SRA Decision
At its meeting on December 9, 2015, the SRA voted unanimously (3-0) to
approve the proposed the outdoor seating deck and fence at 25 Front
Street, as recommended by the Design Review Board, and as shown in
plans submitted to the SRA dated November 10, 2015. Approval is
conditional upon the applicant returning to the Design Review Board and
Salem Redevelopment Authority for approval furniture, lighting, umbrellas,
and heating equipment.
Recommendation
At its meeting on November 17, 2015 the Design Review Board voted unanimously to
recommend approval of the proposed outdoor seating area and deck at 25 Front
Street (The Lobster Shanty) as shown in drawings dated November 6, 2015,
conditional upon the applicant returning to the DRB for review of furniture, lighting,
umbrellas, and additional heating equipment.
Proposal
The applicant is seeking to reorient its outdoor seating area by adding a new deck
that will sit to directly adjacent to the existing building (where a tree planter currently
sits). The new seating area will be able to accommodate 73 people (the current
seating area accommodates 64).
Materials include "Timber Tech" composite decking in "Ashwood" shade. Reclaimed
barn boards will be used as a semi-transparent screen for the deck. A bronze
colored Connectorail System will be used to enclose some seating that will remain in
front of the building.
In addition to the deck, the applicant seeks to install a fence made of cedar planks to
screen an outdoor storage area in front of the building (left side of the building when
facing it).
Enclosed is a cover letter detailing the project, as well as future project plans to be
presented at future dates. Also enclosed are a full set of plans for the proposed
project.

The proposed project concerns The Lobster Shanty Restaurant at 25 Front Street, an anchor tenant of the City's
Artists' Row.The restaurant currently operates as part of the Artists' Row in Salem, and utilizes part of the
pedestrian paseo as its outdoor patio.The City of Salem,through the Public Art Commission, has requested the
patio space move in front of Lobster Shanty, in between the existing restaurant and Front Street on the north
facade.
The current plans to redevelop the Artists' Row underscore this projects necessity and opportunity to serve as
first step to transform Artists' Row. Relocating the patio will provide a better visual connection with the row, a
clear benefit to the visitors and artist tenants. The reconfiguration will also better allow emergency response
access and maintenance vehicles to pass through.
While the Lobster Shanty and its operator,Wicked Howl Enterprises,plan to renovate the shanty as a whole the
immediate focus(as outlined in the project schedule)is to gain the City's approval for Phase 1.
Phase 1 includes(a) patio design addition, (b) a fixed, but removable railing at Artists' Row side, and(c)fence
area for storage around kitchen.We will be requesting another meeting to approve of furniture, and other
necessary accessories in the near future before April 2016.
A new patio will not change the use of the space-though it will increase the seating from an estimated 64 to
73,this number is necessary to allow for interior improvements to come later, as interior seating will be reduced
from an estimated 43 to 37 to a total of 110,compared to 107 at present.
In summary,we hope you see the promise in what these proposed improvements to the Shanty represent to the
overall success and sustainability of Salem's Artists' Row as well as our vibrant Downtown area in general.

SRA Decision
At its meeting on May 13, 2015, the SRA voted unanimously to approve the
proposed installation of an air-cooled fan unit and associated wooden
platform, conditional upon review and approval of the project by the City's
Building Inspector.
Recommendation
At its meeting on April 22, 2015 the Design Review Board voted unanimously (6-0) to
approve the proposed installation of an air-cooled fan unit on the roof of 25 Front
Street (The Lobster Shanty).
Proposal for April 22, 2015 DRB Meeting
Per the direction of the Board from the last meeting, the applicant has revised its
proposal to now propose installing the air-cooled fan unit on its roof, atop a 7' x 4'
wood platform that will be painted to match the roofs color. The unit is 20" in height,
which will rise off the platform. A drawing showing the approximate dimension of the
platform and unit as seen from the rear of the building is provided, in addition to other
photos and a cover letter.
Proposal for March 25, 2015 DRB Meeting
The Lobster Shanty seeks to install an air-cooled fan unit on the side of its stall that
faces Derby Street. The unit will be installed in the green area, just below the roof
vent.
The applicant has provided the enclosed cover letter, pictures of the existing building,
a drawing denoting where the unit will be installed, and a spec sheet for the unit.
The applicant indicates that a wooden box, painted the same color as the roof, will be
mounted over the unit in order to mask its appearance and to prevent debris from
getting inside of it—the applicant will bring the proposed box with them to the
meeting.

Greetings board members,
The reason we are asking for permission to install this fan on the outside of the Lobster Shanty is so
that we can convert our walk-in refrigerator from a water-cooled system to an air-cooled system.
The two main reasons for this are,
1. The amount of drinkable water it wastes on a daily basis is astounding, and our Environmental
Mission Statement precludes us from wasting finite resources when we can.
2. Our water bills are outrageous at over $8,000.00 annually and we estimate that this would save us
about $4,500 a year; we are literally just throwing money down the drain using this antiquated system
of walk-in cooling.
The cooling system is a very simple unit that is 36 inches wide, 30 inches deep and only 20 inches
high. We wish to mount the unit on a platform atop the back slope of the kitchen roof near the hood
intake and exhaust vents. The platform measures 7' by 4'to allow a stable surface area for regular
maintenance and other repairs, if needed. The platform will be painted to match the roof color. The
unit may sit higher than the roof peak, but should not be visible from the front of the building. It is
being placed as close to the top of the walk-in motor as possible to avoid any extraneous piping and
other materials.

This letter is being sent regarding the request of Tigershark, Ine., dba Lobster Shanty for
outside seating at the Market Place.
While the Market and Tourist Commission generally supports this request they are also asking
that the petitioner comply with past requests of the Commission for their area.
hi the past the Commission has requested the petitioner to find a different type of device other
than used plastic pickle pails as a base for their roped off seating area. The Commission has also
requested the petitioner to keep clean the outdoor tables and chairs and to store them inside after
the business day has ended. Finally, the Commission also has concerns about the table umbrellas,
which bear the logos of various alcoholic beverages. The preference of the Commission would
be that these umbrellas have no advertising other than that of the business itself.
Unfortunately, the petitioner has ignored all of these simple requests. Therefore, until the
petitioner is willing to seriously address these items, the Market and Tourist Commission cannot
fully support this request.
