Thank you for getting back to me so quickly.
We estimate the boring in Bridge Street near the"Bait Shop"will be performed the week of 4/28/08 or the week of
5/5/08.
As you say this is a minor activity and I will alert you to the exact date that this will occur.
From that boring information we will be designing a relocation/upgrade of an existing 12" sewer line.
The existing sewer line currently runs from North Street at the West Ramp, through the East Ramp infield, to the
sewer line in Bridge Street at the base of the East Ramp.
The new line will run from the same manhole in North Street, through the infield of the West Ramp to the same
sewer line in Bridge Street and connect in the area of the`Bait Shop'.
I will contact you again as the design is advanced on the sewer line.

Dear Ms. Duques:
I am writing to notify the Conservation Commission that there has been a minor modification to the North
Street Reconstruction Project within the limits of the project which has already been before the
Commission.
DCAM has been working closely with the City of Salem and members of the community to make a project
which works best for the City and its citizens. In an effort to reach consensus about this project, several
meetings were held to solicit input, both in writing and as public comment. Ultimately,this input helps
make for a better project. We received a lot of valuable feedback and numerous insightful suggestions,
and DCAM's designer(Earth Tech) incorporated as many of these suggestions as possible.
Pedestrian issues were of major concern to local groups. In response to these concerns,one of the changes
we made was the incorporation of a continuous sidewalk along the north side of the interior of the West
Ramp. This creates additional accessible and safe pedestrian access routes from North Street to Bridge
Street. Currently, the sidewalk is interrupted between North Street and Bridge Street. (Please see
Attachment A for the area of detail; Attachment B shows the previous proposed conditions and Attachment
C reflects the current revised Proposed Plan.)
A small portion of this new sidewalk and associated ramp widening is within the flood limit of Zone A.
This results in a net increase to impervious pavement of 136 SF from our previous proposed plan.While
the sidewalk and ramp widening increases impervious area, we intend to mitigate this increase by changing
the median island within the flood limit of Zone A from cement concrete to a pervious stone material.The

area of the median island change is 163SF.This mitigation results in a net"decrease"of 27SF to
impervious pavement within the limits of Zone A.
In order to maintain vertical grades and not impact flood storage the design includes these additional
measures:
The new sidewalk will follow existing grades and drain away from the curbline of the ramp
towards the infield of the loop ramp; and
Other work within the limits of Zone A will match existing grades.
Given these measures,the result is no net impact to Zone A for the project.
I respectfully request that the Conservation Commission find that this change is minor, and the information
provided sufficient for a Notice of Project Change. I would be more than happy to provide additional
information if required.

As you are aware, at the last Conservation Commission Meeting, held July 26, 2007, the
Commission approved your request for a Notice of Project change to an existing
Determination of Applicability.
The approved minor modification in your proposed project was to install a new sidewalk
along the north side of the interior of the West Ramp and change the existing median
island from concrete to a pervious stone material. According to your letter dated July 23,
2007 notifying the Commission of the minor modification described above, the
mitigation work described results in a net decrease of 27 square feet to impervious
pavement within the limits of Zone A. Additional work described in the letter speak of
the new sidewalk following existing grades and drain away from the surbline of the ramp
towards the infield of the loop ramp; and other work within the limits of Zone A will
match existing grades. The Commission encourages DCAM to continue to find ways to
accommodate stormwater runoff within this area including reducing quantity and
improving quality that eventually enters resource areas. Time Commission approved the
modification to the original Determination of Applicability which had been voted on at
the regularly scheduled meeting held June 14, 2007.
The Special Conditions issued under the Determination of Applicability apply to this
modified project. Revised plans shall be submitted to DEP's Wetland Division at the
Wilmington office.

Failure by the applicant to send copies in a timely manner may result in dismissal of the Request for
