requires that the prevailing wage rate be paid and that a certified Job Labor record

WORK WRITE-UP
Ted Coles/Firehouse Building August 25, 2000
30 Church Street
Contractors will carry workman's compensation, personal injury, and property damage
insurance, and will supply proof of having same.
Contractor to secure required building permits prior to start of work. Individual
subcontractors to secure necessary permits prior to start of their respective work.
All Contractors are required to be licensed by appropriate local a state departments.
All Contractors are required to carry adequate insurance and shall supply proof of having
same.
Work to consist of slate roof work,prep and repainting all painted surfaces and
repointing as needed. All work to be addressed in the following manner;
REPOINTING BUILDING AND TOWER
Supply and erect all necessary scaffolding.
Remove all weathered or defective mortar joints .
Wash all mortar joints to prep for repointing brick work.
Repoint all worked areas
Apply one coat of waterproofing solution to entire exterior masonry of building and
tower.
*Inspect right front corner roof drain system to determine cause of interior leaking in this
area.
TOWER ROOFING
Repair existing slate roofing by replacing all missing or broken slates. All replacement
slate to match existing as close as possible.
Re-nail all loose slates and install copper bibs where necessary.
TOWER AND BUILDING PREP AND PAINTING
Prepare all existing painted surfaces for painting by scraping, sanding and removing dried
out window putty.
Caulk and seal all cracks and openings.
Re-putty sashes as needed.
Apply one full coat of exterior, oil base primer paint. Paint to be Sherman Williams or
approved equal.
Apply one full coat of exterior, oil base finish paint. Paint to be Sherman Williams or
approved equal.

Loan
The owners of the Firehouse building at 30 Church Street are applying for a CDBG
loan to partly finance the repairs to the exterior of the building that include repointing,
replacement of roof slates and painting.
I have attached copies of work estimates that you could use as a basis for drawing
up the work write up.
I am approaching the project in the same manner as 209 Essex Street, the previous
project you assisted me with.

The owners of the Firehouse building at 30 Church Street are applying for a CDBG
loan to partly finance the repairs to the exterior of the building that include repointing,
replacement of roof slates and painting.

up the work write up.

D.I These two nicely complementary Victorian eclectic buildings are
distinguished by outstanding brickwork decoration. This fact was
recognized in the early 1970s by the Salem Redevelopment Author-
1976p7 ity, which saved them from demolition when the new First District
Court building (see C-34) was being planned for an adjacent site.
-IE' The older of these, the Salem Fire Engine House, was erected in
�= 1861 based on plans by an unidentified architect. George Hadley
I steel-frame served as chief engineer for the project, while B.R. White
James Walker .' superintended the masonry work, and Hammond and Brown the
elder was James carpentry. The building was remodeled in 1887 under the supervi-

sion of Salem architect William D. Dennis (1847-1913). Its prin-
cipal ornamental features are the heavy dentiled cornice, the °
segmental-arch window hoods with drops on the front elevation,
and the concave and bracketed mansard roof crowning the tower at
the rear. In 1975176 architect David Jacquith directed an adaptive
use restoration which produced new retail and office space.
Next door to the west (photo, left) is the Old Water Department ,k
building, which was originally erected in 1879 but was remodeled 7 ,
by David Jacquith 1975/76 for retail space and lawyers' offices. Of
visual interest are the segmental-arch window and door headings,
the second-story square pilasters, and the fine corbel table just
under the roof eaves.

I have reviewed the eligibility of using CDBG funds for commercial rehabilitation for the
Newmark Building (203-209 Essex Street) and 34 Church Street. Exterior renovations can be
funded with CDBG loan funds as long as the work is consistent with the Urban Renewal Plan and
pending Patrick's and SRA approval. For the Newmark Building, this would mean that only the
roof work would be eligible and not the electrical system, mechanical systems or other interior
work.
If we enter into loan contracts for these projects, please inform me as to how much CDBG $ have
