Re: New entrance way at 10 Federal Street;
Dear Board,
I would like to replace the last window on the southeastern comer of
the Federal side of the building with another entrance.The window had been taken
out by the previous owner and used as an air intake for an emergence generator.
The space Nvd! be leased to a new startup Wellness Center. The separate entrance
wiH allow them more flexible hours while assuring budding security.
The new entrance way wiH be a close copy to the one approved by you
a couple of years ago. This entrance way is not a part of the budding expansion
project now underway.

10 Federal Street - Proposed three-story addition
PROPOSAL:
The proposal includes the construction of a three-story addition to an existing two-
story building (former New England Telephone Building). The new floors would be
used as office space. This proposal is at the Schematic Design Review level.
RECOMNMNDATION-
At their meeting on February 25, 2004, the Design Review Board recommended
approval of the Schematic Design proposal as submitted with the condition that the
site improvements, including landscaping and a parking plan, are not a part of the
approved Schematic Design.

At their meeting on January 10, 2007, the SRA voted to approve the DRB
recommendation with the additional condition that a shadow study be included in
the Final Design Plans for both the 5-story building and the 2-story parking deck.
DRB RECOMMENDATION:
At their meeting on December 20, 2006, the DRB recommended approval of the
Schematic Design Plans for the construction of a two-level garage at 10 Federal
Street with the following conditions that should be included in the Final Design
Plans:

Dear Mr.. Brennan,
We were recently were made aware of plans to build a an above ground parking garage at 10 Federal St.
and of a meeting of the Salem Redevelopment Authority to discuss and vote on the plan. We have not

been officially notified nor made aware of this proposal despite the fact that the developer promised to
take cognizant review of the relationship to neighboring homeowners.
As a resident at 7 Ash St. and abutting property owner, I am really concemed about this proposal and
lack of notification.
The initial plans approved in 2004 for the raising of the height of the building called for a sub-surface
parking garage and surface parking lot. This new proposal, if approved, would result in the wrapping of
0
an above ground deck around the building where the parking lot is now and would, in my opinion,
destroy the look the neighborhood and seriously affect the sunlight for the surrounding buildings.
I would appreciate it if you postpone a vote on the plans in order to give the affected neighbors time to
consider the impact of the plan on the neighborhood.

review a schematic design for modification of the previous plans for the building by construction of a third level on
the parking deck.
Enclosed arc seven(7) sets of schematic site plans and elevations for the proposed parking decks along with
photographs of the site.
Final plans will be completed in January for submission for final design approval by the Redevelopment
Authority. Modification of a previous Planning Board Site Review decision will also be required. Estimated
construction time is three months and the majority of work will be staged on site as was the case with construction of
the additional stories on the building.
