Proposed work consists of the construction of a proposed storage building, approximately 720 square feet, as an addition to an existing one-story commercial building. Work will be conducted within the 100-foot buffer zone to Coastal Bank, within the Riverfront Area associated with the North River Canal, and within Land Subject to Coastal Storm Flowage. Wetland Resource Areas Coastal Bank The northwestern edge of the property is bounded by a developed Coastal Bank to the North River Canal. The Coastal Bank consists of a 1-foot wide wooden retaining wall. As such, no work or any other alteration will be performed within the Coastal Bank. Land Subject to Coastal Storm Flowage (LSCSF) By definition in the Wetlands Protection Act, Land Subject to Coastal Storm Flowage means, "land subject to any inundation caused by coastal storms up to and including that caused by the 100-year storm" (310 CMR 10.04). The Flood Insurance Rate Map (FIRM) of Salem, MA, Community Panel Number 250102 000113, dated August 5, 1985, shows the entire property to be within the 100-year floodplain. Since the North River is subject to tidal action, the 100-year floodplain is regulated as Land Subject to Coastal Storm Flowage. Approximately 3,000 square feet of LSCSF will be altered for the construction of the proposed storage building. Riverfront Area A 200-foot Riverfront Area extends from the banks of the North River Canal, located on the northwest boundary of the subject property. Approximately 3,000 square feet of Riverfront Area will be disturbed for the construction of the proposed addition and gravel parking areas. The proposed addition will be constructed on a small (3,142 square feet, or 0.072 acre) parcel of land previously owned by the Commonwealth (Parcel SR-1), and purchased by the applicant (Gabriel P. Rossi, Jr. Trustee, G & M Realty Trust) in 2001. Parcel SR-1 was purchased by the applicant for the purpose of a needed expansion of the O'Rourke Brothers Memorials establishment, located immediately adjacent to the project site on North Street. Parcel SR 1 was subject to an Order of Taking in 1987, by the Massachusetts Department of Public Works, for the highway purposes. The parcel was formally declared excess to highway needs in 1998, and the deed was released to the applicant in 2001. For the purpose of the proposed project, the parcel £ r Notice of Intent 11 73 North Street Salem,MA P was combined with the existing O'Rourke Brothers Memorials site. With the addition of Parcel , Fr SR-1,the project site is 11,469 square feet(0.26 acre) in size. The proposed project will alter approximately 3,000 square feet of Riverfront Area, which is below the 5,000 square-foot maximum alteration threshold set forth in Section 10.58 (4)(d)(1) of the Massachusetts Wetlands Protection Act Regulations for the avoidance of significant impact to Riverfiont Area. The site is currently developed and disturbed by the existing building and ` surrounding weedy groundcover vegetation (see attached Site Photographs), and is being proposed as a Redevelopment Project under current DEP Stormwater Policy. Stormwater will be managed from the site in compliance with DEP Stormwater Policy for Redevelopment Projects (see Supplementary Engineering Calculations). The entire project site, including the existing O'Rourke Brothers Memorials building, is located within 100 feet of the North River Canal. Due to the existing weedy groundcover vegetation in the proposed construction area, the project site lacks significant wildlife habitat as defined in the Massachusetts Wetlands Protection Act. Therefore, the project will not impair the capacity of the Riverfront Area to provide important wildlife habitat functions. The proposed stormwater management system and construction- period measures will protect groundwater and surface water quality. Due to the location of the project site and existing building, the project cannot proceed without the alteration of land within 100 feet of the edge of the North River Canal. Therefore, the project cannot maintain a 100-foot wide area of undisturbed vegetation to the North River Canal. Despite the ability to provide this area of undisturbed vegetation, the proposed project has been designed to result in no significant adverse impact to Riverfront Area associated with the North River Canal. As discussed above, the proposed construction area currently lacks significant wildlife habitat as defined under the Act. The North River Canal is not important to the protection of public and private water supply. The proposed stormwater management system has been designed to protect ground water supply, provide flood control and storm damage prevention, and prevent pollution. In addition, the existing canal retaining walls will not be altered, and will continue to provide flood control and storm damage prevention. The water quality components of the stormwater management system will protect downstream shellfish and fisheries resources. Because of project design, the interests of the Act will be protected. Buffer Zone The project site contains a 100-foot buffer zone associated with the Bank of the North River Canal. The 100-foot discretionary buffer zone is not itself considered a resource area under the Wetlands Protection Act (310 CMR 10.00). Approximately 3,000 square feet of buffer zone will be altered for the proposed storage building and gravel parking area. Measures to Protect Wetland Resource Areas As proposed, effective construction-related erosion and sediment controls will be implemented such that adverse impacts to resources areas will be minimized and the Interests of the Wetlands . Protection Act upheld. All efforts will be made to avoid impacts to resource areas on-site and . Notice of Intent 12 73 North Sheet Salem,MA 'iri Y 105NN A, ,.f,. } adjacent to the proposed project. The project, as proposed, is designed to protect the interests of the Wetlands Protection Act as defined by 310 CMR 10.01 (2). Limit of Work In order to protect the wetland resource areas, the boundaries of work zone will be staked'and flagged conspicuously. Prior to construction, an erosion control barrier consisting of hay bales r and silt fencing will be erected at the limit of work in the Buffer Zone. Sei i)nentadon and Erosion Control Control of erosion and the resulting sedimentation will be achieved through the use of structural and vegetative methods. Along the limits of work, an erosion control barrier consisting of haybales and silt fencing will be installed. Deposited sediment collected by the erosion control measures will be removed periodically. The proposed plan will minimize the exposure of areas during construction in order to minimize the erosion process. In addition, all disturbed areas shall be stabilized following construction. TABLE OF CONTENTS, PAGES . INTRODUCTION AND METHODOLOGY SUMMARY OF RESULTS y Hydrology Summary for 2,10, and 100-year, 24-hr. storms - MDEP STORMWATER MANAGEMENT FORM 3-4 Appendix: • DRAINAGE COMPUTATIONS 5-15 • RAINFALL DATA 16-18 • WATER QUALITY VOLUME CALCULATIONS 19 • INFILTRATION CHAMBERS SPECIFICATIONS 20 VIM L DESCRIPTION OF EXISTING DRAINAGE FEATURES. The existing property currently consists of 0.26 acres of developed commercial property, situated along the North River Canal. The property consist of a 1 story concrete building, bituminous concrete and grass. The existing site slope is approximately 1% and shows no erosion. Drainage for this area flows towards the southwest portion of the lot. The primary hydrologic soil group in this area consists of Urban fill(Type Ur). 2. DESCRIPTION OF PROPOSED DRAINAGE FEATURES. The proposed drainage system will direct all of the proposed roof runoff into proposed infiltration chambers situated on the southwest portion of the lot. The two chambers shall have an overflow opening on the downspout, which will direct overflow onto a gravel surface in a southwesterly direction. The existing roof surfaces shall remain unchanged and continue to discharge from roof drains in a southwesterly direction.. 3. PEAK STORM DISCHARGE SUMMARY. The purpose of stormwater modeling is to determine how effectively a proposed drainage system will be able to reduce or hold constant the amount of stormwater runoff leaving a developed site. To achieve this goal, the HydroCAD 3.2 Stormwater Modeling System was utilized to determine the runoff rates for the 2, 10 and 100-year Type II storm events. The HydroCAD system is based on the U.S.D.A. Soil Conservation Services Technical Release 20, a unit hydrograph procedure. The addition of impervious area potentially generates a greater amount of stormwater runoff. In order.to reduce the stormwater runoff produced by the development of the site, additional drainage pipes, and structures have been incorporated to reroute stormwater runoff; effectively increasing times of concentration, thus spreading out over time the various peak flows discharging offsite. The following table is a summary of the peak flows generated by the 2, 10 and 100-year storm events for both pre and post development flows. 24 hour rainfall frequencies utilized for this report are the result of Cornell University Technical Publication No. RR 93-5 dated 9/93. Based on the results below, no changes in upstream and downstream flooding are anticipated. Although the table depicts a decrease in rate for pre-development to post-development conditions, we feel the total volume of water supplied to the existing drainage system and ` wetland resource areas will not be decreased appreciably. We do not anticipate an PP Y• P Y negative impacts on downstream wetlands and vegetation. The design of the systems in accordance with the DEP Guidelines lead to the rate decrease shown due to the multiple BMP concept and its effect on those rates. Although, the proposed storm water infiltrators do not seem to be needed for this particular project from a technical design stand point, Hancock has included them due to State regulations regarding river front lands. As long as Hancock will certify there will be no negative impacts due to the installation of the infiltrators and tidal flooding that occurs several times each year, the Engineering Department see no further reason to prevent this project from going forward. The soil is classified as urban land (Udorthents). These areas have been excavated or filled and are normally located on uplands or outwash plains. Coarse fragments make up 0 to 50 percent of the soil and the C horizon mainly ranges from loamy very fine sand to sandy loam to loam. With this type of C horizon, the percability of the soil should be sufficient to infiltrate the roof runoff from the proposed storage building. However the infiltrators were designed to contain a storage volume of 176 C.F. (2-year storm), and no credit is taken for the 234 S.F. of infiltration area they also create, which should be sufficient to exfiltrate the incoming runoff, since the area of the proposed building is only 720 S.F.
