SRA Decision At its meeting on June 8, 2016 the SRA voted unanimously (5-0) to approve the proposed cemetery restoration to include landscape improvements, fence and path restoration, and installation of lighting at Charter Street Cemetery as recommended by the DRB, conditional upon restoring (as opposed to replacing) the cast iron fence facing Charter Street, to the extent possible. Recommendation At its regular meeting on May 25, 2016 the DRB voted unanimously to recommend approval of the proposed cemetery restoration to include landscape improvements, fence and path restoration, and installation of lighting as detailed in plans dated 5/13/2016, with a strong recommendation to preserve/restore the fence (not replace it). Proposal The City of Salem is proposing a restoration of Charter Street Cemetery. The City of Salem, Department of Planning and Community Development and Department of Public Services are working together to restore Charter Street Burial Ground. The purpose of this restoration project is to retain the burying ground's historic integrity while maintain visitor access to this National Register Historic Site. The City has retained landscape architect, Martha Lyon, of Martha Lyon Landscape Architecture LLC, to work with the City and the Cemetery Commission to provide conservation treatment recommendations, plans and bid documentation for the restoration of this historically significant landscape. Her firm is a certified woman-owned business entity that offers design, historic preservation, and planner services throughout New England and New York. The firm specializes in the treatment of historic and cultural landscapes. The City intends to make improvements to pathways and circulation, landscaping (hard and soft scape), lighting, signage, and security. The cemetery lies along the south side of Charter Street, across the street from the Peabody Essex Museum(back side); the north side of Derby Street; adjacent to the Witch Trials Memorial. Privately owned bui-dings(single and multi-story houses and commercial structures)stand along portions of the east and west sides,with the backs of the buildings facing into the cemetery. Its location in the heart of Salem makes the cemetery highly visible and it sees a heavy stream of visitors, during the day and at night, at all times of year. Edges to retain and enhance include: The Charter Street Cemetery as seen from the west side along Central • The edge along Chatter Street, defined Street. The green vinyl coated chain link fencing detracts from its outward appearance. by a steel and cast iron picket fence with central vehicular double-teat gate flanked by two smaller pedestrian gates; • The edge along Derby Street, solidly defined by a mortared, cut-granite block retaining wall ranging, on the inside, from 5' to 3' in height; and • The northeast edge standing along the Witch Trials Memorial and continuing to the northeast corner, defined by steel picket fencing. • The east edge, to the south of the Witch Trials Memorial, defined by a parged granite block wall (the parging has failed on the interior of the wall) Edges to rebuild include those defined by 4' high green vinyl coated chain link fencing, where the transparency of the fence makes it possible for visitors to see the rear of buildings or peer into the back yards of abutting private property owners. They are: • The edge along the west side, defined by 4' high green vinyl-coated chain link fencing, in poor condition; and • The edge along the southern end of the east side,defined by 4' high green vinyl-coated chain link fencing, also in poor condition. Views. Views correspond to the context and quality of edges. Standing outside the cemetery and looking in, the best views are from Charter Street, looking south across the landscape, and from the Witch Trials Memorial looking westward across the landscape. Views from both locations, however, are compromised by the poor quality,transparent green vinyLcoared chain link fencing and the blank rear ends of buildings, standing along the east and west sides. Passersby on Central Street can look up to the east and see the cemetery atop a tall granite retaining wall, but the chain link fence detracts trom the quality of this view. ACCESS Parking. Public parking is not permitted along either side of Charter Street, making access to the Charter Street entrance difficult for persons with disabilities. The nearest metered parking is on Central Street,but visitors using these spaces must traverse an inaccessible (`5%)slope to reach the cemetery. The closest accessible spaces are in the Downtown Garage or at meters along Hawthorn Boulevard,both a good distance from the cemetery entrance, for visitors who require assistance to reach the cemetery on foot. tt , , • 1 , The Salem Parking map shoeus little parking near the cemetery. The nearest accessible spaces stand along Hawthorne Boulevard and within the llo,mown Garage, both a good walking distance from the cemetery entrances. Entrances. Visitors may enter the cemetery at one of three locations,with the first two owned and managed (in put)by the City of Salem(the third entrance is maintained by the adjacent private property owner): • Via the main gate at Charter Street, through one of the two pedestrian gates (the other pedestrian gate and vehicular gate remain closed), managed and maintained by the City of Salem; • Through a break in the wall of the Witch Trials Memorial, managed jointly by the City and the overseers of the Witch Trials Memorial; and Martha Lyon Landscape Architecture, LLC-April 2016 Page 2 Charter Street Cemetery Preservation Project Salem, Massachusetts • Through a gate off the parking lot of the .r•`r Salem Wax Museum, managed by the r '- owners/operators of the museum. The poor condition of the Charter Street fence P' and gates detracts from the aesthetic quality of _u this "main entrance." The fence has rusted and is in need of restoration; at least one picket is bent; a finial on one of the gate posts is missing, and a lower detail portion of the gate has separated from the gate structure. Access through this gate, however, is over a gradual incline, making it ADA compliant. Visitors may only use.the west (right in photograph)gate. CIRCULATION Pathway. Pathways have been created throughout the cemetery leading from the entrances through and around gravestones, - tombs and trees. Stone dust covers the paths, and repeated use of the paths has led to significant surface compaction. The paths lack a firm edge, allowing the stone dust to "creep" out onto the cemetery lawns, leaving a messy, unkempt appearance. While many of the paths connect through a series of loops, some clead- end. The southern end of the cemetery lacks , pathways altogether. This disorganized circulation pattern both confuses visitors and encourages them to walk anywhere. PLANT MATERIALS Trees. The cemetery contains ten significantly-sized (18" caliper or greater)trees, generally spaced throughout. Six are oaks(Quercus), and the others are a mix of deciduous and flowering species. In addition,several Norway maples have volunteered around the edges, concentrated in the southeast and southwest corners, and a duster of cedars stands inside the cemetery on the south side above Derby Street. Turf covers a majority of the cemetery floor and much of it has been severely compacted from uncontrolled pedestrian access-. In some spots along the edges, English ivy grows in clusters at the ground level. LANDSCAPE DETAILS Signs. A bronze plaque hangs from the Charter Street fence, explaining the origins of the site and noting some of the names of individuals interred within. In addition to this, the city has placed multiple signs within the cemetery, informing visitors of rules, locating significant burial sites,explaining the overall historical importance of the site. The largest of these stands just inside the Charter Street entrance("The Burying Point') and its bulky size blocks views from the street into the cemetery. Accompanying this sign are two regulations signs on a post to the south, as well as a large stone with bronze tablet,providing a map to important graves. Second and third regulation signs stand inside the cemetery at the Witch Trials Memorial entrance and at the makeshift entrance from the Wax Museum parking lot. The number of signs, their appearance and placement result in a cluttered look the conflicts with the cemetery's historic character. Lighting/Security. At present, the cemetery does not contain interior lighting, and is illuminated indirectly by surrounding street lighting. Street lights stand along the north side of Charter Street and below the cemetery wall along the north side of Derby Street. Liberty Street, along the east side, does not contain street lighting, and lighting along Central Street(west side)stands far from the cemetery. Trash Receptacles. The city has placed a single steel trash receptacle inside the Charter Street entrance. Many dog walkers appear to be using this receptacle. Access • Establish an ADA-compliant parking space (or spaces)near the Witch Trials Memorial/cemetery entrance. • Close the Charter Street entrance to the cemetery and direct visitors to the Witch Trials Memorial entrance. • Close the makeshift entrance leading into the cemetery from the Salem Wax Museum parking lot. • Create one entrance(modified to allow for universal access) to the cemetery from the Witch Trials Memorial. Circulation Create a looped pathway system using stone dust stabilized with a binder and edged with steel. Plant Materials Remove four(possibly five)out the ten trees. • Plant new trees, drawing from a palette of native species. • Aerate and over seed the existing turf. • In areas where turf has worn away, aerate the soil and plant perennial ground covers. Landscape Details Remove all existing interior signage(except the stone map marker), and install one historically-sensitive sign that includes both interpretive information and cemetery rules and regulations. • Install in-ground lighting along edges and in the center, as up-lighting for the existing oak tree. Install security cameras in birdhouse, artificial rock or other structure. • Move the trash receptacle to the cemetery exterior. Martha Lyon Landscape Architecture, LLC-April 2016 Page 5 MARTHA LYON LANoSCArEARC[ill ECTURE.UC Charter Street Cemetery Preservation 1?roject Salem, Massachusetts Project Goal This project aims to upgrade the landscape of the Charter Street Cemetery by improving access, neatening circulation, removing and replacing trees, restoring and replacing perimeter fencing, and providing opportunities for visitors to rest while traversing the cemetery grounds. Proposed Improvements To accomplish this goal, the City will snake the following improvements: • Charter Street Entrance. This entrance will be retained as the cemetery's main entrance. The pedestrian gates will be closed, and instead, the vehicular gates will be opened to allow visitor access. The existing entry pathway leading into the cemetery will be retained,but it will be narrowed (5') and graded to a maximum 5%slope. The edges of the path will be filled and planted with ground cover to protect the adjacent tomb bases. The addition of a granite bollard and steel chain fence lining this entry path will further delineate the pathway and protect the tombs. • Witch Trials Memorial Entrance. This secondary entrance through the Witch Trials Memorial will be made accessible by removing the two existing seeps and replacing them with a sloped walkway(<5%grade), 4' in width. A granite bollard and steel chain fence will line both sides of this walkway, guiding visitors along the entry path and into the cemetery. • Perimeter Fencing. The existing painted steel fencing along Charter Street will be restored, as will the cast iron gates and gate. posts. New steel picket fencing (to match the design of the Charter Street fence)will be placed along the exposed west edge. Existing chain link fencing abutting the backs of neighboring buildings will be replaced with black viny4evated chain link fencing, planted with English ivy vines (to cover). All other steel picket fencing will be restored, as needed. • Interim Pathu v. A new pathway,4' in width will loop through cemetery; providing visitors access to all corners and the center. It will be constructed of decomposed granite (stabilized)and edged with steel. The route of the pathway has been designed to skirt grave markers and tombs. • Trees Of the ten large, manure shade trees growing in the cemetery, five are targeted for removal. The scrubby,volunnrr rree growth along the east and west edges will also be removed. Eveterern trees, arranged in clusters,will be planted at the backs of abutting buildin_s, and native flowering trees will be added to the south edge. Five new shade trees-native species-will be planted within the cemetery to replace those targeted for removal. • Lighting. ln-ground up-lighting is proposed for the Charter Street(north) and Derby Street(south)edges. Flush with the ground, these fixtures will be covered with rock guards to prevent vandalism. To provide visiro-s with spots to pause, rest and reflect, tour granite slab benches will lie locared along the pathway. These may be constructed of recycled granite and inscribed with simple words: "pause," "rest," "reflect," "remember." • Signs. Single sign panels will be placed inside the two entry gates, each welcomin_,cisirors, list iog rules and reg larions, and providing a snapshot of the cemetery's history,ind importune to the City of Salem. Preliminary Time Schedu:e (Phasing Plan) Implementation of the improvements will depend on available funding. The following is a preliminary proposal for phasing the improvements over time. • Phase l: Trees removed and replanted in the cemetery interior(tire trees) • Phase '_: Improvements made to entrance; pathway constructed (including signs); lighting insralled (conduit, wiring and fixtures) • Phase 3: New steel picker fencing added along west side('to replace existing chain link) • Phase 4: Chain link fencing removed and replaced with black vinyl-soared chain link (where indicated) • Phase 5: Evergreen trees planted (east and west edges) • Phase 6: Charter Street fencing, fencing posts and gates restored • Phase 7: Remaining perimeter steel picker fencing restored • Phase 8: Liberty Street wall restored The City intends to com-plete the initial phase, tree removal and replanring, befo:.e Ocrober 2016.
