Recommendation At its meeting on July 22, 2015 the DRB voted unanimously (6-0) to recommend approval of the proposed demolition of the boiler plant building at 52 Charter Street (Peabody Essex Museum). Staff Comment for August 12, 2015 SRA Meeting As noted in the Downtown Renewal Plan (2011), proposed demolition of structures within the Urban Renewal Area are subject to Design Review and needs to ultimately be approved by the Salem Redevelopment Authority. Because this structure is older than 50 years old, approval of demolition requires a waiver of demolition delay from the City's Historical Commission. The applicant sought and was granted this waiver prior to the Design Review Board meeting. During the discussion with the DRB more details about this proposal came to light; including: • The project would start within a month of final approval— i.e. late August, or early September. The project is projected to be complete by middle of October. • There are no plans to erect another structure on the site after the existing building is taken down. • A portion of the site will be landscaped, and another portion will be paved over to better facilitate shipping/receiving operations at the adjacent loading dock area. A final configuration of the area will be presented to local boards for approval in the near future as part of the larger overall plans for the PEM's expansion. • Appropriate temporary fencing will be erected around the site to provide protection during demolition activities and subsequent remediation. Adjacent sidewalks will be temporarily impassible during demolition, which should take four to five days. The original single story plant was built in the early 1950's,with a second story and additional equipment added in the late 1970's. The removal of the boiler plant building will allow the museum to comply with MA DEP order, RTN-3-23396 to remediate an underground oil spill which occurred over an undeterniined amount of time between the 1950's and late 1980's. Upon completion of the environmental remediation,the former building site(approx. 1600 sf)will be temporarily surfaced to ease vehicular access to the museum's loading dock. The existing landscaped buffer strip along the western property line and a continuation of the existing wood fence at the former location of the western most boiler plant wall, a design that was developed in collaboration with our neighbors at the Residences at Museum Place, will remain. . 1 Thanks you for your attention in this matter.
