Please be assured that we did not realize that the"temporary sticky back"signs needed to be permitted from the City of Salem.As you may know,we have a long and amicable relationship with the City of Salem,and T have personally worked with people in your department,and others,including the Salem Redevelopment Authority since the fall of 1996. As T stated above,the signs on the awnings are stuck to the existing approved awnings and are temporary in nature.We have had a brutally slow winter,and our sales are below our previous year.At all three of our Beer Works Brewery Restaurants,we have made changes in our food menu,in an attempt to make more customers happy.At all three stores,we did install new signs to reflect our commitment to providing quality food for our customers. Specifically in Salem,even after 7 years in business,many tourists and customers have not figured out that we are a restaurant and that we have a full menu of food 7 days a week.The signs we put up in Salem were specifically designed to be inviting to our potential customers,in a very slow economic timer and to tell everybody that we actually sell food.We hoped to change the temporary signs seasonally,as we do with our food and beer menu items. My brother Joe and I have owned and operated Salem Beer Works since 1996 and we have spent over a mil lion dollars buying and renovating the space on Derby Street.We believe in reinvesting in our businesses and have always looked to improve Derby St.and the downtown area of Salem,which has many empty storefronts.We believe that we are an asset to the Laity of Salem,for our local and tourist customers,as well as the many residents of Salem that work in our establishment. At this time,I will honor your request to"take down"the new temporary sips ASAP,unfortunately I can not get that done until this Saturday morning 4/26/03. 1 would like to meet with you,or someone you feel can help guide me through an application for signage.T hope that the City of Salem recognizes the need for better signage for Salem Beer Works,and that it willing to work in a good faith effort for something that works; not only for the Planning Department,but also for one of the best restaurants in Salem. It has come to the attention of the Design Review Board that the storefront letters have not been replaced. Those in attendance were John Goff, Chris Greene and Kathy Winn. Staff Assistant Michelle Cammarata was also present. Sumner Paint Building - 73 Lafayette St. - Facade Renovations Mr. Bill Feldkamp, project architect, presented plans for facade renovations to the Sumner Paint Building. He stated that the developer and the City are negotiating the use of parking spaces in the City-owned lot adjacent to the building. Currently the developer has offered to pave and grade the lot in exchange for parking spaces for retail use. Mr. Feldkamp continued that the existing ramp in the rear of the building will be removed to accommodate more parking and that the developer is exploring an option to create a seasonal roof top pub which is reflected in the plans. Mr. Greene stated that the spaces proposed in the rear of the building would not be feasible because this area is proposed for walkway access along the South River. He also recommended that there not be as many spaces as is being proposed and continued that the rear view of the area needs to be thought through and designed to accommodate improvements to the South River. He further stated that there should be no parking in the rear of the building. Mr. Goff asked if the roof top area would be handicap accessible. Mr. Feldkamp responded that an elevator will be installed to access the roof. Mr. Greene asked if the review of the stairway/roof top area design could be deferred until more finalized plans are developed for the parking area and the South River walkway. Mr. Feldkamp stated that the stairway and roof top design are being included in the current plans and the developer is asking that they be part of this review and approval process. Mr. Feldkamp explained that the second floor windows are original to the building and will be retained, repaired and repainted. The first floor west elevation will be reconstructed with aluminum windows with transoms and mullions, as shown on the plans. The brick on the first floor north elevation will be repaired and the existing brick bays will have new aluminum window storefront treatments as shown. The aluminum will be green. Mr. Greene commented that the reuse of the this building should be a restoration and felt strongly that the storefronts should be constructed out of wood. Mr. Greene also voiced his concern with the proposed sign area dimensions. Mr. Goff agreed with Mr. Greene's comments. Mr. Goff stated that he was generally pleased with the proposed renovation plans. Mr. Feldkamp responded that he would change the storefront material to wood. He also responded that if wood is used the sign area dimensions could be changed. The aluminum storefronts were precast sizes which could not be altered as wood could be. The Board advised Mr. Feldkamp to confirm the use of wood storefronts with the developer, and redraw the facades to reflect the use of wood. Cafe Bagel Co. - 122 Washington Street- Sign Application Chris Greene recused himself from discussion and vote on this agenda item. Mr. Fred Johnson, business owner, and Mr. Bud Robitaille, sign and awning designer,presented plans for molded plastic letters to be placed on the band above the transom windows, white vinyl lettering on the window, and awnings over the two windows and entry door starting at the top of the transom windows. Mr. Goff suggested that the molded letters not be placed on the upper sign band. He suggested that the name of the store be place on each of the awning valances. He also asked that the percentage of window coverage be checked so it does not exceed the 20% maximum allowable window area requirement. Mr. Robitaille thanked the Board for their input and stated he would redraw the plans according to the DRB's suggestions. Mr. Goff made a motion to approve in concept three awnings with the business name on the valances and vinyl window lettering not to exceed 20% of the window coverage. New scaled drawings will be submitted for walk-around final approval by the Board. Ms. Winn seconded the motion, all were in favor, motion so carried. Salem Beer Works - 278 Derby Street - Sign Application Mr. Joseph Slesar, owner, appeared before the DRB with a sign package for the Board's review. The proposed sign package includes awnings, a wall sign, window signs and a neon design detail. Ms. Cammarata informed the Board that Mr. Slesar was informed that his business was located in an Urban Renewal Area, and he had erected signage without DRB/SRA review and without a City of Salem permit. Mr. Slesar informed the Board that he had removed the front portion of the red canvas awning system and had replaced the window awnings with metal awnings with copper letters. He continued that he has also erected a metal, diamond plate sign above the front entry way. f Mr. Slesar requested that neon signage, shaped liked the Brewery's logo, be allowed in the Derby St. window displaying the brewery tanks. Mr. Greene suggested interior lighting be used to display the tanks. Mr. Slesar responded that he would like to place neon in the window because people traveling down Derby St. toward Pickering Wharf cannot see the restaurant, so the neon would draw attention to the business before the driver passes by the entrance. He is also requesting that the store address and lunch and dinner notations be etched or vinyl applied in the windows. Mr. Slesar's last request was to place the neon witch figure, which is currently hung inside the restaurant, on the outside brick wall above the cafe area. Mr. Greene commented that the witch could be a great sign but it has no particular connection to the restaurant, so he suggested that the name of one of the special Salem brewed beers accompany the witch. Mr. Goff suggested that the window lettering be rearranged to read across the bottom of the window and have one item appear in each window. Mr. Greene stated that he did not object to the metal awnings, but stated that the metal sign is too big for the building, and felt it should be removed and a sign that is more in scale with the brick ' sign area be erected. Mr. Greene stated that he did not object to the use of neon in the window, but needed to see a detailed scaled drawing of the sign. Mr. Slesar agreed to estimate the cost of resizing/replacing the sign and stated he would submit a detailed drawing of the neon window sign, window lettering detail, and all other requested information. Mr. Greene stated that facade measurements should be taken to make sure this sign package does not exceed the SRA's square footage guidelines. It's a Crewel World - 231 Essex Street- Awning Application Mr. Ray L'Abbe, awning manufacturer, appeared before the DRB with an application to recover three existing awning frames on the Washington Street side of this building. The awning color is terra cotta and white, hand painted script lettering, as shown, will be centered on each awning. The Board was concerned that white lettering may be too stark and suggested a softer color, such as gold. Mr. L'Abbe responded that gold will come out yellow. Board members then suggested an eggshell/off-white color be used. They suggested that a site visit take place at the next meeting and a sample awning with white and off-white lettering be provided to view how it interacts with the building. Those in attendance were John Goff, Chris Greene and Fred Johnson. Staff Assistant Michelle Cammarata was also present. Sumner Paint Building Renovations Mr. Eric Rumpf and Mr. Steve Livermore appeared before the DRB and explained that they will now be responsible for the design and construction management of this project. Mr. Rumpf stated that he was aware that the storefronts will be constructed of wood and stated that the plans for the roof deck have not been finalized, so the exterior stairway and roof railings do not need to be reviewed at this time. Ms. Cammarata noted that agreements and designs still need to be finalized for the adjacent City lot that Mr. Faber has agreed to pave in exchange for the use of several spaces. Mr. Goff explained to Mr. Rumpf that at the previous DRB not only changing the storefronts from aluminum to wood was discussed, but also trying to repair what was existing to try to qualify for tax credits through the National Register - Secretary of the Interior standards programs. Mr. Rumpf stated that he is aware these programs but will not apply for historic tax credits for this building. Mr. Johnson asked why on the Derby Street side the upper glass transom area is not retained, and why it is proposed to be a sign band. Mr. Rumpf responded that he would lower the sign band and retain the transom. The Board agreed that this would be acceptable. Mr. Johnson asked why the three front doors were retained and all the other storefront doors were changed. Mr. Rumpf responded that the existing doors will be the public lobby entrance and these doors are not retail style doors. Mr. Livermore added that if possible, some of the details could be carried over to the new doors. Mr. Johnson asked that the owner provide a standard sign system or rules for tenant signage for the Board to review. Mr. Rumpf stated that he is considering right angle signs for the building, but he will work out the details for a standard sign system to present to the Board at the next meeting. Salem Beer Works - 278 Derby Street - Sign Application Mr. Slesar re-appeared before the DRB with an updated sign package presentation. He presented a drawing of the Salem Beer Works sign with 29" letters. The existing letters of the sign to be removed are 35" and the brick area is 75" high. Mr. Slesar proposed to keep the stainless steel and copper awnings and replace the maroon canvas awning over the cafe with a black canvas awning. The canvas will be removed during the winter months. A perpendicular sign is proposed for Derby Street. Mr. Greene stated the sign should be made of steel, not of neon. Mr. Johnson reviewed the drawing for the wall sign and suggested that the letter spacing be opened-up, or perhaps a different type face be used. He suggested that the word `Salem' be flush left, the word `Beer' be centered and the word `Works' be flush right. Mr. Greene agreed that the characters be more extended and there be more inter-letter spacing. Mr. Greene stated that he was not opposed to the neon witch being placed on the brick area above the outdoor cafe, but felt that by placing words underneath it, would make the entire configuration be considered as signage area. He also stated that he did not want neon signs in the windows. Mr. Greene stated that the use of a perpendicular sign 34 in diameter would be acceptable to be placed on the Derby Street corner. The sign should hang from the bottom of the parapet to the top of the awning. Mr. Johnson expressed his concern regarding the look of exposed metal frames if the canvas is removed during the winter. Mr. Greene requested that Mr. Slesar investigate using a metal awning over the cafe. Mr. Greene summarized the discussion by stating the DRB suggested there be no wording on the brick area below the neon witch,there be no neon signs in the window and the three signs that will be calculated towards total allowable square footage will be: 1) Salem Beer Works front facade sign; 2) cut-out Salem Beer Works wording on awning valance; and 3) Derby Street projecting sign. Mr. Slesar thanked the Board for their input and stated he would finalize his sign package and present it at the July 19th DRB meeting. Site Visit- It's A Crewel World - 231 Essex Street At this time the Board conducted a site visit to review the awning color(terra cotta) and letter and thread color. At the site visit the awning fabricator presented a sample of the awning color with both beige and white paint for the Board to review. Mr. Greene made a motion to approve the recovering of the Washington Street side of the building with terra cotta colored awnings with white thread and white painted letters, as drawn. Mr. Johnson seconded the motion, all were in favor, motion so carried. i s ' Mr. Goff also informed the applicant that historic tax credits and/or historic facade rehabilitation grants may be available for this building, if the owners plan future improvements to the facade. Dubinsky Secretary esd/drb/71096.min DESIGN REVIEW BOARD MINUTES JULY 19, 1996 The Design Review Board met in open session on Friday, July 19, 1996, at 8:30 a.m. in the second floor conference room at One Salem Green. Those in attendance were John Goff and Kathy Winn. Staff Assistant Michelle Cammarata was also present. Salem Beer Works - 278 Derby St. - Sign Application Mr. Joseph Slesar, owner, re-appeared before the Board with a finalized sign package. Mr. Slesar submitted a letter that detailed his sign request. He stated that the total linear frontage of his storefront is 107.5 feet. The lettering on the new steel awnings occupies 10.5 sq ft,the Salem Beer Works building sign has been scaled down to 24" letters and is 80 sq ft. This sign will be constructed out of steel with the diamond decorative design to match the company logo. A perpendicular sign will be erected that will be approximately 9.65 sq ft(3 11/2' round sign). A detailed design of the sign will be submitted for review at a latter date. The neon witch figure, which currently is illuminated inside the restaurant, will be placed in the window as a decorative display. The owner requested that this figure be classified as a design detail rather than signage It will be red in color. Mr. Slesar is proposing to place white neon lettering `Brewers of Witch City Red' below the witch. This lettering will count as signage. The lettering will be approximately 6 square feet. . Mr. Slesar also informed the Board that a steel awning cannot be placed over the cafe area, because it will not withstand the weight of the snow. Mr. Slesar requested permission to change the existing red canvas awning to black canvas. He stated that he would remove the awning and frame structure during the winter months. Mr. Goff made a motion to approve the sign package as submitted with the condition that a scaled drawing of the perpendicular sign and neon lettering details to be reviewed and approved at a latter date. Ms. Winn seconded the motion, all were in favor, motion so carried. Salem Bargain Center - 332 Essex Street- Sign Application An application was received by Mr. Sidney Shapiro for signage to be located on the windows of the Essex Street storefront at Endicott Center. The application proposes 12" high vinyl applied red letters with a yellow outline spaced out between nine window panels reading `Salem Bargain Center' and 4" high yellow letters describing various items available, as shown. The Board had several concerns regarding the sign proposal presented. They suggested that there be a single store sign in one area and that the applicant investigate the possibility of erecting a sign on the building's sign band. Sumner Paint Building - 73 Lafayette Street- Facade Renovation Facade renovation plans for the former Sumner Paint building were reviewed by the DRB. Mr. Eric Rumpf, architect,presented final designs for the project. He showed the Board photographs of the building that were taken in the late 1920's. He stated that the second floor windows are original to the building and will be retained, repaired and repainted. The first floor west elevation will be reconstructed with wood and be designed as shown on the plans submitted, which incorporated fenestration changes and a new sign band located below the transom windows as suggested by the DRB at the previous meeting. He also stated that right angle signage will be used. The exterior stairs and outdoor cafe, shown on the first set of drawings have been removed at this time and may be brought back to the Board for review at a latter date. The brick on the first floor north elevation will be repaired, and the existing brick bays will have new wooden storefront treatments as shown. The paint color will be green. Mr. Rumpf continued that the penthouse area will be retained(plans incorrectly show removal of the structure), and he plans to restore the original Buick graphic on the brick penthouse structure. Ms. Cammarata asked if there were any finalized plans for the rear portion of the building. Mr. Rumpf responded that design plans are still a little vague for this area, and will be finalized in conjunction with the parking plans being developed for the adjacent parking lot. Generally the current plan shows a new rear staircase,the removal of the existing ramp and former window areas being re-opened. Mr. Goff made a motion to approve the plans for the north and west elevations of this building as presented. Ms. Winn seconded the motion, all were in favor, motion so carried. Inc. - 231 Essex Street-Awning Replacement Ms. Carolyn Hook submitted an application to re-cover the existing awning frames on the Washington Street side of the former Daniel Low building. The awning color is terra cotta. The thread color will be white and painted white lettering in script style reading `It's A Crewel World' will be located on the front, top panel of each awning. DRB RECOMMENDATION: Approve as presented. Salem Beer Works - 278 Derby Street- Sign Application Mr. Joseph Slesar appeared before the DRB after being informed that the brewery's signs required both SRA and City sign permits. (Mr. Slesar had installed signs without following the proper permitting process.) Mr. Slesar agreed to remove the existing building sign and erect another at a smaller scale. The sign will have 2' individual letters made of metal and will be 80 sq. ft. of total signage. Metal awnings with lettering on the valance will contain 10.5 sq. ft. of lettering. A perpendicular sign, details to be approved at a latter date, will be erected and be approximately 9.5 -10 sq. ft. The neon witch, which is now located on an interior wall of the restaurant, will be moved to the Derby St. window and be illuminated red. Mr. Slesar is requesting white neon lettering to be placed under the witch reading `Brewers of Witch City Red". Mr. Slesar also requested that he be able to replace the outdoor cafe awning to a black canvas awning. The canvas and frame will be removed during the winter months. This sign package was approved over three DRB meetings. DRB RECOMMENDATION: Approve as presented with the understanding that a detailed drawing of the perpendicular sign and neon wording will be reviewed at a later date. Sumner Paint Building - 73 Lafayette Street - Facade Renovation Facade renovation plans for the former Sumner Paint building were reviewed by the DRB over three meetings. At the last meeting Mr. Eric Rumpf, architect, presented final designs for the project. The second floor windows are original to the building and will be retained, repaired and repainted. The first floor west elevation will be reconstructed with wood and be designed as shown on the plans submitted. The brick on the first floor north elevation will be repaired, and the existing brick bays will have new wooden storefront treatments as shown. The paint color will be green. Signage areas have been provided underneath the window transoms and right angle signage will be utilized. The penthouse area will be retained and Mr. Rumpf is planning to restore the original Buick graphic on the brick. DRB RECOMMENDATION: Approve as presented. DISCUSSION/NEW BUSINESS Loan to 278 Derby, Inc. Ms. Cammarata informed the Board that the Olde Salem Brewery and Grille has repaid its loan in full. Distribution of Minutes Relating to Armory Project Chairman Curran thanked Ms. Cammarata for providing the Board with the minutes of previous meetings from March 2, 1987 to March 12, 1996 which pertained to the Armory project. Letters to Interested Parties - Armory Project Ms. Cammarata asked for comments of the draft of the letter to the parties (listed in the memo) who have expressed an interest in the status of the Armory project. Ms. Vinson requested that the mailing list include John Wathne, President of Historic Salem, Inc., and Dr. Steven Kesselman, Superintendent of the National Park Service Salem Maritime National Historic Site. Ms. Cleary suggested that the last sentence in the third paragraph reflect that formal submission of a new plan would require an amendment to the original development plan. She also suggested that the last sentence in the fourth paragraph be deleted. Ms. Cammarata responded that these suggestions will be incorporated into the letter, and the letters will be mailed to the interested parties as soon as possible. SRA Minutes July 24, 1996 73 Lafayette Street Renovations (DRB Recommendation) Mr. Eric Rumpf, project architect, appeared before the SRA to present plans for the renovation of the former Sumner Paint Building. Mr. Rumpf showed the Board a site plan depicting that the lot lines and the building occupy virtually the same footprint. He also presented copies of photographs of the building taken in the late 1920s. Mr. Rumpf then presented exterior elevation plans of the building. He pointed out the new storefront configurations, the muntin and transom configurations and the sign band area. He also informed the Board that right angle signage for the tenants will also be an option so that signs will not obscure the brick work or the new transoms. Mr. Rumpf explained that the proposed use for the second floor will be a restaurant operation. He continued that the brick penthouse area will remain and the `Buick' graphic will be restored. The paint on the left side elevation will be removed and all of the existing brick will be cleaned and repaired/repointed, as necessary. Mr. Rumpf continued that no plans have been finalized for the rear side of the building, facing the South River, except that the existing ramp will be removed. The left side elevation plan will reflect what is shown on the plans with the addition of an exterior stairway to what is being proposed as a roof top deck. Ms. Boudreau commented that she had a safety concern regarding the storefront doors swinging open onto the sidewalk. Mr. Rumpf responded that he would inset the doorways 3' 2", so the door would not open directly onto the sidewalk. Mr. L'Heureux asked why a second egress for each retail space is not provided. Mr. Rumpf responded that only one egress is required for a space under 2,000 s.f. At this time Mr. Rumpf further reviewed the interior floor plans and storefront detail sheets with the Board. Mr. L'Heureux asked what type of heating system would be provided, and where the units would be located. Mr. Rumpf responded that some units would be placed on the roof and split system condensers are now shown to be placed on the rear of the property, but they may have to be relocated when the proposed parking area plans are finalized. Ms. Cammarata informed the Board that discussions regarding a new parking area are underway with Mr. Faber,the owner of 73 Lafayette Street. Mr. Faber has agreed to grade and pave the City property in return for approximately 8-10 parking spaces being reserved for tenants and an additional 20(+/-), metered parking spaces being created for short-term area shoppers. Ms. Boudreau commented that this City-owned lot may have once been owned by the SRA. Ms. Cammarata responded that she would research the ownership history of this parcel (315 Derby St., M34L444). Ms. Boudreau expressed her concern regarding the construction of an exterior stairway. She asked the staff to research the Urban Renewal guidelines to see if exterior staircases are allowed. 2 SRA Minutes July 24, 1996 Chairman Curran asked why the windows are bricked-up on the left side elevation. Mr. Rumpf responded that there are bathrooms located in that area, and also because of the proposed staircase. Chairman Curran suggested the windows be constructed and opaque glass be used. Ms. Boudreau made a motion to approve the plans as presented with the conditions that the doorways on the storefronts be recessed from the sidewalk; the windows on the left side elevation not be bricked-up; further discussion take place regarding the exterior staircase to the second floor roof area with the possibility of this structure being constructed inside the building; the paint color of green to match the existing be approved and also final approval be given to the DRB if a different shade or color is chosen; all paint be removed from the brick; and the brick be cleaned. Ms. Cleary seconded the motion, all were in favor, motion so carried. DRB Recommendations Ms. Cammarata presented an application for It's A Crewel World, Inc., at 231 Essex Street. The application was to re-cover the existing awning frames on the Washington Street side of the former Daniel Low building. The awning color is terra cotta. The thread color will be white and painted white lettering in script style reading `It's A Crewel World' will be located on the front, top panel of each awning. The DRB recommended approval of this application. Ms. Boudreau made a motion to approve this application. Ms. Cleary seconded the motion, all were in favor, motion so carried. Ms. Cammarata presented a sign package submittal by Salem Beer Works located at 278 Derby Street. She informed the Board that the applicants appeared before the DRB after being informed that the brewery's signs required both SRA and City sign permits. (Mr. Slesar, business owner, had installed signs without following the proper permitting process.) She continued that this package is a result of several DRB meetings. Mr. Slesar agreed to remove the existing building sign and erect another at a smaller scale. The sign will have 2' individual letters made of metal and will be 80 sq. ft. of total signage. Metal awnings with lettering on the valance will contain 10.5 sq. ft. of lettering. A perpendicular sign, details to be approved at a latter date, will be erected and be approximately 9.5 -10 sq. ft. The neon witch, which is now located on an interior wall of the restaurant, will be moved to the brick area on Derby St. and be illuminated red. White neon lettering will be placed under the witch, reading `Brewers of Witch City Red". The outdoor cafe awning which is now maroon will be replaced with a black canvas awning. DISCUSSION/NEW BUSINESS Salem Beer Works Ms. Cammarata updated the Board as to the review process that ended with the SRA approval of the sign package, with the exclusion of the neon witch. Ms. Cammarata continued that at the last SRA meeting the Board requested that the DRB revisit the issue of placing the neon witch outside and that they specifically review the witch's scale and appropriateness. The DRB reviewed this issue and felt the neon witch was not appropriate in this area. (The DRB was concerned about the size of the witch in relation to the wall. One DRB member in particular stressed concerns about creating a"carnival atmosphere" on Derby Street.) She stated the Joe and Steve Slesar are here this evening to make a presentation to the Board to allow the neon witch to be placed outside. Mr. Joseph Slesar explained that he has owned Boston Beer Works for five years, and has recently purchased Salem Beer Works. He stated that his business practices aim to integrate the local character of a city into their business, therefore, each site is custom tailored to reflect its surroundings. Beers have been specially named, such as Witch City Red. Mr. Slesar pointed out the witch will be used as part of the beer's logo. He presented other specialty beer drawings to the Board. He also continued that beer and neon have a direct correlation, and called attention to the fact that there are eight neon beer signs at Bleachers, on the corner of the Washington and Front Streets. Mr. Slesar stated that he understood the Board's concerns that the witch and the pirates on the adjacent building may give the area a"carnival atmosphere". But Mr. Slesar stated that the area still has many vacant storefronts and more activity needs to be generated, and the pirate mural generates interest, as hopefully will the witch. Mr. Slesar added that the witch has a "historic" value, because it was hung outside on Highland Avenue for many years, and people recognize it. Ms. Boudreau suggested that the Board visit the site to see exactly where the witch will be placed, and evaluate its aesthetics. Ms. Vinson agreed with this suggestion. 4. SRA Minutes August 28, 1996 Mr. Curran asked if the witch would remain green in color. Mr. Slesar replied that the neon tubing will be red. Mr. Slesar informed the board that he would mock-up the witch dimensions on the brick, so the Board could accurately visualize the space that will be occupied. Mr. L'Heureux questioned whether neon was allowed on the wall area; he thought neon could only be placed in a window. Ms. Cammarata clarified that the sign guidelines regulate the use of neon for only certain types of establishments, such as restaurants, but does not regulate its location. Ms. Cammarata suggested that the DRB members be invited to join this site visit. The Board agreed. Ms. Boudreau made a motion to table action on this request until a site visit can be scheduled with the DRB. Ms. Vinson seconded the motion, all were in favor, motion so carried. DRB RECOMMENDATIONS Ms. Dubinsky presented the application for awnings and window lettering for Cafe Bagel to be located at 122 Washington Street(see DRB Recommendation in memo package for more detail). DISCUSSION/NEW BUSINESS Salem Beer Works Ms. Cammarata updated the Board as to the review of the "neon witch" object proposed for the facade of Salem Beer Works at 278 Derby Street. At the SRA meeting of August 28, Ms. Boudreau suggested that the Board visit the site to review a mock up of the witch figure. The site visit was held on Friday. September 20. Ms. Boudreau, Ms. Cleary and Ms. Cammarata were present to review the mock up, along with Design Review Board member Chris Greene. SRA members, Donna Vinson and Bob Curran reviewed the mock up later in the day. At this time, Board members commented on the witch figure. Ms. Boudreau stated that the figure should be permitted. After viewing the figure, she thought it in scale to the building and suitable to its surroundings. Given the owners' substantial investment in the brewery, she felt they should be allowed to install the figure to promote the business. Ms. Cammarata added that DRB member Chris Greene considered the sign appropriate to the architecture and uses on Derby Street and defined the sign as being interesting, "funky" and having "character". 1 Ms. Cleary stated her concern about setting a precedent by allowing such a large neon sign on a building facade. Paul L'Heureux disliked the design of the figure and felt it would create a carnival atmosphere on Derby Street. At this time, Chairman Curran invited Mr. Don Pinnell, manager of Salem Beer Works, to comment on the suitability of the witch figure. On behalf of owners Steve Slesar and Joe Slesar, Mr. Pinnell stated that the witch will help to attract customers to the brewery, which is not readily identifiable due to the unusual shape of the building's facade. Mr. Pinnell also stated that "business is not what it should be", possibly because customers still identify the business with the previous ownership, Olde Salem Brewery. Mr. Pinnell added that the witch is meant to help to establish the identity of Salem Beer Works and to promote the locally-named beer, Witch City Red. Joan Boudreau made a motion to approve the relocation of the neon witch figure from the interior of the restaurant to the exterior of the building. The motion did not receive a second. Ms. Cammarata presented the application for wall signs on the Church and Essex Street facades at Museum Place Mall. (See DRB Recommendation or more detail.) Mall owner Tom Belhumeur joined the Board for discussion of this item. Ms. Cammarata informed the Board that the DRB approved the wall sign for the Church Street facade. (See DRB recommendation for more detail.) Ms. Cammarata explained that the Board reserved full approval of the Essex Street signage for Museum Place. The Board did approve of the individual, bronze 7" letters designed to indicate up to five individual tenants. These signs will be installed near the mall's Essex Street entrance, on the wall facing the fountain. However, the DRB did not approve of the"Museum Place" sign. (See DRB recommendation for more detail about both signs.) DRB member Chris Greene disliked the internal illumination of the Museum Place Mall sign's individual letters, which appear white during the day and green at night. At the DRB meeting, Mr. Greene suggested that the method of lighting for this sign be "flood lighting" installed above the entrance turret and aimed at the sign. 2 Ms. Cammarata continued, informing the Board that, following the DRB meeting, the sign maker and Mr. Belhumeur submitted an alternative for the Museum Place signage: individual gold leaf letters lit with a "halo effect" -- lighting mounted behind each letter. I Mr. Belhumeur explained that the halo effect will be more effective than the flood lighting and still in keeping with the pedestrian-oriented aesthetics of Essex Street. The individual letters will appear gold during the day, an improvement over the white faces originally proposed. Paul L'Heureux made a motion to approve the Church Street signage as presented. I was unsure as to whether to fill out a separate application for each aspect of the signage, and a check for each, but did so in order to make matters as easy as possible. Doing it this way, however, has resulted in a significant fee for the signage and I would appreciate it greatly if you would inform me if it would be appropriate to pay separate fees or group the signage together as a whole. As you are aware we recently purchased the assets of 278 Derby St., Inc., which owned and operated the brewery-restaurant at 278 Derby Street, "Olde Salem Brewery & Grill". We have a license transfer pending at the City of Salem Licensing Department and Alcoholic Beverages Control Commission. Slesar Bros. Brewing Company, Inc. was incorporated in 1991, and has owned and operated "Boston Beer Works" at 61 Brookline Ave. since April 1992. We have been very successful at that operation, producing a variety of"micro- brewed" beers and interesting American cuisine. "Boston Beer Works' has consistently been recognized for the quality of its products and enjoys an excellent working relationship with the local business and residential communities. In Salem we hope to create a similar successful brewery-restaurant, developing a strong local and tourist customer base, and working with the community in order to achieve our goals in a positive way. With regard to our applications for signs, the following summary may help to outline the overall program we wish to proceed with. Derby St.: As the Polaroid's show (Exhibit A), our frontage on Derby St. is minimal, and in fact it is extremely difficult to notice our operation as you walk or drive down Derby St., from downtown to Pickering Wharf. We have recovered the existing awning on Derby St., replacing the "Olde Salem Brewery & Grille" name with "Salem Beer Works". (Awnings Application) We would like to install flag poles on either side of the awning to display our name and logo. (Flags Application) We would like to install a neon sign in the front windows with our logo and relevant information. (Exhibit B) (Window Signs Application) We would like to have a sidewalk sign to inform the public of our location and specials. (Sidewalk Sign Application) Off Derby St.: Our premises and front door are recessed in off of Derby St. The area consists of a three sided entryway and further recessed wall by an outdoor dining area. We have removed the canopy structure, which existed under the previous ownership, which extended from the front door to the street. The structure was cumbersome and unduly interfered with the architectural elements of the front entryway. We have recovered the existing awnings on either side of the front entry, replacing the "Olde Salem Brewery & Grille" name with "Brewery" and "Restaurant" respectively, to indicate to the public the services which we provide. (Awnings Application) We have installed a sign, with our name "Salem Beer Works' made from cut-out metal letters attached to the brick facade. (Exhibit C) The sign is lighted with small spot-lights. The materials and look of the sign are indicative of our brewery-restaurant activities. We have in Boston, and wish to incorporate here, metals and other materials to create a high-tech industrial feel for our brewery- restaurants. (Salem Beer Works Application) In addition, we would like to put the appropriate information regarding our address and hours of operation in the windows on either side of the front door. We would like to recover the existing canopy over the dining area in black material (it is currently crimson). (Exhibit D) We would like to move the "Witch Neon", (Exhibit D), which is currently located in our main dining area to the space above the canopy. The "Witch Neon" is, as I understand it, an antique neon sign which was formerly displayed by the Salem Sign Company outside. It is a unique, and extremely well-crafted sign and would through its use outside provide an interesting addition to the area. We are aware of the City of Salem's concern regarding the appropriateness of such signage, and of the balance the City wishes to create with respect to themes and attractions. The "Witch Neon's" historic character and tasteful representation, would compliment the area, and our development of local products including our local beers like "Salem Pale Ale", "Derby St. Nut Brown Ale", and of course "Witch City Red". (Witch Neon Application) Finally, we have put up banners indicating that we are now open, and that we are open for lunch, dinner and late night. (Banners Application). We appreciate your and the appropriate City agencies review of these matters. As I have indicated we wish to become a contributing member of the local business community, providing both an enjoyable brewery-restaurant for residents and tourists to visit, and a valuable business for the area employing in excess of 50 people.
