52 Charter Street (Old Police Station) — Review of proposed minor exterior
changes to the entranceway at 52 Charter Street.
SRA DECISION:
At their meeting on December 13, 2006, the SRA voted to approve the project as
submitted in the plans dated December 1, 2006.
PROPOSAL:
The project includes the renovation of the entranceway, at 52 Charter Street to
combine two doorways into one and make minor changes to the siding surrounding
the doorway.

52 Charter Street (Peabody Essex Museum): Discussion and vote on proposed
demolition of boiler plant building
SRA Decision
At its meeting on August 12, 2015, the SRA voted unanimously to approve
demolition of the Peabody Essex Museum boiler plant building at 52
Charter Street as recommended by the Design Review Board.
Recommendation
At its meeting on July 22, 2015 the DRB voted unanimously (6-0) to recommend
approval of the proposed demolition of the boiler plant building at 52 Charter Street
(Peabody Essex Museum).
Staff Comment for August 12, 2015 SRA Meeting
As noted in the Downtown Renewal Plan (2011), proposed demolition of structures
within the Urban Renewal Area are subject to Design Review and needs to ultimately
be approved by the Salem Redevelopment Authority.
Because this structure is older than 50 years old, approval of demolition requires a
waiver of demolition delay from the City's Historical Commission. The applicant
sought and was granted this waiver prior to the Design Review Board meeting.
During the discussion with the DRB more details about this proposal came to light;
including:
• The project would start within a month of final approval— i.e. late August, or
early September. The project is projected to be complete by middle of
October.
• There are no plans to erect another structure on the site after the existing
building is taken down.
• A portion of the site will be landscaped, and another portion will be paved over
to better facilitate shipping/receiving operations at the adjacent loading dock
area. A final configuration of the area will be presented to local boards for
approval in the near future as part of the larger overall plans for the PEM's
expansion.
• Appropriate temporary fencing will be erected around the site to provide
protection during demolition activities and subsequent remediation. Adjacent
sidewalks will be temporarily impassible during demolition, which should take
four to five days. After that time, sidewalks will be open.

now located in a central plant that was recently constructed on the roof of the main

temporarily surfaced to ease vehicular access to the museum's loading dock.

Re: Application for the demolition of former boiler plant
Dear Members of the Design Review Board,
The Peabody Essex Museum hereby respectfully seeks the approval of the Salem Design
Review Board and the Salem Redevelopment Authority to demolish its now
decommissioned boiler plant located at 52 Charter St.
The subject boiler plant building housed the museum's central heating and cooling
equipment until November of 2013 when a new central plant located on the roof of the
Dodge Wing on Essex St was commissioned. The original single story plant was built in
the early 1950's,with a second story and additional equipment added in the late 1970's.
The removal of the boiler plant building will allow the museum to comply with MA DEP
order, RTN-3-23396 to remediate an underground oil spill which occurred over an
undeterniined amount of time between the 1950's and late 1980's.
Upon completion of the environmental remediation,the former building site(approx.
1600 sf)will be temporarily surfaced to ease vehicular access to the museum's loading
dock. The existing landscaped buffer strip along the western property line and a
continuation of the existing wood fence at the former location of the western most boiler
plant wall, a design that was developed in collaboration with our neighbors at the
Residences at Museum Place, will remain.
