The modifications requiring approval are as follows: North Elevation-There exists a door on the fourth floor of the building which opens out to the airspace above the alley between 101 Washington Street and City Hall. The door was used to bring supplies into a commercial photography studio by way of a davit and hoist system. It appears that the door was not original to the structure, but was added in place of a window. Salem Renewal Wishes to remove the door and restore the original appearance of the facade by installing a window and granite sill. The new window will match the existing windows on this facade. The style and type will be a one-over-one wood clad replacement window by TrimLine. East Elevation -The east side of the building faces a 5-foot wide alley. Across the alley is an abutting brick building. There exists an &-inch concrete slab which spans the alley at the second floor level. There are two modifications on the east facade:The installation of a door on the ground level and the installation of a door on the second floor,out to the existing concrete slab. Ground Floor-The desired exit door on the ground floor will replace an existing window in the facade. As indicated on the East Elevation- Existing Conditions drawing, this window has been abandoned with concrete blocks. There is a vent which protrudes through the block. The concrete blocks and vent will be removed and the opening then extended down to meet grade. A solid panel exit door will be installed. Second Floor-The desired modification on the second floor is the installation of an exit door leading to the existing concrete slab. The door will be installed in the existing 9-foot tall window penetration. The granite sill will be removed and the opening extended down 18 inches. As indicated on the East Elevation - r 'roposed Conditions drawing, the existing non-operable upper portion of the Window will remain,and the door will be installed below. The door will be a solid glass panel exterior door, similar in appearance to the adjacent windows. The modifications requiring approval are as follows: North Elevation-There exists a door on the fourth floor of the building which opens out to the airspace above the alley between 101 Washington Street and City Hall. The door was used to bring supplies into a commercial photography studio by way of a davit and hoist system. It appears that the door was not original to the structure, but was added in place of a window. Salem Renewal wishes to remove the door and restore the original appearance of the facade by installing a window and granite sill. The new window will match the existing windows on this facade. The style and type will be a one-over-one wood clad replacement window by TrimUne. East Elevation-The east side of the building faces a 5-foot wide alley. Across the alley is an abutting brick building. There exists an 8-inch concrete slab which spans the alley at the second floor level. There are two modifications on the east facade:The installation of a door on the ground level and the installation of a door on the second floor, out to the existing concrete slab. Ground Floor-The desired exit door on the ground floor will replace an existing window in the facade. As indicated on the East Elevation- Existing Conditions drawing, this window has been abandoned with concrete blocks. There is a vent which protrudes through the block. The concrete blocks and vent will be removed and the opening then extended down to meet grade. A solid panel exit door will be installed. Second Floor-The desired modification on the second floor is the installation of an exit door leading to the existing concrete slab. The door will be installed in the existing 9-foot tall window penetration. The granite sill will be removed and the opening extended down 18 inches. As indicated on the East Elevation - Proposed Conditions drawing, the existing non-operable upper portion of the window will remain, and the door will be installed below. The door will be a solid glass panel exterior door,similar in appearance to the adjacent windows. The modifications requiring approval are as follows: North Elevation-There exists a door on the fourth floor of the building which opens out to the airspace above the alley between 101 Washington Street and City Hall. The door was used to bring supplies into a commercial photography studio by way of a davit and hoist system. It appears that the door was not original to the structure, but was added in place of a window. Salem Renewal wishes to remove the door and restore the original appearance of the facade by installing a window and granite sill. The new window will match the existing windows on this facade. The style and type will be a one-over-one wood clad replacement window by TrimUne. East Elevation -The east side of the building faces a 5-foot wide alley. Across the alley is an abutting brick building. There exists an 8-inch concrete slab which spans the alley at the second floor level. There are two modifications on the east facade:The installation of a door on the ground level and the Installation of a door on the second floor, out to the existing concrete slab. Ground Floor-The desired exit door on the ground floor will replace an existing window in the facade. As indicated on the East Elevation- Existing Conditions drawing, this window has been abandoned with concrete blocks. There is a vent which protrudes through the block. The concrete blocks and vent will be removed and the opening then extended down to meet grade. A solid panel exit door will be installed. Second Floor-The desired modification on the second floor is the installation of an exit door leading to the existing concrete slab. The door will be installed in the existing 9-foot tall window penetration. The granite sill will be removed and the opening extended down 18 inches. As indicated on the East Elevation- Proposed Conditions drawing, the existing non-operable upper portion of the window will remain,and the door will be installed below. The door will be a solid glass panel exterior door,similar in appearance to the adjacent windows. Mr. DiStefano responded that he would address this issue. Mr. Vickers stated that currently there is a chain link fence all the way down and along the sea wall and asked if that would be removed. Mr. Walsh responded that every single property along the South River is out of compliance with Chapter 91 regulation, so all the chain link fences will have to be removed. Chairman Curran commended the developers for using a brick fagade building. Mr. Walsh stated that Hess has also used brick at another location. Mr. DiStefano responded that this building is in construction, but there are no photographs available to show the Board at this time. Old Police Station—Update Mr. Walsh informed the Board that the proponents have submitted a full set of plans to the Planning Board to review. This meeting is scheduled for January 3, 2002. He continued that he has had discussions with the designer regarding making the Central Street front doors become main doors, so they done some redesign of the space, which took some time. Mr. Vickers asked the status of the development agreement. Mr. Walsh responded that the Land Disposition Agreement (LDA)template has been given to the developer and to City Solicitor Keenan, and they are reviewing it. 231 Washington Street—Fapade Renovation Mr. Walsh distributed a letter from Mr. DeIulis requesting that action on this application be postponed, since he was unable to attend. Mr. Walsh stated that this fagade has gone through the DRB process, and it is a renovation to one section of the building. DRB Recommendations 228 Essex Street—FaGade Renovations Mr. Giard explained to the SRA that the DRB has recommended approval of Phase I of this project which includes repairing the existing windows, trim and pilasters to the upper stories of this building. He added that Phase II of this project will be the restoration of the ground level storefronts. Mr. Connelly made a motion to approve the DRB Recommendation for Phase I of 228 Essex Street. Creative Celebrations—14 New Derby Street—Sign Application Mr. Giard explained to the Board that the fascia sign shown in the window on the photograph distributed is proposed to be hung above the window. The sign is white lexan with blue lettering. He continued that the DRB has no problem with the layout or material of the sign,however they did recommend a wood border be added to prevent water damage and better define the sign. Mr. Vickers asked if there are any color restrictions in the sign guidelines. Mr. Walsh responded that no specific colors are illegal, however every color has to be approved by the DRB and SRA. Mr. Vickers made a motion to accept the DRB recommendation for Creative Celebrations. Mr. Baldini seconded the motion, all were in favor, motion so carried. Other Business Mr. Walsh informed the Board that responses to the redevelopment of the Old Salem Jail RFP were due today. However, because of the holidays several interested parties have called to ask if the deadline could be extended. Mr. Walsh stated that the deadline has been extended until January 30, 2002. He continued that there is a strong interest in this building, and there have been 55 RFP requests. Chairman Curran asked about the status of the new roof for the Jailers House. Mr. Walsh responded that construction has begun and is moving along on schedule. At this time, Mr. Walsh informed the Board that his staff is in the process of updating the SRA Sign Language booklet to better inform applicants of what types of signs we would like to see in the Urban Renewal Area. The renovations include brick veneer, aluminum windows,new store entrances and illuminated signage (individual store signs will be submitted at a later date). DRB RECOMMENDATIONS: Approve as presented. 228 Essex Street—Facade Renovation Mr. David Pabich presented plans for the exterior rehabilitation of 228 Essex Street. Work in this phase will include the repair of existing windows and exterior wood detailing of the upper stories of the building. The existing color of Atrium White will remain. Furniture and kitchen equipment have not been approved as part of my draw down of the loan; something that I had understood would be included.This process is cumbersome and seems unnecessary since there is$80,000 worth of collateral in place. Thus far,we have drawn down$67,579.10 based on invoices and receipts.Within the next few weeks we will be expending more than we had originally projected to the SRA.Particularly since there is$80,000 of collateral in the form of a second mortgage on my home, I am requesting that any further documentation as required with the original terms of the loan be negated and that the total $80,000 be approved for payment without further documentation of expenditures.
