Since this time, Mr. O'Brien's landlord informed him that he would not allow the sign to be placed at the previously approved location. At a joint SRA and DRB meeting held on February 24, 1993 , the members voted to amend the previous approval and allow the installation of the sign for Corporate Design Insurance to be placed below the second floor window within a wooden panel area (see attached sketch) . We have received the new scaled drawing of the sign and are transmitting it for your review. If you have any concerns regarding this application, please contact me at (508) 745-9595, ext. 311. RE: Proposed new signage for Corporate Design Insurance, 30 Federal Street, Salem, Massachusetts DATE: January 22, 1993 After we met Wednesday to discuss the above proposed new sign, I happened to drive by the building, and noticed that there already is a large existing "Corporate Design Insurance" sign on the brick (Washington Street) end of the building. During our Wednesday meeting, the tenant told us that there were no signs on the brick end of the building. I find it hard to believe that he did not know that his own sign was there. Also: 1) 1 wonder if the current Washington Street sign has a permit. 2) 1 wonder if the tenant plans on keeping the Washington Street sign. No mention was ever made of taking it down. 3) If the tenant does propose, and is allowed to maintain, two exterior signs, I wonder if some effort should not be made to unify the design of the two signs. (The other sign is horizontal, not vertical; uses cursive lettering instead of condensed capitals; is mounted at a different height; and employs a different color scheme.) 4) 1 wonder if the combined square footage of the two signs (existing and proposed) exceeds allowable signage for this tenant. 5) 1 wonder if the tenant should be committed to removing his window sign by a certain date so he never has three separate signs for the same tenant space on the exterior of a single building. 6) 1 think perhaps we should be notified ahead of time about which properties are pending review, so that it might be possible to independently visit the site in advance of future proposals by tenants. I look forward to discussing these matters with you further. ef'o r, r a3 _ ,...5 ^9Ji>.ov 1 11 y t, _ _ ` ... , ,e il!"ilrli IIIIIIIIII ..pj(I i - rL t >` f r' r ■_ 114, r Hill Win ot 4 P P V: 1-1 e. - 3 C, Ol J a'1 i ..J .' lel i .i: i ' a _ 5.02_. i 369 __ ruLARGiU J' ? k T -^j i I . .._.. ... ..-- .o - .. 4_ s..._.... . _. ._. _. rJ. _ - _ _ . _. ___.I li i ___ _ _ 'I __ ` ` _V .. ...r. •rl...qty- ... .« _ ,...r.-.r.,} s. _... _ ___ _ _ i __. .___ ___1 __ ._ __ _ ___ ____ _ . _ _ ___. __ CONDENSED BLOCK ABC 0EFGHIJKLMHOPQRSTUVWXYM.•9123456789 -_..NGUNTINQIAETNOG9 C FUTURA (UPPER CASE) ABCDEFGHIJKLMNOP.QRSTUVW,XYZOIN& 12.345C7a9Dj DEC- 9-92 WED 12 : 58 508 774 9937 P . 01 -- -7- 7 --- i I I y Q RECD JAN 271993 /s} ° .{ $``, `lf/ iia: ~✓• .yiy `; 1a` / 6 fiwaw ''✓ ,r ' .ri . The emphasis is on exterior environmental jolity that is to streetscope and accordingly "local conditions and the historical importance of ,e town hall area and Derby Sgiare will be major considerations." sere are seven principal zones in the Heritage Plaza East 1•'. R_ areas, each with its own specior iorocteristics which ought to be respected and odressed in the course of each review_ The Derby Square/Front Street area: Federal, style,. format setting of town ha((; Front Street meandering; pedestrian scale. Museum area: Intermediate scale; style juxtaposition Essex mall: Commercial; style juxtaposition; intermediate scale; p--destriarr North area residential: Contemporary-picturesque; landmark focal; pedestrian, presently insular Washington Street: Mixed scale; vehicular New Derby Street: Factory lofts Charter *Street: Dominated by burial ground, scattered historic buildings, small scale ether areas are transitional and reflect overlapping characteristics_ JF.the seven zones, the Derby Square/Front Street area is the most historically oral architectur(ly ignificont since it represents the greatest concentration of buildings and spaces intact from Salem's tosr : cl-iitecturolly significant period and the only such grouping located in the downtown, and ommercial in character and use. It is, however, relatively isolated_ its linkages therefore :ssume an inordinate importance- -he second most important zone is the continuum of Essex mall and the museum zone (old Essex street). This area is the heart of Salem and is, in fact, the linkage betwL the east and west listoric residential areas. Its commercial importance and central position throughout Salem's ,istory is expressed by its vigorous, if sometimes jarring, juxtapositions of style and scaler -here are numerous significant individual buildings within the HPE area upon which adverse mpoct would in turn adversely'impact the zones in which they are located_ Each plays an mportant role. 1 . Old town hall - Center piece of Derby Square 2. Peabody Museum - East India Marine Holl Center piece of m..useuM area and East India Square 3. Salem Hardware - Relationship to town hall and Derby Square 4. 3-9 Derby Square - Relation to Derby Square - linkage from Essex mall 5. Laily's Shoe Store - Relationship to Peabody Museum 6. Baker building - Relationship to Peabody Museum 7. Next to Baker building - Relationship to Peabody Museum 8- Old Customs House - Linkage to water from (Derby Street) 9. Father Mathews - Impact on Essex lvl.useum and -Museum area 10. Colonial men's shop - Oldest commercial building 11 . Noumkeog Bon!< annex (cast iron front) - unique Salem. More cc':'-' be- added_ Because of the chicken and egg relationship between preservation of architectural and historic values and the restoration of neighborhood quolity on the one hand and economic viability and functional capacity on the other, it is the responsibility of the D?.B to deal directly with this relationship to address the trod-offs in our reviews and recommendctions_ .,— :. r'.. .._ s.—: — ' _ s,j ? u ;— - - -- - -- - - POLAX0I0- ,, I ' l IIIIIp 11 n nnm Innn srr yip. i ., C 1- , - '( . - i • !t1 1 '' s rA a: ';W, ; ,!+, , `` ' ;, IIr i .e i71,, --- ( 1 h ,. ' 984 1984 DEC 1984 DEC , . i i i I I i I i ,I F; C IX --- PORTCtt?NCC Ca/ ///Cap Q3 Krt, 60444eeLF lett<rs
