The proposed work includes the replacement of a deteriorated stairway and deck as well as replacing a row of arborvitae with other native high value plantings. The proposed work is within 100 feet of bordering vegetated wetlands identified as salt water marsh, 200 feet of the Forest River, and 100 feet of the 100-year floodplain as shown on the preliminary FEMA Floodplain Maps, subject to jurisdiction under the local City of Salem Ordinance Chapter 50 Section 2. The proposed activities may be considered Minor Activities as defined under the Wetlands Protection Act, 310 CMR 10.02(2)(b)1.for conversion of existing residential lawn and other landscaped areas. The proposed deck replacement will include approximately less than 25 Square feet of existing lawn disturbance for the placement of concrete footings associated with the maximum anticipated deck size of 10 feet x 24 feet (240 SF). Existing shrubs will be flush cut as to limit the disturbance of the ground surface. Native species will be replanted along the former arborvitae bed (i.e. Winter Berry, Service Berry, and Creeping Juniper). A reduction in deck size may be considered based upon material and labor costs for the spring 2014 construction season. Work should be conducted over an approximate 2 month timeframe. Excavated materials will be stored under a tarp during construction and removed as necessary. Disturbed soils will be loam and seeded immediately following construction.
