Brief Overview Statement
i
The sea wall which forms a part of the southern boundary
of this Historic Site on. Salem harbor has deteriorated to the
point where it constitutes a threat'. to the remainder of the
site . A number of holes exist below high water level . i
Hence, water penetrates the wall at each high tide, finds its
way in back of the wall, and as the tide recedes draws with
It soil, creating fines or sink holes. Of equal concern is
the fact that several bulges have appeared in the wall,
evidence of the great water pressure which builds up behind
the wall at each high tide and after significant
precipitation or thaw. (Slides and photographs included with P
pre-application. )
The site consists of five historic buildings surrounding
a 19th century seaside garden and lawn down to the sea wall .
The centerpiece is the Turner-Ingersoll House (House of the
Seven Gables -1668) and the compound was once the Turner
estate. This house, the only remaining 17th century mansion
in New England; was the seat of one of the leading families
in the colony for over 100 years who played a significant
role in the development of Salem as a major seaport. Thus the
sea wall and waterfront are an integral part of our
Interpretation of the .site to the public.
This is the most visited historic site on the North i
Shore, last year counting over 148,000 visitors. In addition .
to the houses themselves, the grounds including the
waterfront give an Important dimension to the visitors' sense
of intimacy with the past. ',

Research Summary
The sea wall is not only a necessary protection from the
waters of the harbor, it is itself an historic structure and
is an integral part of the waterfront of Salem. Constructed
of uncoursed, rough-quarried granite blocks, its exact date
has not been precisely ascertained, but its close similarity
to its neighbor, Derby's Wharf, leads historians to believe
that it was built at about the same time, 1762 . Further
evidence is the fact that Derby's Wharf, .now part of the
Salem Maritime National Historic Site, was worked on by one
Joshua Phippen, whose house. just outside this compound is now
owned by this Association. Together with the other sea walls,
wharves, and lighthouses of Salem, it is generally considered
to be one of the most significant historic waterfront areas
on the Atlantic coast. Copies of early maps of the area were
included in the pre-application.

It is clear that the present condition of the wall
presents a very real threat to the entire site . (See enclosed
letters from the Army Corps of Engineers and a Professional
Engineer . ) It is important to note that the contemplated work
cannot be done in stages. It would be futile to stabilize the
wall on the inside without repairing the face of the wall,
and equally useless to do mora than simply restore the face
of the wall in a manner which does not destroy its historic
features. The only other alternative would be to tear down
the wall and replace it with one of solid, reinforced
concrete, an equally costly protect and one which would be

completely at odds with the mission of this Association and
the efforts of the City to preserve its heritage .
Both the Army Corps of •Engineers and a Professional
Engineer are familiar with the proposed work and agree that
this is the only a permanent solution to the problem short of
building a new one . The budget figures used are those
provided us by a local contractor with long experience in
building and repairing sea walls.
The work as planned employs a design which has been used
In many similar situations. However, one innovation will be
the use of flexible rather than rigid reinforcing rods to
allow some "give" and prevent the cement blocks from moving.
Once this project is completed, only occasional
repointing of the outside of the wall will be necessary,
funds for which will come from the endowment income
designated for this purpose .
Thus, this project is more than one of mere historic
preservation, important as that is. It is a matter. of
protecting this significant architectural and literary site
so that we can continue to interpret It to the thousands of
visitors who have come here since Sts opening in 1910.

The House of the Seven Gables Settlement Association petitioned, prior to the filing deadline, the Dept. of
Environmental Protection for MGL Chapter 91 amnesty licensure for an existing rip-rap, bulkhead and fill placed prior to
January 1, 1984. No work is proposed hereby. In order to complete said filing,the Dept. requires this Request to be
filed in order that the Commission may place on record the existence of said structures and provide notice to the
Association that the structures lie within an Area Subject to Protection under the Act and that any future work shall
require the filing of a Notice of Intent. Whereas all structures are existing and no work is proposed at this time, request
is respectfully made for a negative Determination, box#2 whereby the area is within your jurisdiction however no work
is being proposed at this time.
