Project Description (if applicable): The project includes the reconstruction of five existing tennis courts at Salem High School. The site work includes the removal and replacement of the existing pavement and perimeter fence and the addition of one handicap parking space within the existing parking area including an accessible path to the courts. Minor regarding will slope the entire paved area away from the bordering vegetated wetlands and towards the site drive and parking area to the east. A trench drain consisting of crushed stone and a perforated pipe will be added along the edge of the pavement to collect stormwater runoff from the tennis courts. The crushed stone trench drain will provide an opportunity for storage and infiltration of stormwater prior to overflow through the perforated pipe connecting into the existing drainage system on site. Work may then proceed at the owner's risk only upon notice to the Department and to the Conservation Commission. Erosion control measures are to be installed prior to construction and shall be maintained throughout the duration of the project. The erosion controls shall not be removed until the site is stable. The court area is located to the east of the existing high school building and associated site drive and parking area. There are five courts, each with its own equipment and lighting. A perimeter chain link fence surrounds the area. The proposed site work will include the removal and replacement of the existing pavement and perimeter fence and the addition of one handicap parking space within the existing parking area including an accessible path to the courts. 1.1 EXISTING CONDITIONS Salem High School is located at 77 Wilson Street in Salem, see Figure 1.0. The site is bound by Highland Avenue to the north, a site drive and parking area to the east,and a wooded area to the south and west. Through the woods to the south is the Salem Municipal Golf Course. ' There are bordering vegetated wetlands located to the west of the existing tennis courts. Currently, the existing tennis courts are being used as a staging area for the on-going school improvements construction. Several construction trailers are situated in this area. The surface of the court area is bituminous concrete. The bordering vegetated wetlands to the west of the courts were originally delineated by Walter Hewitson, PhD, Botanist in March and April 1999 and again on August 18, 2003. The wetland flagging is shown on the Existing Conditions Survey prepared by Welch Associates Land Surveyers, Inc. dated September 17, 2003. Approximately 30% of the existing tennis court area is located within the 100' wetland buffer zone. The majority of the area is sloped to the west side of the courts, towards the bordering vegetated wetlands. A natural ridge exists between the perimeter fencing and the bordering vegetated wetlands which blocks most stormwater runoff from the courts from reaching the wetlands by sheet flow. Stormwater runoff appears to collect between the back of the courts and the fence, making the playing area vulnerable to puddles and saturation after rainfall events. Overflow from this area eventually flows into the wetland. The remainder of the existing court area is sloped towards the site drive and parking area.to the east. Stormwater runoff from this area flows by sheet flow to the existing closed pipe drainage system within the site drive. The existing drainage system discharges to the bordering vegetated wetland through a headwall located approximately 40-feet from the rear edge of the tennis court area. 1.2 PROPOSED CONSTRUCTION ' Following the demobilization of the construction trailers, Salem High School is proposing to reconstruct the existing tennis courts, replace the perimeter fencing, and add one handicap 1.1 Staff SALEM HIGH SCHOOL—TENNIS COURT RENOVATION Request for Determination of Applicability parking space within the current parking area which will include an accessible path to the courts. The existing lights will remain. The size of the tennis court area will essentially remain the same in the proposed condition. The proposed work, which includes the addition of a handicap accessible path, will add a negligible amount of additional impervious area. To eliminate the existing puddling and saturation at the back of the courts, minor regrading will slope the entire paved area away from the bordering vegetated wetlands and towards the site drive and parking area to the east. A trench drain consisting of crushed stone and a perforated pipe will be added along the edge of ' pavement to collect stormwater runoff from the tennis courts. The crushed stone trench drain will provide an opportunity for storage and infiltration of stormwater prior to overflow through the perforated pipe connecting into the existing drainage system on site. During construction, erosion and sediment controls will be employed to prevent the erosion and transport of sediment into the bordering vegetated wetlands during the earthwork and ' construction phases of the project. Erosion and sedimentation control measures will be installed prior to site excavation or disturbance and will be maintained throughout .the construction period. Water will be used during the duration of the project to control dust on site. Silt Fence and HaVbale Barriers Prior to any ground disturbance, silt fence and haybale barriers will be placed in accordance with the plans. The barriers will be placed to trap sediment transported by runoff before it reaches the existing drainage system or leaves the construction site. The silt fence is a semi- permeable barrier made of a synthetic porous fabric which provides additional protection when ' used with haybale barriers. The barriers will be entrenched into the substrate to prevent underfloor. The erosion control barriers will be inspected weekly and after every storm event. Any sediment that collects behind the barriers will be removed and will be either reused at the site or disposed of at a suitable offsite location. Any damaged sections of silt fence or haybales will be repaired or replaced. The underside of the haybales will be kept in close contact with the earth and reset as necessary. Catch Basin Inlet Protection The inlets of existing catch basins within the limit of work will be protected from sediment inflow during the work period through the installation of SiltsacksTM and by surrounding them with a barrier of haybales. These protection measures will be inspected after every storm event and will be routinely maintained until the drainage area tributary to each inlet has been stabilized with vegetation and/or covered by pavement. Any sediment that collects behind the barrier or in the sacks will be removed and will be either reused onsite or disposed of at a suitable off-site location. 1.2 SALEM HIGH SCHOOL—TENNIS COURT RENOVATION Request for Determination of Applicability 1.3 REQUEST FOR DETERMINATION OF APPLICABILITY (RDA) FILING Through the submission of this RDA filing, the Salem High School requests that the City of ' Salem Conservation Commission determine whether the work depicted on the plans and described herein will alter an area subject to protection under M.G.L. c. 131 § 40. The existing paved tennis court area is currently located within the 100' wetland buffer zone. The proposed court renovation will redevelop the previously disturbed land within the buffer zone. The proposed work will not substantially change or enlarge the existing disturbed area. The replacement of the perimeter fencing will be in the same general footprint as the existing fence and therefore will not extend further into the buffer zone. According to the most recent MassGIS online mapping, the buffer zone and property associated with the proposed work does not contain habitats for state-protected rare species or rare wildlife, see Figure 2.0. Nor does the buffer zone and property border an Outstanding Resource Area as identified in 314 CMR 4.00 Division of Water Pollution Control, see Figure 3.0. As described above, the appropriate erosion and sedimentation controls will be installed and maintained at the limit of work to prevent sediment from reaching the resource area during construction. The applicant will provide notification to the Conservation Commission prior to the commencement of work to allow verification that erosion and sediment controls are properly installed. The included completed form (WPA Form 1) has been prepared in accordance with the ' wetlands regulations (310 CMR 10.00).
