The new proposed sheeting plan would utilize steel tierods attached to opposite sides of the pier to develop horizontal resistance, as illustrated by the revised Exhibit C attached. This revision would eliminate the need to chink and mortar the seawall on the north side. The sheeting on the north side would be driven within approximately 2 feet of the existing seawall with the void between the new sheeting and seawall backfilled with crushed stone. All work regarding this modification would be performed in a similar manner to the original work proposal. May 10, 1993 Ms. Debbie Hurlburt Planning Department City of Salem One Salem Green Salem, MA 01970 1 Re: Sea Wall Restoration Project Conservation Commission Review s Dear Ms. Hurlburt: I would like to thank you and the members of the Conservation Commission for taking the time to visit Hawthorne Cove Marina last Tuesday. I trust that the visit gave everyone a better understanding of the Sea Wall Restoration Project and answered any remaining questions regarding the scope of work to be undertaken. During my conversation with Ms. Betsy Horn, she asked that I forward some information as to the soil condition at the mud line. I am enclosing copies of the relevant boring logs which were taken from the pier and show the conditions at that elevation. Similar conditions would exist throughout the immediate area. As you can see, the material, at the elevation of the mud line ( A depth of approximately 15 feet on the Logs), is organic silt. This is characteristic of the mud flat conditions through out much of Salem harbor. Below the organic silt layer is a layer of sand approximately five feet thick. Below that and for considerable depth is stiff clay. I have had recent conversations with Salem Assistant Harbormaster Steven H. Pydynkowski regarding this project and potential impacts on marine life near the wall. Mr. Pydynkowski has been with the Harbormasters Office over 25 years and worked for the former owners of the property in the 1950's. It is his opinion that the bottom sediment adjacent to the wall contains no significant marine life. PROJECT DESCRIPTION The site is located in Salem Harbor at the Hawthorne Cove Marina as illustrated by Exhibit B. The project will include maintenance repairs of the east, northern and southern portion of the existing earth-fill pier. The pier is approximately 50 feet wide by 150 feet long on the south side and 190 feet long on the north side, as illustrated by Exhibit C. The pier is constructed of ' semi-dressed,rough quarried stone wall enclosing earth fill,believed to have been originally constructed in the mid-nineteenth century. There is a concrete cap, or parapet above the stone wall. The east and southern seawalls have been slowly failing for at least the past 16 years. The seawall has not fallen down, but there has been substantial washout ' of backfill soil, as illustrated by the photographs in Exhibit E. The eastern section of the wall is considerably more stable but has voids between stones. ' Exhibit D provides a plan indicating State Waterways licenses for the site, and correspondence from DEP Waterways indicating the proposed work to be considered maintenance to an existing authorized structure. Exhibit D also ' provides a listing of adjacent property owners. The top of pier is at approximate Elevation 14.0 (Above Mean Low Water Datum I ' El 0.0 which is 4.2 feet below NGVD Datum 0.0). Mean High Water is Elevation 8.8. The Spring Tide elevation per the National Oceanic and Atmospheric Administration Tide Tables is Elevation 10.2. The FEMA Base Flood elevation is Elevation 17.2 which is approximately 3 feet above the 100 year still water level. ' B. PROPOSED WORK The proposed work is to stabilize the eastern, southern and northern sections of seawall. A new steel sheet pile bulkhead is proposed to be installed immediately seaward of the wall on the south and east sides to stabilize this area with relatively little disturbance to the bottom sediment and earth-fill pier. This proposed bulkhead viould parallel the face of the existing seawall, approximately 1 to 2 feet offshore of the existing timber piling,with a turn point to follow the seawall bulge. The area between the existing seawall and new sheet pile bulkhead will be filled ' with granular backfill. It is estimated that a total of 420 cubic yards of fill will be required, of which 185 cubic yards will be placed below Mean High Water (210 cubic yards estimated below the Spring High Water Level). ' The sheet piling will be anchored by batter (raker) piles driven to refusal over approximately 140 linear feet on the southern side. The sheet piling will be ' anchored by a tieback system of tierods and a sheet pile deadman over 30 linear feet on the south wall, 56 linear feet on the east wall, and 17 linear feet on the north wall. 'The remainder of the north wall will be stabilized by chinking and ' mortaring voids in the existing wall. C. MITIGATION MEASURES ' The majority of the repair work will be conducted from the earth pier, with no equipment to be positioned in the water or tidelands. Filling will be performed ' behind the sheeting to prevent soil from washing into the harbor. No dredging is proposed. ' The only work to be performed outside the earth-pier will be the chinking of the northern wall. This operation will be by laborers with no heavy equipment on the tidelands. Demolition materials from the existing wall and timber piles for access to driving and anchoring new sheeting will be legally disposed.
