In order to build out its network and meet customer demand for Wireless Broadband Services, Clearwire must have in place a system of 'cell sites' to serve portable wireless communication handsets and mobile telephones. A typical cell site, such as the one proposed, consists of three panel antennas with associated wireless "backhaul" antennas mounted to a building, tower, church or other structure. The antennas are connected to radio operating equipment housed at or near the structure. To maintain effective, reliable and uninterrupted service, there must be a continuous series of cell sites located within close proximity to each other so as to overlap in a system comparable to a honeycomb pattern. If there is no cell site available to accept/receive the signal, network service to the mobile telephone/data service will terminate involuntarily. Applicant is one of a limited number companies licensed by the FCC to provide service to the residents and businesses of Salem. As a licensee of the FCC, Clearwire is mandated to build and operate its systems such that adequate wireless service is provided to the general public. Accordingly, the overlap of coverage is necessary for the signal to transfer from one cell site to another cell site seamlessly and without involuntary termination. A number of factors determine the distance between cell sites, including,but not limited to, topography, physical obstructions, foliage, antenna height and line-of-sight. The Facility Based on the radio frequency studies, reports and computer models prepared in connection with this project, it is Applicant's assertion that there is inadequate network service available to its customers due to a coverage gap within the city of Salem in the surrounding area of Essex Street. Also, based on the radio frequency studies,reports and computer models prepared in connection with this project, Applicant would be able to alleviate this significant gap in coverage by locating its antennas at an approximate height of eighty-six (86) feet AGL on the above referenced property as proposed. Without a wireless service facility located at or near Essex Street, the substantial gap coverage will continue to adversely impact the service that Applicant is able to provide to the residents and business around downtown Salem and to individuals traveling through these areas. As further detailed in the accompanying site plan, Applicant is proposing to utilize three (3) already existing panel antennas and add four (4) backhaul antennas and corresponding cables at approximately eighty-six (86) feet on the existing wireless service facility located on the rooftop of 217-219 Essex Street. Applicant also proposes to locate its equipment cabinet within Sprint-Nextel's equipment room in the basement of the building. After installation, Applicant's wireless service facility will be unmanned and will only require twice monthly visits for maintenance. The only utilities required to operate this facility are standard 120-volt electrical power as well as telephone service. Both of these utility services are presently installed within the existing compound. Applicant's proposed wireless service facility will be installed, erected, utilized and maintained in compliance with all applicable local, state and federal regulations, including, but not limited to: the radio frequency emissions regulations set forth in the 1996 Federal Communications Act, applicable regulations administered by the Federal Aviation Administration (FAA), Federal Communications Commission (FCC), Massachusetts Aeronautics Commission and the Massachusetts Department of Public Health. Once in service, it is the responsibility of Applicant to make RF field measurements to ensure the facility's compliance with FCC guidelines. The RF emission from these proposed site antennas will not exceed the State and Federal standards when combined with all other existing wireless service facilities at 217-219 Essex Street, and these new antennas will not "interfere" with the other existing wireless service facilities from other carriers at the site location. Conclusion Based on the above, and the other information provided in this application, Applicant believes that it satisfies the objectives and requirements set forth in the City of Salem's Zoning and Wireless Service Facilities Ordinances, to the extent applicable. Applicant seeks to collocate antennas on an existing wireless service facility, which facility currently meets all requirements of the Zoning Ordinance; Applicant's wireless service facility will enable Applicant to provide a substantial benefit to the City of Salem, and particularly the area surrounding 217-219 Essex Street, in the form of its wireless broadband network services; Applicant's wireless service facility would have minimal noise, traffic and environmental impacts; and failure to grant approval will result in substantial harm to Applicant in the form of large gaps in coverage in the City of Salem, particularly in the area surrounding Essex Street, as well as Applicant's failure to meet its FCC license mandate to build and operate wireless communications systems that provide adequate wireless services to the general public. As a result, Applicant respectfully requests that the Salem Redevelopment Authority and the Design Review Board approve Applicant's design plan for a wireless service facility at 217-219 Essex Street. Wireless Special Permit Decision The Petition of Sprint Wireless Broadband For The Property Located At 217-219 Essex Street A Public Hearing on this petition was held on March 20, 2008. The following Planning Board members were present: Charles Puleo, Walter Power. Tim Kavanaugh, Tim Ready, Nadine Hanscom, Gene Collins, Pam Lombardini and Christine Sullivan. Notice of this meeting was sent to abutters and notice of the hearing was properly published in the Salem Evening News. The petitioner is requesting a Wireless Communication Facility Special Permit under Section 5-3, Special Permit Uses, of the City of Salem Zoning Ordinance, to allow for the installation of three (3)WiMAX antennas, and one (1) backhaul dish antenna to the existing wireless facility on the rooftop of the Eastern Bank at 217 Essex Street (Map 35, Lot 251). Nextel was founded in 1987 and revolutionized the wireless industry with its innovative technology, which permitted cellular, paging, and two-way radio communications in one device. Nextel is best known for its "walkie talkie" wireless devices that operate on its enhanced SMR network. In August of 2006, Sprint Nextel announced its plans to develop and deploy the first 4" generation ("4G") nationwide broadband mobile network that will support advanced wireless broadband services for computing, portable multimedia, and other consumer electronic devices. Specifically, this network will provide consumers with high-speed internet access wherever they go at a cost comparable to traditional wireless broadband providers. ABOUT WiMAX Sprint Nextel will utilize Mobile WiMAX technology in order to deploy its 4G broadband network. WiMAX is an acronym for "Worldwide Interoperability for Microwave Access," which is an advanced wireless technology that permits the transmission of large quantities of data over long distances at extremely fast speeds. WiMAX should not be confused with Wi-Fi, which is a technology used to provide broadband access within a small area or "hotspot" such as a coffee shop or an airport. Wi-Fi antennas are not licensed by the FCC, so their range of coverage is very limited. In contrast; Sprint Nextel's Wireless WiMAX network is licensed by the Federal Communications Commission ("FCC") and therefore can provide coverage to large areas in a manner similar to cellular or PCS technologies. A Wi-Fi antenna may cover a portion of a neighborhood, whereas a WiMAX antenna can cover a portion of an entire town.
