It is the request of H.H. Morant& Co., Inc.Architects on the behalf of our client Mr. Richard Bowman,
owner of said property at 266 Essex Street to address the concerns raised in our site meeting at 10:30 a.m.
on July 1, 2004, pertaining to slight alterations of the building's exterior facade due to as-built
construction ramifications. Although it is agreed that the tweaking and modification of these details is not
in compliance with the plans approved by the Design Review Board and Salem Redevelopment Authority,
it is the intention of this letter to put forth immediate and good faith resolutions and explanations to
remedy and clarify these errs and refining in the design.
Right Elevation:
Based on the drawings approved by SRA and DRB,dated 3/31/02,and prepared by our office, it was the
original intention not to re-veneer the lower right side alley wall in brick masonry,as noted on Sheet A4,
box I (see attached), but to match the existing stucco finish on the wall and paint to match existing brick
masonry color approved by the SRA/DRB in November of 2003. During construction it was deemed
impossible to restore the existing stucco veneer due to 100 plus years of harsh New England weather
deteriorating brick, its mortar joints and stucco facing. It was decided that installation of a new wire mesh
and stucco system to match the existing aesthetic would be installed over the exterior wall to give a
fresher, more monolithic and weather protective finish to a wall, that although hidden in an alley way and
disguised by fences at each end, a much needed revitalizing facelift.
Rear Elevation:
Installation of 6-light grilles in two rear elevation windows shall be installed as noted in HHM drawing
Sheet A4, box 2 (sec attached), dated 3/31/02 and approved by SRA/DRB.
Removal of one first floor level rear facade awning window that was to be located in rear stairwell was
required to be removed due to conflicts with stairway layout,clearance provisions required by the
Massachusetts Building Code, 6" Edition and discussions with Salem Building Department.
Due to"another" well intentioned but overzealous and erroneous decision by the original Contractor,
William Rice, and unrenowned to this office a small portion of upper rear face brick masonry was
removed due to failing mortarjoints. This created an uneven transition with the new brick facing that was
added below the new wood cornice that originally terminated at the alley side second story deck, and
additionally created waterproofing issues. It was H.H. Morant's proposal that the cornice be continued
past the original termination point and wrapped around the alley side corner by 12", this not only brings

to what has become a quite attractive and interesting rear faFade, but also helps in theory to define the
commercial and residential break that's occurs in the building between the first and second floor levels in
this downtown building(see attached photos).This also allowed us to solve our water infiltration issues,
thus adding to the adage that sometimes out of confusion comes success.
Left Elevation:
Second Boor rear deck(driveway side)wood guard rail has been substituted for with the utilization of the
existing brick masonry exterior wall.Due to existing structural framing of building it was required to
maintain the existing wall to above deck height.The brick masonry"knee wall"maintains the same
height as the aforementioned wood guard rail and will be finished with a 2 %" Mahogany cap to match
the third Boor deck top rails. Exterior brick face will be painted to match base building brick color
(SRAIDRB approved November 2003), interior to be faced with clapboards to match exterior siding.
Cornice molding that was shown running along Left Side elevation (see attached) from the storefront to
the rear decks is being proposed to be eliminated due to the interruption with downspouts in two locations.
The molding installation which was proposed on the driveway side never existed on the building, and
would seem in these astute observers' eyes to look hap hazard and choppy being terminated at the one
downspout intersection,restarted and then abruptly again terminating at the secondary downspout.
It is respectfully requested that the SRAIDRB approve these modifications,as to allow the fast
approaching completion of this project to move ahead unimpeded to its anticipated finish.Mr. Bowman,
this office and myself personally have worked very hard to steer this once"Contractor out of control
project"back on course with long hours and thorough due diligence with Economic Development
Planner, Ms.Tania Hartford,and would welcome a speedy and favorable response to our requests.

Steve Livermore delivered a revised set of schematic plans yesterday for
the upcoming DRB meeting (8/28). 1 told him that our department would
review the submission and contact him to let him know if he is on the
agenda.
After reviewing the revised submission, it appears that most of the DRB
comments from the last meeting have been addressed. The new plans
include a more traditional/ retail-oriented storefront w/ additional glazing
and wood detailing, transom windows w/ wood muntins, wood storefront
base panels, a new granite curb base, new entrance configuration, and
minor changes to the rear of the building.
Enclosed is a copy of the latest schematic plan for your review. Let me

A regular meeting of the Salem Redevelopment Authority was held in the third floor
conference room at 120 Washington Street on Wednesday, May 8, 2002, at 6:00 p.m.

Executive Director Walsh informed the Board that this project involves a propsed change
in use and fagade renovations. He continued that this meeting is the first step in the
process, and this evening Mr. Stever Livermore, project architect, and Mr. Richard
Bowman, building owner,will present their schematic drawings to the Board.
Mr. Livermore explained to the Board that the rear portion of the smaller building will be
removed to provide four parking spaces. The three story building will remain intact. The
first floor will be gutted and new commercial/retail space will be designed and the upper
floors will house a four apartment units. Decks will be added to the rear of the building.
A new elevator tower and stairwell will be added. The building elevation for the upper
stories will be mainly restored. The rear elevation will have brick, dental work, and coin
siding.
Mr. Walsh informed the SRA that is a change of use from the Heritage Plaza plan, so it
must be brought to the SRA first to see if the Board would support a change of use for
this building. If the Board supports the project, it can then proceed to DRB for schematic
review, then final design, then return back to the SRA for use and design approvals.
Chairman Curran asked the members if they had any concerns or questions regarding the
project. The Board unanimously agreed with the concept of the project and stated it
should continue through the process with the next step being the schematic review by the
DRB.

window openings behind the glass.

of the building and making the front be more sympathetic to the original architecture of
the building.
Mr. Jaquith also suggested that Mr. Livermore look into removing the coining on the rear
of the building, and suggested a more Greek Revival style.

have to be approved by the SRA. He stated that he will research this.

Bowman Bakery Building - Essex St.
The DRB was advised that the SRA has agreed to purchase a facade easement on the
Bowman Bakery Building and a modified scope of work has been prepared, based on the
original feasibility study prepared by Staley McDermet .
The SRA Board also agreed to engage Staley McDermet as the architect in charge of
the work.
In the revised scope of work, the chimney and cornice work has been eliminated.
The siding will be removed and windows will be replaced as part of the work. All work
will be performed on the second and third floors and on all four sides. The brick work will
be cleaned and reparged. Work on the store front will not be included as part of the scope
• of work. This will be performed by the owner when a firm agreement is reached by the
owner and a tenant.
Colors will be submitted at a later date.
Members of the Salem Historic Commission were asked to attend the meeting to
participate in the review of the plans for the building since the Bowman Bakery Building
abuts the historic district. Mr. John Carr and Dean Lahikainen had not objection to the
proposed scope of work.

Connelly's Candies - Essex Mall
The owner of Connelly's Candies submitted a sign for the new store on the Essex
' Mall. The Board made recommendations to remove the wood framing around the sign and
submit a new design with consideration to the treatment of the two business names on one
sign.

Frye Building - Staley MCDermet, Architect
Staley McDermet presented plans for the Frye Building. It is planned
to do three sides of the building since it is anticipated that there will
be new construction on the vacant lot in the near future.
Essex Street will have new store fronts which will be similar to Barnett's
store fronts in Heritage Plaza-East. The brick on the front will be restored
and will remove the parging (stucco) on the upper floors.
The Board noted that it would like to have an option on the removal of the
parging, as a last resort, and that taking the parging off and replacing the
brick will be a very expensive project and the grant offered by the SRA will not
take care of the work. The Board feels that in a matter of appearance to the
building the DRB supports the idea of requesting more funding for the work.
This is not a totally restoration project.
It was noted that all new clapboards will be needed along Barton Sq, and
the architect stated that he would try to salvage some of the roof shingles.
DRB ACTION: Approved the drawings presented with recommendations noted.
SRA ACTION: Approved
Bowman Bakery Building - Essex St.
Staley MCDermet presented preliminary plans for the Bowman Bakery
building. The top section would be restored and the store fronts below
would be retained. The corner section would be recessed to break the front
for a doorway to the apartments above.
The DRB recommended making the columns wider.

W. Harris has a serious problem with windows and air conditioning on the
first and second levels. He would like to redo the face of the facia and try to get
Mr. Harris to install a better awning and get rid of the paint on the main building.
The old Foodland building could be changed in scale by painting the brick. The owner
didnot care for this treatment.
The brick work could be washed down and put on a facia. This building, Foodland
building, is the more difficult building to deal with. The real problem is that he
is having a difficult time renting the first floor. Mr. Sze suggested putting in
an arcade-through the building to the parking lot.
Y.M.C.A. Building - W. Sze noted that some of the Board members felt that building
is too large for their operation and the existing energy problem and the work that
has been done in the building over the years has ruined it entirely. We are now
trying to work with the present Director to save the building and keep the "Y" in
Salem.
It was proposed to use the two upper floors for housing and operate the "Y"
from the first floor and the basement area. There is a large vacant space in the
basement that could be better utilized by the "Y".
Staley WDermet - Frye Building
Staley WDermet noted that he was able to research the building back to 1825.
It was proposed to take off the skim coat and clean up the brick work and
recommended the restoration of the chimney line along the Barton Square elevation.
On the first floor, leave the sign board and take the brick off and cover it up
with wood back to street level.
Bowman Building
The second and third floors are in good shape. The third floor is vacant, the
second floor is partially used. The parking lot side is a big question since it is
proposed as a site for development.
The DRB felt that the proposed first floor treatment does not go with the rest
of the building. It was recommended that the architectural lines at each end of the
building be brought down to the street level.
The first floor treatment is to be restudied.
Ann Beha - Peabody Block
The Board was advised that this has become a five building project which includes
a vacant lot. All the buildings have historic facades and should be treated that way.
There should be commercial use on the first floor with residential use (apartments)
for the upper floors and apartments in the loft area. The original entrance would be
restored.
