(Aggregate) has submitted a Request for Determination of Applicability (RDA) to receive a decision from the Salem Conservation Commission regarding the proposed construction of a vegetated berm on Aggregate's property along Swampscott Road in the City of Salem. During the Conservation Commission Meeting on July 25, 2013 there was some concern that the proposed project would increase runoff on to Swampscott Road. This was determined to not be the case; in fact, according to the attached engineering analysis the proposed project will reduce the amount of runoff volumes onto Swampscott Road. In addition, the Commission had mentioned that they preferred the use of silt fence and haybales along Swampscott Road in lieu of silt sock provided as a detail on the plan. Aggregate will install this if the Commission requests. Please review and distribute the enclosed engineering analysis conducted by Vaclav Talacko, P.E. from Hancock Associates to the Conservation Commission Members. This letter,serves as a request to be placed on the agenda at the next Conservation Commission Meeting to receive a determination from the Commission. About 300 feet of the bene is located in Salem. The purpose of the bene is to shield operations, improve view from the from the road and to contain storrnwater runoff on site. The berm"will be foamed and seeded on the street side and a row of arborvitae will be planted on top of the berm. In orderto analyze the drainage, we selected a design point in Swampscott'Road,:an existing catch basin located in a low spot north of the-proposed berm. Seethe attached Existing and Proposed Watershed Maps. The watershed area to the design point decreases by 37,567 square feet or about 40% because the berm will retain runoff on the quarry side. Enclosed Hydrocad calculations for existing and proposed conditions during 2, 10 and 100-year storm events indicate that the peak flows and runoff volumes decrease by approximately 50 %. The applicant is filing this RDA in orderto receive a decision from the Salem and Swampscott Conservation Commissions regarding the proposed construction of a vegetated berm located in the 100-foot buffer zone to Bordering ' Vegetated Wetland (BVW) known as Thompson's Meadow. 1.0 General Site Description ' The Swampscott Quarry is located at 30 Danvers/Swampscott Road in the City of Salem and the Town of Swampscott, Massachusetts. Aggregate operates the quarry and ' supporting activities at this facility. The project area is predominantly gravel with minimal vegetation. The northern portion of the area is gravel and the southern portion of the area consists of a rip rap lined Swale which conveys stormwater to a small holding pond. The eastern portion of this area consists of a gravel access road and the western portion of the area consists of gravel and concrete slabs which are remnants of former buildings in this area. The project area is bordered by a concrete slab which was part of the formergranules plant to the east, Danvers Road to the west, an existing vegetated berm to the south and bedrock outcrops to the north. Refer to Attachment B for a' Site,Location Map and Attachment D for Representative Photographs of the proposed project area. ' 2.0 Project Description The proposed beautification project includes construction of a vegetated berm on a portion of the property along Danvers/Swampscott Road in the City of Salem and the. Town of Swampscott. The proposed berm will be approximately 15 feet:high and will be vegetated along the Danvers/Swampscott Road side and will be stabilized with stone along the quarry side of the berm. This berm will provide a visual screening for individuals driving on Danvers ' Road. For additional screening, arborvitae bushes will be planted.on top of the proposed berm. Also, a 36"culvert pipe will be placed within the berm to convey stormwater from the rip rap lined Swale to the small holding pond located west of the berm. The construction of the berm is scheduled for the fall of 2013. The berm itself will be constructed of earthen material that will be transported from the quarry to the project area via quarry haul trucks. A loader and excavator will be used to form the berm along this portion of the property. Since the earthen material that will be used to construct the berm is located within the quarry there will be no stockpiling of material within.the project area, The ' project area is limited to the area shown on the project site plans. In addition, until the berm reaches final stabilization various temporary erosion and sediment controls will be installed. :These erosion and sediment controls include: the installation of erosion control blanket on the vegetated side of the berm; installation of silt bags within the municipal catch basins and hay bales around these catch basins to provide inlet protection on Danvers/Swampscott Road; and lastly, the installation of a silt sock at the toe of the slope of the vegetated portion of the berm. 3.0 Wetland Resource Area ATTACHMENT A-PROJECT SUMMARY - - Request for Determination of Applicability ' Aggregate industries 30 Danvers/Swampscott Road AGGREGATE Salem/Swampscott, MA IPage 2 of 3 INDUSTRIES July 2013 On Tuesday, June 18, 2013, a Hancock Associates Wetland Scientist visited the site to ' delineate a wetland system located northeast of the property, across Danvers/Swampscott Road. The edge of the wetland was located with reference to back edge of sidewalk and utility poles shown on a 2008 topographic plan prepared by Hancock Associates. A 100-foot ' regulatory buffer zone extends across the road and into the project area. The delineation was conducted in accordance with the 1987 Army Corps of Engineers Wetland Delineation Manual. ' Bordering Vegetated Wetland.- The etland:The delineated portion of BVW is.'located across Danvers/Swampscott 'Road northeast of the property boundary. The 100 foot buffer extends across the road and into the project area. The entire wetland :system appears to extend in the northeasterly direction. This wetland area is best characterized as an emergent ' marsh, and is defined by a distinct break in topography and presence of wetland plant species. Vegetation common to this wetland area includes Cattail (Typha latifolia) and Common Reed (Phragmites communis). Buffer Zone: Danvers/Swampscott Road is elevated from one (1) to ten (10) feet .above the wetland;generally banked in coarse crushed stone. This embankmentis overgrown. Vegetation common to this embankment are Asiatic Bittersweet (Celastrus orbiculatus), Staghorn Sumac (Rhus typhina), and Japanese Buckwheat (Polygonum cuspidatum). The transition from wetland to upland is clearly defined by changes in both dominant vegetation and topography. BLSF ' Bordering.Land Subject to Flooding(BLSF)is based upon the 100-year storm flood elevation,as determined by FEMA Flood Insurance Rate Maps. According to FEMA Flood Insurance Rate Map(Community Panel#25009CO531 F)dated July,3, 2012 ' for the City of Salem and the Town of Swampscott, the site is not located within the 1.00-year floodplain, but tate BVW across Danvers/Swampscott Road is located within Zone A. Refer to Attachment E for the FEMA Flood Insurance Map. ' Estimated habitat A review of the Massachusetts Natural Heritage and Endangered Species Program (NHESP)Atlas(MassGIS Datalayer)indicates that a portion of the proposed project is located within Priority Habitat 1242. This Polygon is associated with the Thompson's Meadow that is located off site. There have been no documented occurrences of rare, threatened, or endangered species or their habitats on the project site.
