The purpose of this letter is to summarize our tfindings on the bottom restoration work. For your information we are enclosing the following information: ' o Copies of WESTON GEOPHYSICAL'S most recent "Bottom Contour Map" dated March, 1989, Figure 2, together with the Track Map, Figure 1 . ' o A comparison of changes between April 1988, September 1988 and January 1989 post-construction bottom surveys including a summary of any significant changes between pre and post ' construction harbor bottom conditions. Findings ' 1'. The shallow area on the Salem side of the harbor has been restored to near pre-construction bottom contours as a t result of the dredging/restoration activity conducted during November, 1988. The large high area between Sta. 22+50 and 25+00 which was previously between 1 and 3 feet ' above pre-construction 1986 elevations is now only about 1 foot high. . In addition, filter fabric material remaining from the construction activity and a few isolated piles of material have been removed from the area. At an extreme low tide, a few bottom irregularities are still visible but in time we would expect that they will diminish as a result of tidal currents. Since the September, 1988 survey, we continue to witness natures restorative process: high areas are further diminished and low areas become filled as a result of the ' natural erosion process from ocean currents. a 3 . With a few small exceptions, most of the variances between pre and post construction bottom elevations are between 0 to 2 feet within the deepwater area. Some of the exceptions include isolated mounds or depressions noted on the pre-construction survey which now are flattened out ' and correspond to the adjacent bottom elevations. 4 . Latest bottom elevations in shallow water on the Beverly side match fairly closely with pre-construction ' elevations. This was expected because visual observations of the exposed bottom at .low tide (following the construction) have always looked smooth with no evidence ' of any previous trenching. 5. In comparing changes in bottom contours occuring between ' post-construction surveys #2 (September, 1988) and #3 (January, 1989 ) by the "overlay process" , we see widespread changes in contour configuration. This appears to be the result of the following: ' o The harbor bottom is undergoing continual change, particularly in the deeper water areas, obviously ' from the action of ocean currents . o The tolerance of the bottom survey, itself, is only + one foot. 1 These factors together complicate the bottom survey comparison process and must be considered in making ' recommendations for any bottom restoration work. Recommendations ' In view of the small variances between pre and post bottom surveys (generally 0 to 2 feet) , the irregular contours observed during the pre-construction bottom surveys, the ' degree of accuracy of the surveys themselves (1 foot + in deep water) , and the changing nature of the harbor bottom, it is our opinion that the harbor bottom including shallow areas on ' either 'side, is now restored to near pre-construction conditions (per November, 1986 survey) and no further restoration is necessary. 1 ' Page 3 J ' If you have any questions and would like to meet and discuss our findings and recommendations, please don't hesitate to call. ' We have completed our evaluation of the most recent (Sept. 1988) post-construction bottom survey conducted in Beverly Harbor by Weston Geophysical including a comparison with pre-construction conditions as well as post-construction conditions surveyed ' earlier, this year in April. The purpose of this letter is to summarize our findings and to present our recommendations concerning further harbor bottom .restoration work to be done by ' the contractor. For your information we are enclosing the following information: ' o Copies of WESTON GEOPHYSICAL'S most recent "Bottom Contour Map" dated September 1988, Figure 2. ' o A reduced version of this map on which significant high and low areas have been delineated. o A comparison of changes between April 1988 and September 1988 post-construction bottom surveys including a summary of any significant changes between pre and post construction harbor bottom conditions . ' Major Findings 1. Since the April 1988 survey, high areas have diminished ' and low areas have filled in to a significant degree as a result of the natural erosion process from ocean currents. ' 2 . With a few small exceptions, most of the variances between pre and post construction bottom elevations are between 0 to 2 feet within the deepwater area. The findings of item #2 before are consistent with similar ' conditions observed from bottom surveys conducted in Salem Harbor between 1980 and 1.986. 4 . While no elevations could be obtained at the shallow portion on the Beverly side, the exposed bottom observed at low tide on October 20, 1988 along the new force main is smooth with no evidence of any previous trenching work. 5 . At the shallow portion on the Salem side, however, bottom irregularities can be easily observed at low tidal ' conditions between about Station 22+50 to Sta. 24+00% Several high areas of between 1 and 2 feet can be seen over and westerly of the 42" pipeline in the vicinity of Station 24+00 . 6 . Any areas (noted in the April 1988 post-construction survey) where there was possibly insufficient cover over ' the 42" pipeline have filled in. Consequently there are no spots where there is insufficient cover of the new force main. ' Recommendations ' 1. In view of the small variances between pre and post bottom surveys (generally 1 to 2 feet) , the irregular contours observed during the pre-construction bottom surveys, the degree of accuracy of the surveys themselves ( 1 foot +) , ' the changing nature of the harbor bottom, and the fact that a drag bar cannot be used to smooth out the bottom, we recommend that no further restoration of the harbor ' bottom be conducted in the deep water portions. 2 . The shallow area of the harbor bottom on the Beverly side shows no evidence of the recent pipeline dredging and backfilling operation, and we recommend therefore that no restoration work is needed. ' 3 . The shallow area on the Salem side still needs to be restored to near pre-construction conditions. As pointed out in our August 4, 1988 evaluation of bottom conditions, ' some of the filter fabric material is still partially buried in the area of the irregular bottom condition (Sta. 22+50 to Sta. 25+00+) .
