Maintenance (DCAMM) regarding the warm mothballing of the Superior Court and County Commissioners buildings. One of the requests made was that the Boards would be able to review and comment on the plans. That memo is enclosed, as are the 90% plans for the mothballing of these buildings and securing the property. The plans call for the repair of masonry, replacement of certain portions of copper downspouts, repairs to the batten-seam copper and slate roofing, and various other repairs. Windows will be boarded with plywood that is stained and have trim meant to represent window muntin profiles. The perimeter of the property will ultimately be secured with either a black powder coated chain link fence or a black aluminum picket fence. Staff Comments: This will most likely be the only opportunity the DRB and SRA have to comment on these plans as DCAMM is working on a tight schedule to begin work prior to winter. The a book of specifications, along with the plans will be sent to you electronically. ,e Salem ® Redevelop= nt Authority RECOMMENDATIONS AND CONSIDERATIONS FOR SWARM MOTHBALLING OF SALEM'S SUPERIOR COURT COMPLEX • It is our understanding that the Secretary of the Interior's Preservation Brief 31 — "Mothballing of Historic Buildings"will be used in the development of your recommendations. We strongly encourage the use of this document to inform your recommendations,as well as the during the implementation of warm mothballing the superior court complex. • The SRA wants to emphasue adherence to guidance and policies covered in Preservation Brief 31,namely: o "Securing the Exterior Envelope from Moisture Penetration" (page 4) and "Providing Adequate Ventilation to the Interior" (page 7) • Both members of the public and the SRA are concerned that weather related issues could severely compromise the masonry or other elements of the interior of the buildings. All precautions should be tak to seal the buildings in such a way that still allows for adequate ventilation, and if possible,monitoring of temperature and humidity shou]d occur and be recorded. o "Securing the Building from Vandals, Break-Ins,and Natural Disasters" (pages 5-7) ■ All precautions should be taken to ensure that the opportunity for vandalism or unwanted entry is min mi7ed. • Considerations for fire prevention/suppression should be given a very high priority. • DCAMM should have any plywood panels used to board windows paint`?d to resemble operable windows as suggested in the 5'" paragraph of page 6. o The "Maintenance Chan" (page 10) should be utilized;any and all reports produced as a result of inspections should be shared with the City and the SRA. o The Design Review Board should be provided an opportunity to review and comment on any proposed exterior facing elements that will be proposed or implemented as a result of the warm mothballing of these buildings. o The City and members of the SRA should be afforded an opportunity to participate in a walkthrough of the buildings prior to them being mothballed.
