Area Description(use additional paper, if necessary): The work will take place within the eastern portion of the existing paved parking lot of the 4.2 acre parcel located at the northeast corner of Paradise Road and Vinnin Street, Salem, MA, as shown on the attached U.S.G.S. Work Description (use additional paper and/or provide plan(s)of work, if necessary): The work includes the addition of a 40 square foot drive-thru ATM feature, minimal curbing modifications to allow for a drive-thru lane and associated parking lot striping, as shown on the attached Site Plan. The work will not include underground utility excavations, will not change the volume or direction of stormwater flow, will be located completely within the existing paved parking area, and will not disturb pervious areas. The work within the 100' Buffer Zone of Tedescho Pond, located to the northeast of the property includes the addition of pavement markings and a small concrete traffic island in order to allow for the construction of the proposed drive-thru ATM. In all cases, existing grades will be maintained eliminating the need for regrading activities. The proposed work will not alter any portion of the vegetated Buffer between the existing parking lot and Tedescho Pond. The Pond is not a certified vernal pool and is not mapped on the MA Natural Heritage Atlas of Estimated Habitat of State-listed Rare Wetlands Wildlife. Because no grading or paving is proposed, no alteration to the existing Stormwater Management system is required per DEP Stormwater standards. Appropriate sediment control measures, including haybale filters for catch basin inlet controls are proposed as described in detail on the attached site plans wpaforml Acc•rev.02100. DEP's Buffer Zone Policy(99-1)states that the issuing authority(Salem Conservation Commission) shall presume that activities are eligible for a Negative Determination of Applicability if the activities propose to alter less than 5,000 sq. ft. or 10%of the Buffer Zone on the lot(whichever is less), maintain a 50'wide area of undisturbed vegetation in the Buffer Zone, provide stormwater management according to DEP standards, are located within a Buffer Zone that does not border an Outstanding Resource Water or Estimated Habitat Map of State-listed Rare Wetlands Wildlife, and include erosion and sedimentation controls. The proposed project meets all these requirements, as described further on the site plan. 3. a.
