SRA Decision At its meeting on September 13, 2017 the Salem Redevelopment Authority voted unanimously (5-0) to approve the proposed installation of signage at Artists' Row as recommended by the Design Review Board. Recommendation At its meeting on August 23, 2017 the DRB voted unanimously (7-0) to recommend approval of the proposed installation of signage at Artists' Row as presented. Proposal The DRB and SRA in May and June, respectively, approved elements of a planned redesign of Artists' Row, which included a new paint color scheme, windows/doors, and signage scheme. The approval was conditional upon the following: 1. That the barn door graphics / typeface be revised and reviewed again in the future (the barn door itself is approved). 2. That the second trim color be removed (each building is to have two colors). This proposal provides a revised design for the signage to be painted on two brick walls, as well as signage to be painted on the bathroom building (both the barn door and building itself). Staff Comments: As you will see from the enclosed materials, the some of the buildings have been painted, doors and windows have been installed, and the barn door(without signage) has been installed. With your feedback,we have moved forward with the project and are pleased to report that two stalls have been painted with the new colors and doors and windows have been installed. The full window doors and the new picture windows area huge improvement as now visitors to the Row can see into the stalls and see the products and the maker spaces. The bathroom building was also painted and a wooden barn door has been installed. The new bathroom door was painted with black chalkboard paint in preparation for signage to announce events on the Row. Beginning the week of August 14th work will begin on two more of the stalls with painting and installing new doors and windows. Unfortunately,we do not have the funding to paint the Lobster Shanty this year but will plan to paint that building next spring. We are now seeking final approval for signage on two entrances to the Row as well as signage on the barn door. If approved we have a very skilled artist,Liz Sullivan,who is also a tenant on the Row,to paint the signage. This summer we have engaged Claudia Paraschiv as the Artist in Residence and between the community engagement of building a community table,the garden boxes built by Tom Gagnon,a tenant on the Row and planted with beautiful flowers,the new paint colors and barn door has added new life to Artists' Row. SRA Decision At its meeting on June 14, 2017 the Salem Redevelopment Authority voted unanimously (4-0) to approve the proposed new paint color scheme, windows/doors, and signage scheme at Artists' Row, conditional upon the applicant returning to the DRB for review and approval of revised text/signage for the barn door and individual tenant signage. Recommendation At its meeting on May 24, 2017 the DRB voted unanimously (7-0) to recommend approval of the proposed new paint color scheme, windows/doors, and signage scheme, conditional upon the following: 1. That the barn door graphics / typeface be revised and reviewed again in the future (the barn door itself is approved). 2. That the second trim color be removed (each building is to have two colors). Per the applicant's request, the signage for each stall will also be further revised and brought back for review when ready. Proposal The City of Salem partnered with students from Lesley University to reinvigorate the look of Artists' Row. The enclosed package is the student's final presentation to the City. It proposes the following considerations: 1.) Change the color scheme of the buildings to slate grey and green (green roof, grey walls, black trim, and dark blue/green trim. 2.) Paint large numerals on the respective buildings (either vinyl or paint) that will provide pops of color. The letters R-O-W will be painted facing the opposite direction of the numerals on the sides of the buildings. 3.) A cohesive signage system that will hang on the existing poles. They will be 2'x2' teak plywood, framed in metal, and have black typeface against various colored backgrounds. 4.) New doors and windows that will be painted blue (or another suggested color in the proposed palette). . 's Salem ® Redevelopment Authority 5.) Install a chalkboard sliding door to enclose the bathroom entrances when they are not in use or open. 6.) A new painted entrance sign on the brick wall that faces the Klop Alley parking lot on the Derby Street side (currently has a bicycle mural). Staff Comment This proposal is another step the City is attempting to take in order to enliven Artists' Row and to fresher its appearance. o � rVco co �V �'wV vJ N . is r� Research We met with you and identified some key objectives together: -The environment needs more activation and identity -Sustainability is a key concern -Our proposals must be phased, initially low-cost. -One participant suggested "Create verbs" to emphasize activities on the Row -Pop up and community-driven events are being planned -Lighting issues (no neon signs) -Wayfinding should be improved on the Row and access points marked Keeping in mind your concerns and ideas, here is what we have developed! Oa1� f�Ti n, V N S tD -mss -i .Z7 Add Color The color palette for Artists' Row was selected to complement the existing architecture and surroundings, to neutralize some of the current visual distraction, and to emphasize the clean, modern, and artful elements that will populate the space. We also would like to reflect a nautical theme with blues and grays. Slate grey or green—applied to both the wood and brick surfaces of the buildings—will make the space more cohesive and expansive. It will also provide a compatible backdrop for graphic elements, signage, and community- created murals. Meanwhile, pops of bright color will mirror the creative environment of the Row. � - - - -- __._ - __- - � I /.. ` < 0 �r �_ _� , �' K� S _ ._W ') " :ti � �' _; 'r �„ky, `�'' Add Color The addition of a super-sized ROW and numerals marking the buildings (in either vinyl or paint) will activate the space, orient visitors, and create a greater sense of place. Visitors to the Row who look more closely will also discover active verbs—words that imply the many forms that creativity takes—scattered on the walls throughout the Row. Signage We propose a cohesive system of signage for the entrances to the Row and hanging signs on the poles in front of each building. Constructed of simple 2x2 teak � plywood in metal frames, the new signage emphasized eramic the material-driven, artisan nature of the Row. The by typography—straight-forward and informal—also supports this brand. I & I - __ E_ Doors 8c Windows For Artist Row to become a more effective retail environment as well as an engaged community space, we want visitors to do a little window shopping and to feel welcomed into the buildings where they will meet creative and hard-working artists. The current windows and doors act as a barrier to these goals. We propose replacing them with more glass that will allow light into the spaces and, crucial to customers, views of the artisan goods. DRB Recommendation At its meeting on May 28, 2014 the DRB voted 6-0 to recommend the proposal to paint the buildings (excluding trim) at 24 New Derby Street /Artists' Row. Proposal for May 28 DRB Meeting The applicant proposes to paint all Artists' Row stalls a new color to match the shade of paint used on Old Town Hall's window and door trim (either Pittsfield or Powell Buff). This proposal includes all stalls, including the Lobster Shanty, and the public bathroom stall. Presently the doors are made of wood and due to water coming off the roof and splashing up against them the wood is rotting. The DPW is working on repairs over the next few weeks and I wish to expedite the removal of the present doors and replacing them with a similar style so that the work can be done before the busy fall season. Enclosed please find photos of the current conditions of the doors as well as the replacement doors.
