Dear Mr. Luster:
Would you kindly place on your formal agenda the request of
my client, Southland Corporation, to commence the review process
regarding their proposal to construct a building as shown on plan
submitted herewith on their land at 245-249 Derby Street.
I understand that a meeting is scheduled for Monday, July 30,
1990, and I will be in touch with you prior to that time regarding
areas of discussion that might be of interest to the Board.
The proposal is a modest one, and should not pose any
problems. Zoning permits the use, and the building is small enough
to comply with all zoning requirements of density, setback and
height.
The building has been designed with area buildings in mind,
and we feel that it is compatible with the general architectural
objectives that prevail in that area.

I am writing to you with regard to your proposal to develop a hotel at the
intersection of Congress and New Derby Streets.
As you know, the City is very concerned about the future of this section of
our downtown and waterfront, and is attempting to take steps to improve the area
with both public and private improvements. In these efforts, parking congestion is
a major concern, and we have discussed various ways in which to ameliorate the
problem in the South River Area. We have not, though, produced an adequate
resolution to these existing parking conditions.
As a result, I cannot recommend the construction of a new hotel on the
aforementioned site. The parking situation must first be resolved, and to do so the
use of your site for the construction of such parking may be necessary.

Dear Mr. Cavanaugh:
This urgent request for a project review is being forwarded
to your attention at the recommendation of Mr. Luster and
Mr. William Monroe.
For several months, we have been pursuing a building permit
for a new 7/Eleven store at 275 Derby Street in Salem, providing
Mr. Monroe' s office with all necessary documentation. We
were told by his department that everything was in order and
that a building permit would be issued after the store was
closed, utility shut-off letters were received and a demolition
permit was issued.
On February 24 , 1986, after the above requirements were
met, demolition of the existing building and removal of the
gas service began. On the 24th, the writer . met. with Mr. Monroe
who informed us that a permit would be issued once we requested
same with a check for the fee. On February 27, 1986, we applied
for the _building permit, and much to our surprise, we were told
that we had to have the plans reviewed by the Salem Redevelopment
Authority. Unfortunately, we were never told of this requirement,
and Mr. Monroe explained that he just learned of this need himself.
Unfortunately, although all work has stopped, we have
demolished the building and removed the gas facility. Please
be assured that we would not have destroyed several thousand
dollars of income producing property without assurance of
a permit to build in accordance with all plans and documents
submitted.
Therefore, we believe that this request is of utmost
