DCAM has been working closely with the City of Salem and members of the community to make a project which works best for the City and its citizens. In an effort to reach consensus about this project, several meetings were held to solicit input, both in writing and as public comment. Ultimately,this input helps make for a better project. We received a lot of valuable feedback and numerous insightful suggestions, and DCAM's designer(Earth Tech) incorporated as many of these suggestions as possible. Pedestrian issues were of major concern to local groups. In response to these concerns,one of the changes we made was the incorporation of a continuous sidewalk along the north side of the interior of the West Ramp. This creates additional accessible and safe pedestrian access routes from North Street to Bridge Street. Currently, the sidewalk is interrupted between North Street and Bridge Street. (Please see Attachment A for the area of detail; Attachment B shows the previous proposed conditions and Attachment C reflects the current revised Proposed Plan.) A small portion of this new sidewalk and associated ramp widening is within the flood limit of Zone A. This results in a net increase to impervious pavement of 136 SF from our previous proposed plan.While the sidewalk and ramp widening increases impervious area, we intend to mitigate this increase by changing the median island within the flood limit of Zone A from cement concrete to a pervious stone material.The Division of Capital Asset Management—North Street Reconstruction Project July 23,2007 p, 1 area of the median island change is 163SF.This mitigation results in a net"decrease"of 27SF to impervious pavement within the limits of Zone A. In order to maintain vertical grades and not impact flood storage the design includes these additional measures: The new sidewalk will follow existing grades and drain away from the curbline of the ramp towards the infield of the loop ramp; and Other work within the limits of Zone A will match existing grades.
