Dear Ellen:
Regarding Mr.Barry Kossover's active DRB proposal to modify the Coastal Oil/Dave&Jack's Texaco site
(289 Derby Street, Salem)last discussed formally at the 7/11/97 meeting, please note:
Fred Johnson and I met with Mr. Kossover at 1:00 PM on Derby Street yesterday,and reviewed a number of the
proposed service station changes. We left with general positive feeling that the following changes be approved:
1. Coastal Oil be permitted to erect a new canopy over their new"dogbone"style pumps provided that:
a) the new canopy be designed to match in setback from Derby Street the same setback which the
neighboring Gibbs' canopy has;
b)the new canopy be designed to have the same height above pavement which the neighboring Gibbs'
canopy has;
c)the new canopy be designed to have the same band height("thickness')which the neighboring Gibbs'
canopy has;
d)the new canopy have the color and logo scheme described and approved in the 7/11/97 minutes(band
on canopy solid white,except for"Coastal"sign(s)to be applied, (no colored plaid band on
canopy);
2. Site landscape changes and improvements will not be proposed at this time,due largely to site space
limitations.
3. No changes to street parking,or curb cuts will be proposed at this time.
4. To satisfy the DRB's concerns of eliminating the"grandfathered"free standing Texaco sign near the
adjacent antique shop,while also responding to Mr. Kossover's need for new service station signage,Mr.
Kossover propose,and the Board approve,that the"grandfathered"Texaco sign near the antique shop be
eliminated completely; while a similar new free-standing Coastal sign--with attached"menu"gas grade
prices—be permitted to be installed west of the west driveway access to the property,close to the sidewalk
and the street. We would require that this new Coastal sign be designed to match the height,scale,and type
(single pole)of the"grandfathered"Texaco sign;and to match,if possible,the setback from Derby Street of
the similar free-standing Gibbs"menu"sign west of the Gibbs station canopy. (Once the above changes
would be made,Mr. Kossover's new Coastal station would in many ways work more effectively with the
adjacent Gibbs station to better define the street edge--while a consolidation of auto-scale elements could also
be made,to better respect the historic and pedestrian scale of the adjacent properties. )

5. Complimenting the improvement of facilities near the street,the building would be changed in the following
manner:
a)the existing wood fascia board,covered with metal drip edge,would be extended around the building's
northwest comer,to cover the west wall as well as the north wall;
b)a new 3-foot high advertising band would be positioned directly beneath the fascia board on both
north and west walls;
c)the existing yellow car rental sign on the west wall,near the top,would be relocated out of the zone
reserved for the new 3-foot sign band(see below);
d)the blue car rental sign would be relocated from the north wall to stand closer to the yellow car rental
sign;(see below);
e)both the yellow and blue car rental signs would be relocated to an area in the west wall,substantially
below the new 3 foot sign band,
f)the new 3 foot high band described above("b")would be detailed,colored,and designed as per DRB
recommendations,to be decided at future meeting;
g)the existing "Dave and Jack's Texaco"sign would be removed or redesigned to reflect new Coastal
affiliation;
6. Mr.Kossover will be forwarding accurate measured drawings to the DRB for review,providing ftither
information and detail on all the above proposed changes. His new site drawings will be modified and
presented in such a way that they show not only his site,but also the adjacent Gibbs site features,so both can
be studied side-by-side.
7. In no way does yesterday's meeting or this letter constitute a formal DRB approval of any or all of these
changes—principally because yesterday's site meeting was informal,and due to low attendance, no DRB
quonun was met. Mr. Kossover has been directed to prepare new site, signage and architectural drawings
at the earliest date,and to submit them to Ellen, so they can be used to secure formal and ongoing Board
review as early as possible.
8. Please forward copies of this letter to all members of DRB,as well as to Mr.Kossover. Thank you. Also,
please feel free to check with Fred Johnson to see that this letter accurately summarizes yesterday's
conversations. Fred and Mr. Kossover may have had additional conversations regarding optimal colors,
graphic designs,sign positions,etc.which I missed while I was studying the nearby Gibbs station canopy,
pumps setback,etc.

DESIGN REVIEW BOARD
MINUTES
JULY 11, 1997
The Design Review Board met in open session on Friday, July 11, 1997, at 8:30 a.m. in the
second floor conference room at One Salem Green. Those in attendance were John Goff, Chris
Greene and Fred Johnson.
Higginson Books/Joshua Ward House/Washington Street-Fence Reconstruction
Mr. Roger Hedstrom appeared before the DRB with an application to reconstruct the fence at the
Joshua Ward House. The plans presented were part of the original restoration project which was
approved b the Massachusetts Historic Commission. The project calls for changing the height

of the fence and replacing the finials to match the drawing.
Mr. Greene made a motion to approve the application. Mr. Goff seconded the motion, all were
in favor, motion so carried. (Please note: The SRA pre-approved this application, so no further
action is necessary.)
Coastal Oil/Dave& Jack's Texaco - 289 Derby Street- Si n/g Canopy/Building Improvments
Mr. Barry Kossover appeared before the DRB with an application for improvements to his place
of business located at 289 Derby Street. Mr. Kossover explained that due to 1998 federal
regulations, he is upgrading his gas station, by removing the existing tanks and placing a 24' x
32' canopy over his pumps. He continued that Texaco will no longer be his oil supplier and
requested that his free standing sign be converted to read Coastal Oil. Mr. Kossover requested
that the new Coastal Oil sign could have a price menu board. Mr. Kossover was informed that
the SRA pre-approved the free standing sign, only if it is reproduced exactly as existing, since
free standing signs are not allowed in the Urban Renewal Area, but this sign would fall under the
grandfather clause. Mr. Goff added that he had a concern with approving a new sign because he
wanted to insure that the sign would be of pedestrian scale, and the new sign proposed had no
dimensions listed. Mr. Johnson added that the DRB would consider a new free standing sign, if
it would have a positive aesthetic affect to the streetscape.
Mr. Greene asked the applicant for a site plan of the property. He also wanted to know the
location and dimensions of the canopy of the Gibbs gas station next door. He stated that the
Coastal canopy should be the same height and set back as the Gibbs' canopy. He felt that if this
was a new use, it would not be approved, since this street is the main travel way to the
waterfront from downtown and it should have the appearance as being a non-conflicting as
possible with the historic character of Salem's downtown.
Mr. Greene commented on the graphics to be placed on the canopy. He stated that the new
canopy should echo what is next door and be a solid, light, neutral color. Mr. Greene asked
where the signs would be palced on the canopy. Mr. Kossover replied that he believed they

drawings showing the exact location of the signs.
Mr. Kossover stated that the building sign `Dave& Jack's Texaco' will be removed and the
building will bepainted. The Board stated that paint color samples need to be submitted for
approval.
The Board requested that a site visit take place, since there are so many unanswered questions
regarding this project.
At this time, Mr. Johnson recapped most of the recommendations and questions regarding this
project. They are as follows:
1. The canopy should be a solid white band.
2. The Coastal sign is the only part of the canopy that will be on a gray field.
3. Accurate sign dimensions and locations on the canopy need to be submitted.
4. The height and the setback of the canopy need to match the canopy next door.
5. A menue Board location, or a new free standing sign location need to be explores.
6. Landscape improvements need to be explored.
7. Building paint colors need to be submitted.
(Please note: The only SRA pre-approval given to this project was for the free standing sign,
contingent that it be replaced exactly the same as existing with the new logo.)

Dear Ellen:
Regarding Mr.Barry Kossover's active DRB oronosal to modify the Coastal Oil/Dave&Jack's Texaco site
(289 Derby Street,Salem)last discussed formally at the 7/11/97 meeting, please note:
Fred Johnson and I net with Mr.Kossover at 1:00 PM on Derby Street yesterday,and reviewed a number of the
proposed service station changes. We left with general positive feeling that the following changes be approved:
1. Coastal Oil be permitted to erect a new canopy over their new"dogbone"style pumps provided that:
a) the new canopy be designed to match in setback from Derby Street the same setback which the
neighboring Gibbs'canopy has;
b)the new canopy be designed to have the same height above pauemect which the neighboring Gibbs'
canopy has;
c)the new canopy be designed to have the same band height("thickness')which the neighboring Gibbs'
canopy has;
d)the new canopy have the color and logo scheme described and approved in the 7/11/97 minutes(band
on canopy solid white,except for"Coastal"sign(s)to be applied;(no colored plaid band on
ropy);
2. Site landscape changes and improvements will not be proposed at this time,due largely to site space
limitations.
3. No changes to street parldne or curb cuts will be proposed at this time.
4. To satisfy the DRB's concerns of eliminating the"grandfathered"five standing Texaco sign near the
adjacent antique shop,while also responding to Mr.Kossover's need for new service station signage,Mr.
Kossover propose,and the Board approve,that the"grandfathered"Texaco sign near the antigen be
eliminated anmpletely; while a similar new free-standing Coastal sign—with attached"menu"gasgr�dg
prices—be permitted to be installed west of the west driveway access to the property,close to the sidewalk
and the street. We would require that this new Coastal sign be designed to match the height,scale,and type
(single pole)of the"grandfathered"Texaco sign;and to match,if possible,the setback from Derby Street of
the similar free-standing Gibbs"menu"sign west of the Gibbs station canopy. (Once the above changes
would be made,Mr.Kossover's new Coastal station would in many ways work more effiectively with the
adjacent Gibbs station to better define the street edge—while a consolidation of auto-scale elements could also
be made,to better respect the historic and pedestrian scale of the adjacent properties. )

5. Complimenting the improvement of facilities near the street,the building would be changed in the following
manner:
a)the existing wood fascia board covered with metal drip edge,would be extended around the building's
northwest comer,to cover the west wall as well as the north wall;
b)a new 3-foot high advertising band would be positioned directly beneath the fascia board on both
north and west walls;
c)the existingyellow car rental sign on the west wall,near the top,would be relocated out of the zone
reserved for the new 3-foot sign band(see below);
d)the blue car rental sir would be relocated from the north wall to stand closer to the yellow car rental
sign;(see below);
e)both the yellow and blue car rental signs would be relocated to an area in the west wall,substantially
below the new 3 foot sign band;
f)the new 3 foot high band described above("b')would be detailed,colored,and designed as per DRB
recommendations,to be decided at future meeting;
g)the existing "Dave and Jack's Texaco"sign would be removed or redesigned to reflect new Coastal
affiliation;
6. Mr. Kossover will be forwarding accurate measured drawings to the DRB for review,providing further
information and detail on all the above proposed changes. His new site drawings will be modified and
presented in such a way that they show not only his site,but also the adjacent Gibbs site features,so both can
be studied side-by-side.
7. In no way does yesterday's meeting or this letter constitute a formal DRB approval of any or all of these
changes—principally because yesterday's site meeting was informal,and due to low attendance, no DRB
quorum was met. Mr. Kossover has been directed to prepare new site,signage and architectural drawings
at the earliest date,and to submit them to Ellen,so they can be used to secure formal and ongoing Board
review as early as possible.
8. Please forward copies of this letter to all members of DRB,as well as to Mr. Kossover. Thank you. Also,
please feel five to check with Fred Johnson to see that this letter accurately summarizes yesterday's
conversations. Fred and Mr. Kossover may have had additional conversations regarding optimal colors,
graphic designs,sign positions,etc.which I missed while I was studying the nearby Gibbs station canopy,
pumps setback,etc.
