care. This plant can
reach 15-25 feet in
height and be 10-15
wide. Shearing can
keep the size down.
Other varieties are
the Junipers, welch and skyrocket, Arborvite, american
dark green and the techny mission and Spruce, alberta.
The uprights can range in size from 10 feet to 15 feet
high. Sometimes canadian hemlocks are used as shrubs,
however hemlocks do want to be trees, so heavy shearing
will be required. Also be sure to check out the new varities
of spruce, the baby blue eyes are a wonderful plant
reaching up 15 feet in height with a beautiful blue tint.

located at 266 Essex Street. We have reviewed the revised elevations and have
determined that additional information is required for submittal to the Design Review
Board for schematic design review, as per the Heritage Plaza West Urban Renewal Plan
(see attached).
In order to fully comply with the Schematic Review submittal requirements, rough
conceptual sketches and perspective drawings that illustrate the relationship of the proposed
work to the surrounding environment are required.
The next Design Review Board meeting is on July 31, 2002 at 5:30 p.m. If you cannot
provide the information necessary to complete your Schematic Review submittal, please

DESIGq REVIEW BOARD PRESENTATION REQUIREMENTS FOR
BUILDINGS
GENERAL:
1. The Archifect is requested to submit all designs to the Design
Review Board three (3) weekdays prior to the Design Review Board meeting.
The Architect is required to attend all presentations as a representative
of the Developer.
SCHEMATICS:
1. Submit Tough conceptual sketches, including relationship to surrounding
environment, at an appropriate scale for purposes of design discussion.
2. Submit photographic representations of site and adjacent surroundings, and
topographic survey of the intended site.
3. Presentations my include, plans, elevations, section, perspectives and
models.
4. One copy of schematic drawings shall be filed with the DRB.
PRELIMINARIES:
1. Development of site plan design should include definition of buildings,
roads, driveways, plazas, pedestrian ways, parking, service, fencing,
planting, grading, lighting and drainage.
2. Development of building design should include accurately scaled plans,
elevations, section, perspective and/or model, intended exterior mechanical
locations, relationship to surrounding buildings, area and stTeetscape,
sign locations and interior functions related to exterior design.
3. Submit samples of intended use of materials, colors and textures.
4. One copy of preliminary drawings shall be filed with the DRB.
WORKING DRAWINGS:
1. 50% completion of working drawings may be requested by the Design Review
Board. One copy of SO% working drawings shall be filed with the DRB.
2. 100% completion of working drawings shall be required by the Design Review
Board. Three copies of completed working drawings shall be filed with DRB.
Any changes in the working drawings during bidding, construction, or after
completion of project shall be submitted to the DRB prior to execution of
change.

Next Steps:
Applicant must present design development(final submission) drawings to DRB for
review(next meeting is 7/3 1). Once the DRB develops a recommendation,the project
will be forwarded to the SRA for action.

Bowman's Bakery building on Essex Street has had its exterior renovated with the
assistance of a $17,Z50 facade grant. The vacant lot adjoining Bowman's will be the site
of a new 6,000 sq. ft. office building. At the request of the Mayor, the Redevelopent
Authority solicited development proposals for the site and after carefully reviewing the
three potential development schemes received, selected the law firm of Costello,
Hourihan, Fraterroli and Barrett as developers.
What could have been a devastating blow to Heritage Plaza-West, and the entire
downtown, will hopefully be turned around with the anticipated reconstruction of the
Masonic Temple Building on Washington Street. The Masonic Temple was totally gutted
as a result of a fire in February causing the displacement of 39 offices and businesses.
Cooperative actions by the Masonic Temple Lodge and Zampell Development Corp. are
preventing the demolition of this downtown landmark with the construction of a new roof
before winter in anticipation of the approval of a funding package put together by the
Masons, Zampell Development Corp., the Salem Redevelopment Authority and the
Planning Department. The funding package includes $1 million of Revenue Bonds, $1
million of Urban Development Action Grant (UDAG) funds, and $1.2 million of private
funds and will hopefully result in a renovated Lodge area for the Masons and 50,000 sq. ft.
of commercial space to be owned by Zampell Development Corp. The City and the
Redevelopment Authority have also committed $43,500 in planning funds through a State
Fire Disaster Grant.
In other actions, the Redevelopment Authority has designated Graham Gund
Associates as developer for the South River Project. The Developer was one of three
interested parties in the site which is anticipated as a new urban renewal site. The
Authority is presently working on development schemes with Gund, which includes 170

PROPOSAL:
The proposal includes reconstructing the historic cornice that was removed from the
storefront. The removal of this historic element was not in compliance with the
approved plans and the proposal is the owner's attempt to restore the removed
cornice.
RECOMMENDATION:
At their meeting on March 8, 2004, the Design Review Board recommended
approval of the proposed change to the plans to reconstruct the comice line as

removal of the cornice on the historic building is not in conformance with the plans
approved by the Design Review Board PRB) and SRA.
Unauthorized alterations, especially to the historic character of a building, raise serious
concerns about the project compliance with SRA approvals. Therefore,we require meeting
with you at your earliest convenience to discuss your plans for completing the project.
In addition, regarding the current violation caused by removal of historic elements, we
request that you come before the DRB at its next meeting, on Monday, March 8, 2004 at
8:00am in the third floor conference room at 120 Washington Street,to discuss the situation

It is the request of H.H. Morant& Co., Inc.Architects on the behalf of our client Mr.Richard Bowman,
owner of said property at 266 Essex Street to address the concerns raised in your letter dated 3/5/04,
pertaining to the Contractor's removal of the existing cornice work at the previously approved project.
Although it is agreed that the removal of this cornice is not in compliance with the plans approved by the
Design Review Board and Salem Redevelopment Authority, it is the intention of this letter to put forth all
immediate and good faith resolution to remedy this err in ConLractorjudgmelit.
Based oil the drawings approved by SRA and DRB, dated 5/25/03, and prepared by our ollice, it was the
original intention of the design not to remove or alter the front cornice and was shown as such on
drawings AD and A4 dated 5/25103 (see attached).Due to a well intentioned but overzealous and
erroneous decision by the Contractor,D.L.Cote, and unrenowned to this office the cornice was removed
on 315JO4. It is H.H.Mutant's suggestion that the cornice be rebuilt as accurately as possible see, Sheet
A3, dated 3/8/04.It is the opinion of this office that although the cornice will not be in its original stale, it
aesthetics will be similar in appearance, its antiquated materials will be given new life and in total
complete the lacelift of the front storefront facade

Dear Mr. Bowman:
I am writing to notify you that you are in violation of your approved plans submitted and
approved by the Salem Redevelopment Authority (SRA) on December 11, 2002. The
removal of the cornice on the historic building is not in conformance with the plans
approved by the Design Review Board PRB) and SRA.
Unauthorized alterations, especially to the historic character of a building, raise serious
concerns about the project compliance with SRA approvals. Therefore,we require meeting
with you at your earliest convenience to discuss your plans for completing the project.
In addition, regarding the current violation caused by removal of historic elements, we
request that you come before the DRB at its next meeting, on Monday, March 8, 2004 at
8:00am in the third floor conference room at 120 Washington Street, to discuss the situation
and ask for a DRB recommendation on correcting it.

It is the request of H-H.Morant&Co.,Inc.Architects on the behalf of our client MT.Richard Bowman,
owner of said property at 266 Esses:Street to address the concerns raised in your letter dated 3/5/04,
pertaining to the Contractor's removal of the existing cornice work at the previously approved project.
Although it is agreed that the removal of this cornice is not in compliance with the plans approved by the
Design Review Board and Salem Redevelopment Authority,It is the intention of this letter to put forth an
immediate and good faith resolution to remedy this err in Contractor judgment.
Based on the drawings approved by SRA and DRB,dated 5125103,and prepared by our office,it was the
original intention of the design not to remove or alter the front cornice and was shown as such on
drawings A3 and A4 dated 5125/03(see attached).Due to a well intentioned but overzWous and
erroneous decision by The Contractor,D.L.Cote,and unrenowned to this office the cornice was removed
on 3/5/04. It is 11.11.Mortar's suggestion that the cornice be rebuilt as accurately as possible see,Shea

separate aesthetic personality"and its own identity moving away from"The Bowman's
Bakery" color scheme of many years, by faintly altering the exterior colors. After
consultation with a local paint color designer the following color scheme was chosen, see
color specifications below and accompanying paint swatches and HIM Architectural
Drawing A3.

Dear Ms. Hartford,
The following is H.H. Morant Architects request on the behalf of our client Mr. Richard
Bowman, owner of said property at 266 Essex Street to alter the exterior trim and
building body color on the previously Salem Redevelopment Development approved
project,
Based on drawings approved by SRA and DRB, dated 5/25/03, and prepared by our
office, it was the original intention to match existing paint colors. Upon further
assessment, the owner of the property thought it would be best to give the building "a
separate aesthetic personality" and its own identity moving away from"The Bowman's
Bakery"color scheme of many years, by faintly altering the exterior colors. After
consultation with a local paint color designer the following color scheme was chosen, see
color specifications below and accompanying paint swatches and RHM Architectural
Drawing A3.

The minor color change will have low impact on the surrounding buildings on Essex
Street, so it is requested that approval be given for this minor color alteration.

Bowman's Bakery at 266 Essex Street. The color represents a change from the approved
Plans which called for keeping the exterior paint colors the same as what is there now. I have
also included photos of the building and the buildings surrounding it for your reference.
