As we discussed,I am aware that there is a problem with the awnings not being fabricated in accordance to the specifications that I provided to the manufacturer which reflected the Salem Redevelopment Authority's (SRA)approval. Specifically,the wording and logo on each awning were incorrectly produced at a larger scale,and the graphics were reproduced on all the awnings and were only supposed to be placed on the four awnings over the window bays. Please be advised that I have been in contact with the awning fabricator to try to rectify this situation. If the awning manufacturer will replace the awnings at no charge,I can assure you that the awnings will be replaced. In an effort not to cause undue economic hardship to the franchise owner,I am requesting that the erected awnings be allowed to remain,if this situation cannot be resolved. Throughout the development process, McDonald's worked closely with the SRA and the City to design a restaurant that would meet Salem's needs. A major consideration throughout the SRA's design review process was that the McDonald's Express blend in with the historic architecture of downtown Salem. McDonald's representatives met this challenge willingly and successfully, providing an exterior design that did not alter any of the building's granite facade and included wooden, gold-carved signs with goose neck lighting and red fabric awnings over each window bay. As a result, the McDonald's Express has added life to an important comer in the center of our City, while preserving the historic fabric of our downtown. The McDonald's Express is a welcomed addition to our business community. The owner is operating a clean, efficient and friendly restaurant which has become overwhelmingly popular with residents, workers and tourists. As you witnessed, our contractors are working diligently to be ready for our grand opening on Saturday. As I pointed out to you, I am aware that there is a problem with the awnings not being fabricated in accordance to the specifications that I provided to the manufacturer which reflected the Salem Redevelopment Authority's (SRA) approval. Specifically,the wording and logo on each awning were incorrectly produced at a larger scale, and the graphics were reproduced on all the awnings and were only supposed to be placed on the four awnings over the window bays. Please be advised that I have been in contact with the awning fabricator to try to rectify this situation. If the awning manufacturer will replace the awnings at no charge, I can assure you that the awnings will be replaced. In an effort not to cause undue economic hardship to the franchise owner, I am requesting that the erected awnings be allowed to remain, if this situation cannot be resolved. Once again, I would like to thank you for all of your guidance and expertise during the design review and permitting process for downtown Salem's McDonald's Express. Mr. Luster gave a brief overview of the project and began to explain each item that has been submitted for SRA approval. _Jwning& Sidewalk Lighting The original proposal presented was to erect a red, fabric awning with three silkscreen logos along the entire Essex St. facade and around the corner over the entrance door and ending before the first pier on Washington Street. The awning projects 30" over the sidewalk. Lights underneath the canopy to illuminate the sidewalk were also presented. The DRB recommended that the awning begin over the first window bay on Essex Street and extend to the middle of the first pier on Washington Street and to adjust the silkscreen logo placement. They also recommended that the awning be pulled out to project four feet over the sidewalk. Mr. Luster updated the Board that it has been determined that the awning can only project out 36" and remain self supporting. If the awning projects any further, poles will have to be placed iinto the sidewalk to support the awning because the fypon material used to reproduce decorative elements on the facade is not strong enough to support some of the proposed exterior sign elements. It has also been requested that the awnings break at the windows instead of being one continuous piece. The proposal is now to have four individual awnings with logos. Mr. Luster also stated that the installation of sidewalk lighting underneath the awning has been determined to be infeasible, since the fypon cannot accommodate the weight. The contractors are still exploring alternate affixation methods, but at this time McDonald's is requesting that the installation of sidewalk lighting be approved as an option and not as a condition of the approval. Chairman Guenther asked Mr. Johnson his reaction to constructing four separate awnings on the Essex Street facade. Mr. Johnson replied that this is a good improvement. He questioned whether the awnings could project beyond 36" with this design change. Mr. Rima responded that the fypon material probably still could not hold such a large projecting awning,however, this request along with sidewalk lighting would be accommodated if it were feasible. TFooden Signage Mr. Luster showed the Board drawings of two 8'x 2', wooden, carved signs that will be placed over the entrance ways on Washington and Essex Streets. The signs have a carved gold border with carved gold arches, 'Express' carved and painted white with a red background. Four goose neck lights with a black finish will be used to light the signs. • The DRB approved the sign design as submitted. Mr. Erickson stated that the method of attachment of the lights has not been determined,because 2 n SRA Minutes July 6, 1995 • the fypon cannot support four individual lights. The current proposal is to attach the lights to a raceway frame and attach the frame to the building. Specifications for the design and attachment will be submitted. Clock Mr. Luster pointed out that the proposed right angle sign on the plan submitted has been changed. The DRB reviewed plans for an illuminated clock to be hung in its place. The DRB recommended that the clock be hung from a 45 degree angle on the corner of the building, that the clock be two feet in diameter and that the wording 'McDonald's Time' be removed. The DRB also recommended that it be hung from the brick with a goose neck, black wrought iron design for the bracket. Chairman Guenther asked Mr. Johnson to comment on the proposed clock. Mr. Johnson stated that the clock was an interesting idea for the corner and it would liven-up the facade. The specification submitted did not clearly represent how the finished product would look. Mr. Luster asked if a better representation could be produced, or a similar figure could be photographed and submitted. Mr. Erickson replied that this has been newly and specifically designed for this store and he would submit a more accurate drawing. Mr. Curran and Ms. • Boudreau expressed their concern that the clock might be too small for the building. Mr. Johnson recommended that the clock be drawn to scale on the building to show how it relates to the entire building. Mr. Erickson responded he would provide the drawings and that the clock could be enlarged at the Board's discretion. Interior Finishes At this time Mr. Rima presented a sample board depicting all of the an interior finishes being used inside the building including tables, chairs, wallpaper, lights, floor tiles, chair rails. Mr. Rima showed an example of a store interior that would be similar to this site. He noted that he has contacted the Peabody Essex Museum to obtain appropriate photographs for the wall. The DRB approved the interior finishes with the conditions that the chair rail finish be more neutral and that parabolic light lenses be used in the dining area. Mr. Erickson informed the SRA that the chair rails have been painted a cranberry red and explained they must be seen for safety reasons and cannot be painted to blend into the wallpaper. The interior space between the brackets will be painted gray or a complimentary gray wallpaper will be used. A sample of the chosen treatment will be submitted to the Board. He also stated that he is trying to change the existing lighting, but the entire light cannot be replaced because of the existing low ceiling heights, efforts are being made to locate lens coverings that would soften the existing light. Mr. Johnson suggested that the lamps inside the fixture be changed to soften • the light.
