209 ESSEX STREET- (HOTEL SALEM) BUILDING/FACADE IMPROVEMENTS 209 ESSEX STREET(HOTEL SALEM) BUILDING/FA�ADE IMPROVEMENTS 11/29/17 Dear SRA, Thank you for bringing up un-finished exterior items in regards to Hotel Salem at 209 Essex Street. It was a bit of a mad rush to open the doors and allow guests to enjoy the space, but the work is still ongoing. Some of this ongoing work includes items that were approved by the SRA, and this letter is intended to be a timeline for those items. Please see notes below: *Our new curtain wall is in and includes new cladding and glass *Existing cast iron columns have been exposed, repaired, and repainted *Our sign band located above the window storefront is currently being fabricated. The ornamenta spandrel/panels will be installed the last week of December. The installation should be no more than a week, and is being performed by Weaver Glass *The existing cornice will be repainted and repaired where necessary in the spring time (no later than April 30'h), when temperatures are better for exterior painting. This is being performed by Reliable Painting. *Please see attached note from our mason, Murray Masonry in regards to the existing carved sandstone being too delicate to be cleaned/repaired. He intends to clean/re-point existing masonry on front of building where necessary in the spring time. *Exterior Lighting will be installed the week of December P. I have repointed the brick on the inside function room space,the inside and outside of the east wall of the restaurant, in-filled and built up the patio to the rear of the building, and built the brick exterior of the new egress on the roof top. I was able to look at the front fagade and cornice above the main entrance while installing the flashing for the new sign band. There are areas of pieces flaking to a minor degree. It is my recommendation to leave the cornice alone as is as any work it could make it deteriorate further, at this time. It did not appear that re-pointing on the rear or side of the building was necessary at this time however the front will need attention and can be attended to in the spring. SRA Decision At its meeting on July-12, 2017 the Salem Redevelopment Authority voted unanimously (4-0) with one abstention to approve the proposed caf& permit (outdoor seating area) as originally proposed, signage as originally proposed, and lighting with the condition that it have down lit fixtures in the rear as recommended by the DRIB at 203-209 Essex Street (Hotel Salem). No action is taken on the proposed temporary banner Recommendation At its meeting on June 28, 2017 the Design Review Board voted unanimously (4-0) to recommend approval of the proposed caf6 permit (outdoor seating area), signage, and lighting at 203-209 Essex Street (Hotel Salem), conditional upon the following: 1 . That the four-top and two-top tables of the proposed outdoor seating area be eliminated so as to "square off' the seating area. 2. That any and all building lighting on the rear elevation of the building is down lighting. 3. If the temporary sign is to be approved, that it remain on the building for no longer than ninety days after opening. Proposal Enclosed is a cover letter, specification sheets, sign permit application, photos, and a plan set that covers signage, outdoor seating, lighting, and split systems. Signage: The applicant seeks to have three signs, and an additional tempo rary/seasonal sign: 1 . A 29 sf "marquee" sign consisting of brushed stainless steel individual letters mounted to steel bars that will run horizontally. 2. A 25 sf blade sign mounted on the right side of the storefront system area (when looking at the building). It will be externally illuminated, made of steel plates, and mounted with a black painted steel frame. The signage will advertise the hotel itself, and two dining options. Salem Redevelopment Authority 3. Vinyl signage that will also advertise the hotel and dining options, totaling 8.75 sf. 4. The temporary/seasonal sign will be placed over the vintage painted sign that is currently on the upper side elevation of the building (facing Washington Street). — More on this in the staff comments section. Lighting: The applicant would like to have string lights in the alley. It has received permission from the neighboring property owner to connect to his building. Locations of proposed new light fixtures that will enhance safety/visibility and provide aesthetic up/down lighting are shown in the plans. Details on fixtures are enclosed. Outdoor seating: The proposed outdoor seating area will accommodate up to 35 guests. It will line the left side of the building (when facing the building), wrap the corner, and extend down the alley. The plan shows 5' of clearance between the rope and any impediments. The tables will be teak (36"x36" round and 24" round) with accompanying aluminum chairs. Black fabric umbrellas will be used (no logo or advertisement), and black rope/posts will border the area. Specifications for proposed mountable split a/c systems are enclosed. Staff Comments: Currently, the proposed amount of signage exceeds the maximum amount allowed (60 sf). I have calculated a total of 62.75 sf, and therefore asked the applicant to consider reduction of one or more signs to meet the standard. The Department of Planning and Community Development is recommending that the temporary/seasonal signage be denied. The City's Sign Ordinance does not permit temporary signage and this particular sign exceeds stated height limits. I will be conferring with the Licensing Board, Board of Health, and the Building Department regarding the outdoor seating area. I will pass along any comments I receive from these stakeholders. We propose to locate the hotel marquee sign,The Hotel Salem,over the entrance to the building on Essex Street Pedestrian Mail. The hotel also features other restaurants and bars;the ground floor restaurant named"Counter"and a cocktail lounge with food service on the roof,simply named"The Roof". There is also a bar with food service in the lower level named"Under the Counter". A blade sign with three(of the four)names is proposed for oblique viewing from down the street and include The Hotel Salem,The Roof and Counter. The lower level also has a bar and food service that will be titled"Under the Counter"for special events and general use when the weather limits the outdoor facilities on the roof but no exterior signage has been requested due to the 60 s.f.restraint. 2)Exterior Lighting: The intent is to provide new lights in existing locations at the rear of the building with the addition of new lights at new locations on the front of the building to provide for security and highlight architectural features of the building. We are also proposing string lights over the alley and have received permission from the adjacent building owner for attachment to the adjacent structure. As there is constant posting of graffiti on both structures. We believe our activity and lighting will diminish this occurrence. 3)Seasonal Exterior Cafd Seating: We are requesting permission to Install outdoor seating in the areas directly adjacent to the restaurant area on the first floor. Please be aware that in some areas of the city, review by a governing board must take place before a City permit can be issued. These areas include the Urban Renewal Area(governed by the Salem Redevelopment Authority) and Local Historic Districts (governed by the Salem Historic Commission). Please note that it takes roughly three weeks to receive a sign pen-nit and in areas governed by a review board it may take longer. Sign Application Fees There is a twenty-dollar($20) minimum permit fee for each application. If the estimated cost of fabrication and installation is $2,000 or more, a fee of$10 per$1,000 plus a$5 application fee will be charged. For example, a $12,000 sign project would have a $125 fee. Electrical Permit A licensed electrician must install any sign with ancillary lighting and sign boxes must be UL listed. An Electrical permit must be obtained from the City of Salem Electrical Department, 49 Lafayette Street, and be submitted with the sign application before a sign permit will be issued. Surety Bonds for Signs or Awnings Hung over a Public Way Any sign or awning hung over a public way or sidewalk shall require a surety bond in the sum of one thousand dollars ($1,000.00) conditioned to save harmless the City from any claims. This bond must be placed on file in the City Clerk's office. A copy of such bond must be submitted with the sign application before a sign permit will be issued. Contact your insurance provider to obtain the surety bond. Liability Insurance for Portable (A-Frame) Signs Proof of adequate liability insurance with a minimum limit of$1,000,000.00 for each occurrence must be provided to the City Clerk and remain in effect for as long as the portable sign is used.The portable sign must be indicated as being included in the liability coverage, The City, and in the Urban Renewal Areas,the Salem Redevelopment Authority, must be listed as additional insured(s). Recommendation At its meeting on September 28, 2016 the Design Review Board voted unanimously to recommend approval of the proposed fagade and building improvements, and rooftop restaurant as presented in plans dated September 16, 2016 conditional upon the applicant returning for review of any proposed exterior building lighting, signage, and outdoor caf6/seating area. Proposal The applicant, is returning to the DRB with changes to a previously approved scheme for proposed fagade improvements and a rooftop deck/restaurant at 209 Essex Street. All existing brick masonry will be repaired; carved sandstone will be cleaned and sealed. Most windows are being repaired in place; select windows are being enlarged and/or replaced with new custom wood windows detailed similar to the originals but with improved thermal performance. The Essex Street fagade will have all new aluminum and glass, surrounded by new glass fiber reinforced concrete. The submission also includes the following changes, among others, from the original design: • The stair tower on the Holyoke Court elevation has been enlarged for egress; the skylight has been removed. • Rooftop mechanical equipment and screening has been relocated. • There is a revised elevator hoist and head house The rooftop deck has been revised to accommodate more seating, pushing seating toward the front of the building, and mechanical elements toward the back. The Salem Redevelopment Authority proposed rooftop structure appears significantly taller and more substantial than previously presented. Staff Comment The applicant will seek historic tax credits-or this project. The project was reviewed by the City's Historical Commission; the Commission will be providing a letter of endorsement of the project for receiving Historic Tax Credits. We intend to review signage and outdoor seating for the project at a later meeting in the fature. We have engaged in a Purchase and Sale of 203-209 Essex Street known locally as the Newmark Building. We intend to develop the property as the Hotel Salem,a 44 room Boutique Hotel that will include only minor modifications to the building exterior and the installation of a roof deck having food services provided. The Hotel will provide 44 guest rooms that include 10 micro-rooms,6 family rooms,28 standard rooms with king or queen sized beds and the Lark Suite. Hotel support spaces and a commercial kitchen will be located in the lower level with a lounge area featuring two bowling lanes to commemorate a former use in the building. The ground level will have the hotel lobby,a coffee/food service, lounge area and meeting room with 6 family rooms and hopeftilly include some outdoor seating to be requested at a later date. The Vd and 3d floors will be guest rooms and the roof will have food service and seating requiring the extension of egress stairs and an elevator. Screened mechanical units will also be located on the roof. Exterior modifications will include a new storefront and, where required,new windows in existing openings,and few new window openings to accommodate some guest rooms. The Newmark Building is located in Salem's B-5 Zoning District with hotel use by-right, not requiring any variance or special permit. The building is a 3-story above grade building with a total height of 50 feet. The maximum height of buildings in the B-5 District is 6 stories with a maximum height of 70 feet. While we are happy to see renovation and growth in Salem's downtown, our concern is the negative impact that the current plan will have on our quality of life, largely due to the smoking problem we think that the current plan for the hotel will cause us to endure. Although it is in name a"boutique hotel", it will also contain a couple of eateries and serve liquor at three different locations. One planned location is a basement bowling alley,which Y411 have a direct entrance/exit less than twenty-five(25)feet away from our outside deck and windows. We are concerned that the smokers who*11 be exiting the bowling alley venue to have a smoke will be doing so directly under our window and deck, and we do not feel that we should be forced to close our windows or refrain from using our deck due to excessive second-hand smoke. Additionally, the egress from the rear of 209R Essex is tight and will be difficult to enforce the required distance from the door for smokers without their trespassing on private property. We have lived here for six years, and we are familiar with occasional smokers who pass through the area. We deal with that. We are concerned about groups of smokers who Will have to exit the hotel barlbowfing alley to satisfy their habit, and congregate in the area directly beneath our condo. We are good neighbors,and would like our new neighbors to be good and responsible neighbors, also. What we would like to see, at best, is that the rear entrance to 209 Essex St. be made an"Emergency Exit Only", and smokers in the bowling alley area exit through the front of the hotel for relief.
