DECISION:
At their meeting on June 8, 2005, the Salem Redevelopment Authority voted to
approve the DRB recommendation, with the submitted specifications, and the
condition that the fencing will be included at the caf6 only if the liquor license is
approved.
RECOMMENDATION:
At their meeting on May 25, 2005, the Design Review Board recommended final
approval of the proposed outdoor caf6 at Taste of Ciiantro with the condition that
the owner submit specifications for the fencing along with the dimensions of the
logo to be placed on the material.
PROPOSAL:
The proposal includes a outdoor caf6 in the area outlined in the submitted
application. The caf6 will have approximately 6 tables and 12 chairs. It will be
fenced off with fences that ate covered with green canvas material and have the
restaurant's logo in the center.

Proposed Umbrella at Outdoor Caf6
RECOMMENDATION:
At their meeting on August 24, 2005, the DRB approved the proposed project as
submitted with the exception that the umbrella be secured to the ground, if possible,
to ensure safety.
PROPOSAL:
The proposal includes the installation of an umbrella over the current outdoor caf6
off from Liberty Street. The umbrella would be constructed with green canvas and
be apprommately 20 feet in diameter.

To whom it may concern,
The following letter is to inform the department of our need for a large umbrella
right over the area in which our caf6 is situated. The umbrella would be used permanently
in the caf&during our opening season. It would be used to prevent patrons as well as the
tables and chairs from getting wet during a rain storm.
A plate would be set to hold up the umbrella post and would be placed in the
center of the caf6 in order to cover the space required. It would be used only over the area
of the cafd and no!larger. We have found that without the umbrella it'll become extremely
difficult for the cafd to operate in times of unpleasant weather.
If there are concerns or questions about our plans please let us know as we would
like to have the umbrella up and operating as soon as possible. Thank you very much.

OUTDOOR CAFE PERMIT
Preamble
The Salem Redevelopment Authority encourages the development of outdoor cafes within the
Heritage Plaza East and Heritage Plaza West Urban Renewal Districts to enhance the visitor and
shopper experience in Salem and to assist in improving the economic viability of downtown
businesses.
This Permit process is designed to ensure that Salenfs unique architectural and cultural features are
protected as outdoor cafe's develop and to provide a consistent set of conditions for all outdoor
cafe's. As such,the SRA shall allow outdoor cafe uses within the Urban Renewal District, subject
to the following conditions:
I. All tables and chairs,as well as the surrounding area,must be maintained in a clean and sde
manner.
2. Restaurants must provide to the SRA,proof of liability insurance which covers the outside
seating areas.
3. Restaurants must receive approval for outdoor tables from the Salem Licensing Board and
the Board of Health.
4. The design of all outdoor tables and chairs, and trash receptacles,must be reviewed by the
Design Review Board and approved by the SRA.
5. Seating areas must be of a size large enough to accommodate safe, easy and uninterrupted
pedestrian travel, as well as access to and from tables. Since the size of tables and seating
areas may vary,the SRA reserves the right to determine whether or not adequate space exists
for the creation of an outdoor cafe.

6. All tables and chairs must be safely secured in a vandal proof manner or must be brought
inside every night. The storage or security system must be approved by the SRA.
7. All outdoor cafe permits will be issued to restaurants for a one season trial period. During
this time period restaurants will be closely monitored by all appropriate City departments and
agencies to ensure that they comply with the provisions of this policy. Following completion
of a satisfactory outdoor season,the SRA shall issue an outdoor cafe permit to the restaurant
annually.
8. Outdoor cafe permits may be revoked by the SRA for non-compliance with the provisions
of this policy,at any time.

previously approved fagade treatments — signage, awning, and window/door frames.
Proposal for March 26, 2014 DRB Meeting
Enclosed is an email from the applicant's architect stating the requested changes and
reasons for the requested changes, a revised rendering, elevations, and a color
sheet denoting the requested colors for the louvers and door/window frames.
At a meeting on July 24, 2013, the DRB voted to recommend approval of an original
proposal for signage, awnings, seating area, and facade with the following
conditions:
• Signage: Lettering should be aluminum color and backing will be dark green.
Flourish/design on "Brothers" sign should be a mirror image.
• Windows: Framing will be dark green
• Awnings: Aluminum with translucent green.
of Seating: Bollards are required (2)
Table color will be aluminum / silver.
Door swing: Planter to be placed for protection on door swing side.
Staff Comment
Please note that although an outdoor seating area was approved by this Board and
the SRA, that it is no longer part of this application. The Board may deem it
unnecessary for the applicant to return to the SRA.

Andrew,
I have a few minor changes to the facade of Brothers Restaurant to request.
1. We had an (almost black) Essex Green approved for the storefront frames, and we would like to replace that
with Anodized Black. We had contrasting stiles and rails of anodized aluminum in the doors, and we would like
to have the doors match the anodized black frames.
2. We had anodized aluminum brackets supporting an acrylic green tinted awning piece going across the three
glass bays, instead we would like to replace that with Hartford Green aluminum sun louvers that project 3' out
from the wall as did the awning pieces and are a match in scale to those proposed awnings. This green is the
same green as the exterior aluminum on the parking garage nearby.
3. Signage: The DR13 and SRA were in approval with the signage design in terms of size and type of letters and
size of sign boards. The only specifics we have to add here is to have the background be a textured (smaltz)
black (similar, for example, to the background of the Salem National Maritime Historic Site Sign), to have the
lettering raised gold leaf(silver had been suggested when we were using anodized aluminum), and to paint the
perimeter molding of the sign Hartford Green (again to replace the silver or aluminum leaf)
Reasons:
1. The initially chosen very dark Essex Green is prohibitively expensive, and the Anodized aluminum does not
harmonize well with the Hartford Green that we are using. There is a fair amount of black in the existing brick
which works well with the black mullions The Hartford Green of the louvers is available for the goose-neck
lights above the signage, and is proposed for the perimeter molding of the signs themselves, so the Hartford
Green elements will work will with the facade and the street-scape. The continuation of black in the doors is
primarily due to the fact that the Hartford Green does not harmonize with the interior colors.
2. The Acrylic Green awning, although being a standard item for a Feeney system, did not make the spans
required for the size of our window bays, also the circular sun louvers appear to be a more sturdy and practical
solution, and offer substantially the same effect.

Black and Hartford Green, and an updated color rendering. With the exception of the louvers versus the acrylic
awning, these are all color oriented changes. I am hoping they will be deemed minor, as they were
recommended during the shop drawing phase, and recommended based on the color analysis of the
manufacturer's samples. It would be a great help in the timing of the project to get the approval of the storefront
materials as they are on the critical path of the project timeline.

At their meeting on August 14, 2013, the SRA voted unanimously (5-0) to
approve the July 24, 2013 DRB recommendation per the plan presented
("Improvements, Brothers Restaurant" / Project No: 1244, Date: 7/30/13) to
include:
Fagade improvements:
New awnings, new window and door framing, and new lighting fixtures.
Signage:
Three new building signs to be erected in place of existing building signage.
Outdoor seating / Caf(§ Permit:
A seating area to accommodate 22 patrons per the plan presented conditional
upon receiving approval from the City Council for the removal of two City-owned
metered parking spaces, and having the proposed fence be temporary /
removable as per other outdoor cafes seen in the Urban Renewal Area.

Exterior Improvements to the Brothers Restaurant and Deli
at 283 Derby Street

STATEMENT OF PROPOSAL
This is a project to renovate the exterior of the Brothers Restaurant and Deli
Tenancy at 283 Derby Street in Salem, Massachusetts. The exterior
improvements have two components:
1. The restoration of the fagade to a condition more similar to its original
historic character.
2. The provision of an outdoor seating area for 22 outdoor seats with tables
for two and four people.
The First Component will consist of:
1. The removal of the existing storefront system, awnings, metal siding, and
signage, followed by the installation of a new storefront system similar in
scope to the coverage of glass area provided in the original building. This
would replace all of the existing storefront glass plus extend it to cover the
areas that are now covered by metal siding.
2. The Awnings will be replaced by a low profile set of awnings or sun
control louvers that will allow for more visibility of the new storefront
3. The Signage will be replaced by wooden signs directly fastened to the
recessed brick areas on the fagade, similar to the signage in the original
building.
The Second Component will consist of:
1. The installation of outdoor seating that will necessitate the removal of two
existing parking places whose area will provide space for outdoor seats
plus perimeter 8' wide public sidewalk circulation.
2. The replacement of the parking spaces with brick rimmed concrete
sidewalk and patio with a granite curb edge and a barrier wrought iron
style fence.
3. The seating will be directly accessible from the restaurant without any
requirement to cross the public right of way to access the seating.
Time Schedule
The work on the project is proposed to start on November 1, 2013, and will finish
by April 1, 2014.

Dear Salem Redevelopment Authority:
I am writing to request a place on the agendas of both the Design Review Board
and the Salem Redevelopment Authority for improvements to the Brothers
Restaurant and Deli at 283 Derby Street in Salem.
As discussed with the SRA, my client and I would like to start the process of our
project review with the Design Review Board meeting that is held on July 24,
2013, and follow with a presentation to the Salem Redevelopment Authority at
their meeting in August.

Storefront Renovations
for South Harbor Holdings, LLC.
The Proposed Storefront Renovations to 285 Derby Street consist of the
following items;
I. Replacement of the older storefront glass and mullions to match the newer
anodized aluminum storefront system that exists at the exterior of the
Salem Access Television tenant space on the left side of the building
viewed from Derby Street.
2. Installation of New Signage Panels and Lighting as shown on the
drawings with catalogue cut of lighting fixture attached.
3. Modification of existing sidewalk as shown on drawings to allow for
handicapped access to front of building.
4. Construction of planters surrounding entry as shown on drawings.
Construction Schedule of Project
To be completed in the Spring of 2007 (April-June), conditional upon
permitting.
Outline Specifications:
Site-work and Concrete; 4'-0" wide broom finished concrete walk with 1:20
maximum slope to approximate 6'x6' landing at tenant entry as shown on
drawings with 2 6" risers (1 11" tread) to access landing at front of entry.
Sloped walk shall be bordered on outside edge by 6" cast in place concrete curb
protruding 4" above surface of walk.
Planters: 2'x6'x1'-6"high wood framed planters with painted vertical wood siding.
Storefront System: By VistaWall, Kawneer or equal: 2"x4" dark bronze Anodized
Aluminum mullions with Structural Reinforcement as required, Full Glass
Aluminum Double Doors to match frame, all to match Storefront System at Salem
Access Television.
Signage: "Azek" or equal composite signage board with perimeter "band' molding
with samples to be presented at meeting. Lettering to be selected by tenant,
subject to approval of Design Review Board with range in height from 2" to 6",
Colors: To match existing throughout—concrete curb shall be colored to match
existing concrete base of building.

Storefront Renovations
for South Harbor Holdings, LLC.
The Proposed Storefront Renovations to 285 Derby Street consist of the
following items;
1. Replacement of the older storefront glass and mullions to match the newer
anodized aluminum storefront system that exists at the exterior of the
Salem Access Television tenant space on the left side of the building
viewed from Derby Street.
2. Installation of New Signage Panels and Lighting as shown on the
drawings with catalogue cut of lighting fixture attached.
3. Modification of existing sidewalk as shown on drawings to allow for
handicapped access to front of building.
4. Construction of planters surrounding entry as shown on drawings.
Construction Schedule of Project
To be completed in the Spring of 2007 (April-June), conditional upon
permitting.
Outline Specifications:
Site-work and Concrete; 4'-0" wide broom finished concrete walk with 1:20
maximum slope to approximate 6'x6' landing at tenant entry as shown on
drawings with 2 6" risers (1 11" tread) to access landing at front of entry.
Sloped walk shall be bordered on outside edge by 6" cast in place concrete curb
protruding 4" above surface of walk.
