Work may then proceed at the owner's risk only upon notice to the Department and to the Conservation Commission. Unfortunately I am unable to attend your meeting tonight due to a prior commitment but wanted to nonetheless express our support for the work on Marlborough Road and the proposed changes/revisions for the Marlborough Road RDA previously approved. As Nick will explain in his presentation, we seek to alter the planned and approved new outfall location to that of the location of the existing storm water drain in the same relative location. This revision limits the need to expand the edge of the wetlands, eliminates the need to take parkland and will allow better maintenance of the drainage system, both existing and new. On October 4, 2000,Earth Tech verified the wetland boundaries previously delineated by Rust. Any wetland resource areas identified were delineated in accordance with the Massachusetts Wetlands Protection Act (MWPA) (M.G.L. Chapter 131, Section 40) and Regulations (310 CMR 10.00), Massachusetts Department of Environmental Protection (DEP) Policy 95-1 and the Army Corps of Engineers Wetlands Delineation Manual (1987). All of these methods utilize the three-parameter approach for delineating vegetated wetland areas. The three parameters include the presence of hydric soils, hydric vegetation and hydrology. To delineate and verify the wetland boundaries in the field, Earth Tech scientists used pink flagging tape labeled"Wetland Delineation". These flags were numbered sequentially to allow for proper identification of each wetland resource area. All wetlands occurring within a 100-foot study corridor from the edge of road pavement were delineated. Secondary data sources utilized prior to the wetland investigations and delineations included the following: • United States Geological Survey(USGS) topographic map (See Figure A-1). • United States Department of Interior, Fish and Wildlife Service, National Wetland Inventory (NWI)map. • Natural Resource Conservation Service (MRCS) Soil Survey map. • Federal Emergency Management Agency(FEMA)map. • Massachusetts Natural Heritage Atlas of Estimated Habitats for Rare Wetland Wildlife and Priority Sites of Rare Species Habitats and Exemplary Natural Communities(2000-2001 Edition). Wetland resource areas in the vicinity of the project route consist of Bordering Vegetated Wetlands (BVW). A total of four wetland areas were delineated. Two of these wetland areas are located along the west side of the road and two wetlands are located along the east side of Marlborough Road. No work is proposed to occur within any of the wetlands identified near the project area. Wetland 1 Wetland 1 is defined as a BVW and is located approximately 1,300 feet north of the intersection of Marlborough Road and Route 107, on the east side of Marlborough Road. Wetland 1 is also adjacent to McGrath Park and the New England Power Company(NEPCo)ROW. Wetland 1 drains towards Forest River. Dominant vegetation present in Wetland 1 includes common reed (Phragmites australis), purple loosestrife, and willow (Salix sp.). Soils displayed a high chroma (10YR 5/4) in the first 15 inches, however, soils were gleyed at 15 inches and deeper. Wetland 1 appears to have been altered by construction activities associated with McGrath Park, the NEPCo right-of- way, and original construction of Marlborough Road. The boundary of Wetland 1 is well defined by an abrupt break in slope. The soils are mapped as Freetown Muck. Hydrology is best described as seasonally saturated with some areas possibly being seasonally flooded. During the time of field verification by Earth Tech, no standing water was present,and the soil was dry. Wetland 2 Wetland 2 is located approximately 6,500 feet north Wetland 4, on the east side of Marlborough Road. Wetland 2 is a well-defined drainage channel. The primary hydrologic input for this wetland is road runoff from Marlborough Road. This wetland is culverted beneath the road, but has no outlet on the western side of the road. Wetland 2 drains towards Forest River. Wetland 2 is primarily a drainage channel and does not support a diverse or dense vegetative community. Dominant vegetation present in Wetland 2 includes Arrowwood (Viburnum recognitum), red maple, and spotted jewelweed (Impatiens capensis). Soils were not analyzed for this wetland, however, the channel substrate consists of silty muck. Hydrology is best described as temporarily flooded. During the time of field verification by Earth Tech, standing water was present and was supporting a thriving population of iron reducing bacteria. This bacteria creates a viscous, bright orange mass on the surface of slow moving or stagnant waterbodies rich in iron. Wetland 3 Wetland 3 is defined as a BVW and is located approximately 210 feet north of Outlook Avenue on the western side of Marlborough Road. Wetland 3 receives road runoff from Marlborough Road and is associated with an intermittent stream (determined by USGS Topographic map - See Figure A-1, Site Locus) which is culverted beneath the road,but has no outlet within 100 feet of the western side of the road. Wetland 3 drains towards Strongwater Brook. Wetland 3 is best classified as an emergent wetland. Dominant vegetation present in Wetland 3 includes purple loosestrife, beggar ticks (Bidens connata), soft rush (Juncus effusus), sedge (Carex scoparia), and Joe-pye weed (Eupatorium maculatum). Soils were not analyzed for this wetland, however, the wetland edge is well defined by topography. Soils in this wetland are mapped as Swansea Mucky Peat. Hydrology is best described as seasonally saturated for the BVW, and semi- Project Narrative Page 5-10 F.Iwinword1Sa1emWDAnarr.doc y permanently flooded for the intermittent stream that passes through the center of the BVW. During the time of field verification by Earth Tech, swift moving water was coursing through the intermittent stream channel. Wetland 4 Wetland 4 is defined as a BVW and is located approximately 700 feet north of the intersection of Marlborough Road and Route 107, on the west side of Marlborough Road. Wetland 4 is located approximately 65 feet from the edge of pavement of Marlborough Road. This BVW borders on a pond, which drains towards Forest River. Wetland 4 is best classified as a forested wetland. Dominant vegetation present in Wetland 4 includes red maple (Acer rubrum), american elm (Ulmus americana), red alder (alnus rugosa), sensitive fern (Onoclea sensibilis), and purple loosestrife. Soils are mineral in composition and gleyed within 18 inches of the surface. In some wetter areas of the wetland, a thick muck/organic horizon of 5 or less inches is present. These soils are mapped as Swansea Mucky Peat. Hydrology is best described as seasonally flooded. During the time of field verification by Earth Tech, soils were saturated to the surface,but no standing water was present. 200-Foot Riverfront Area Approximately 206 square meters (2,216 square feet) of construction activity will be located within the 200-foot Riverfront Area associated with Strongwater Brook (see plan sheets 9 and 10 of 13). The extent of the Riverfront Area associated with Strongwater Brook was determined by measuring a distance of 200 feet from the mean high water line. For purposes of defining the boundaries of 200-foot Riverfront Area, the mean high water line was determined by aerial photography FEMA flood maps, and USGS topographic maps. A field delineation and survey of the mean high water line was not possible in this area due to access restrictions. Due to the location of the existing roadway and the necessity for roadway improvements, the project will involve work within the Riverfront Area. Impacts to the riverfront area have been minimized and will be limited to installation of paved sidewalk and supporting slopes. However, before the commencement of construction, appropriate erosion and sediment controls will be installed along the limits of work within the riverfront area. Project Narrative Page 6.10 F.Iwinwor&SaleWRDAnarr.doc 100-Foot Buffer Zone Approximately 695 square meters (7,480 square feet) of the project activities will be located within 100-foot Buffer Zone of Bordering Vegetated Wetland. Appropriate erosion and sediment controls will be installed along the limits of work in all buffer zone areas to prevent erosion and sedimentation to nearby wetlands. 3.0 Proposed Improvements The proposed work will occur primarily within the existing Marlborough Road right- of-way. Following are descriptions of the proposed road improvements. 3.1 Roadway Rehabilitation Roadway rehabilitation will include cold planing the roadway surface, overlaying a variable depth leveling course, and providing a 60-millimeter course of bituminous concrete to improve traveling conditions. The cold planing and overlaying operation will proceed in accordance with MassHighway Standard Specifications. Additionally, minimum travel lane widths of 3.75 meters and a usable right shoulder width of 1.25 meters will be provided. In areas where substandard geometry exists, such as the horizontal curve between Cloverdale Avenue and Vista Avenue and north of Vista Avenue, the roadway alignment will be shifted by as much as two meters (6.6 feet) to provide for adequate sight distances. The net change in pavement width is within 0.5 to one meter. Concrete sidewalks two meters (6.6 feet) in width will be located on each side of the roadway. Wheelchair ramps will be provided in accordance with MassHighway wheelchair ramp standards. Intersections along Marlborough Road will be minimally redesigned. This will include relocating utility poles and other physical impediments to allow for safer access to approaching traffic. Curve radii will also be redesigned to allow safer turning movements to and from residential side streets. Intersections will be clearly delineated,with signing and edge lines. 3.2 Drainage Improvements and Modications Site constraints including, the ROW and dense residential development limit the opportunities for significant drainage improvements. However, where possible, Best Management Practices (BMPs) have been incorporated in an effort to meet the standards to the greatest extent practicable. Drainage modifications and rehabilitative work will include the replacement of the existing trunk line and the installation of new deep sump catch basins, as well as, revisions to the roadway grading and alignment. The existing trunk line is currently undersized and therefore inadequate to handle storm flows. Additionally, drainAge design improvements are proposed at three outfall locations to mitigate erosion problems and assist in the removal of total suspended solids. Project Narrative Page 7-10 F.Iwinwor&SalemlRDAnarrdoe A stone apron and grass swale will be provided at the outfall at Station 4+42± adjacent to Wetland 1, to decrease runoff velocity and to provide for treatment of stormwater runoff. A new outfall with a stone stilling basin will be installed at Station 11+50+. This outfall is adjacent to the existing outfall pipe at Wetland 3. The stilling basin will mitigate runoff velocity and will provide a settling area. Outlet No. 1: Sta 4+40 Marlborough Road This portion of the existing road is intermittently curbed, with discontinuous sidewalks. The improvements will provide a replacement drainage system with full curbing and continuous sidewalks on both sides of the road. All proposed catch basins will have deep sumps. The existing outfall pipe is too small for the new drain system and currently discharges directly to a nearby BVW. A new outfall pipe and grass swale will be constructed in the existing New England Power Easement to allow for treatment of stormwater before discharge to the wetland. Outlet No. 2: Sta 8+65 Marlborough Road This portion of the existing road is intermittently curbed, with discontinuous sidewalks on one side of the road. The improvements will provide a replacement drainage system with full curbing and continuous sidewalks on both sides of the road. All proposed catch basins will have deep sumps. The existing outfall pipe is too small for the new drain system. This outfall pipe currently discharges to an upland area and drains towards Strongwater Brook. A new outfall pipe will be excavated along the alignment of the existing pipe. Appropriate riprap will be placed at the end of the new pipe for velocity dissipation and to eliminate the potential for erosion at the outfall. Outlet No.3: Sta 11+48 and 11+53 Marlborough Road This portion of the existing road is intermittently curbed, with discontinuous sidewalks on one side of the road. The improvements will provide a replacement drainage system with full curbing and continuous sidewalks on both sides of the road. All proposed catch basins will have deep sumps. Runoff from the area, north of the existing 36-inch outfall pipe (Outlet No. 3), will be discharged through a manhole into the existing outfall pipe. Runoff from the area, south of the existing outfall pipe, will be discharged through a new 18-inch outfall pipe (Outlet No. 3A) into a stilling basin adjacent to Wetland 3. The stilling basin will then direct the flow to the wetland. The improvements will provide a replacement drainage system with full curbing and continuous sidewalks on both sides of the road. All proposed catch basins will have deep sumps. The existing outfall pipe is adequate for the new drainage pipe system. 3.3 Sidewalk Construction Currently, sidewalk along Marlborough Road exists in discontinuous strips along the east side of the Road, and pedestrian travel along the road is hazardous. Curbed, paved sidewalks are proposed for the both sides and entire length of the road. Additionally, pedestrian traffic signals will be installed at McGrath Park and 45 meters(147 feet) south of South Street. 4.0 Potential Impacts and Proposed Mitigation The following section provides a brief discussion of the potential impacts and proposed mitigation associated with work in the resource area of 200-foot Riverfront Area, and within the 100-foot Buffer Zone of BVW. The assessment of impacts is relative to the characteristics that contribute to the protection of the interests of the Act. 4.1 200 foot Riverfront Area Approximately 206 square meters (2,216 square feet) of construction activity will be located in 200-foot Riverfront Area associated with Strongwater Brook. Work proposed within Riverfront Area consists of the construction of sidewalk and stabilizing slopes. Before the commencement of construction, appropriate erosion and sediment controls will be installed along the limits of work within the riverfront area. The riverfront area within which work will occur is characterized by moderately dense residential development. Sidewalks within the riverfront area will be installed between existing residences and Marlborough Road, and will not have any adverse impacts on Strongwater Brook. 4.2 100 foot Buffer Zone As mentioned earlier, portions of the project activities will be located within the 100- foot Buffer Zone of BVW. In these areas, erosion and sedimentation controls, consisting of staked hay bales and/or silt fence will be installed along the limits of work before construction commences. The erosion and sedimentation controls will be inspected regularly to ensure that they are functioning properly. At the time of inspection, any damaged hay bales and/or silt fence will be replaced. Activities proposed in the buffer zone of BVW include site clearing, grading, and paving, as shown on the attached plans. In buffer zones, these slopes will be seeded with a standard conservation seed mix to protect against erosion of the slopes. 5.0 Summary The proposed Marlborough Road Improvement project has been designed to avoid adverse impacts to state resource areas. Where avoidance of resource areas is not possible, the project has been designed to minimize impacts. • Within 100-foot buffer zone to BVW and 200-foot Riverfront Area, erosion and sediment control devices will be installed along the limits of work to contain any sediments and minimize erosion. These erosion and sediment control devices will also serve to clearly demarcate the area of work. • No work will occur within BVW, and work within Riverfront Area will be kept to a minimum. • Drainage system improvements include the installation of deep sump catch basins. These basins are an improvement over the existing basins, as they are designed to trap a greater amount of suspended solids. On October 4, 2000, Earth Tech verified the wetland boundaries previously delineated by Rust. Any wetland resource areas identified were delineated in accordance with the Massachusetts Wetlands Protection Act (MWPA) (M.G.L. Chapter 131, Section 40) and Regulations (310 CMR 10.00), Massachusetts Department of Environmental Protection (DEP) Policy 95-1 and the Army Corps of Engineers Wetlands Delineation Manual (1987). All of these methods utilize the three-parameter approach for delineating vegetated wetland areas. The three parameters include the presence of hydric soils, hydric vegetation and hydrology. To delineate and verify the wetland boundaries in the field, Earth Tech scientists used pink flagging tape labeled "Wetland Delineation". These flags were numbered sequentially to allow for proper identification of each wetland resource area. All wetlands occurring within a 100-foot study corridor from the edge of road pavement were delineated. Secondary data sources utilized prior to the wetland investigations and delineations included the following: • United States Geological Survey(USGS) topographic map(See Figure A-1). • United States Department of Interior, Fish and Wildlife Service, National Wetland Inventory(NWI) map. • Natural Resource Conservation Service CS Soil Survey map. p • Federal Emergency Management Agency(FEMA) map. • Massachusetts Natural Heritage Atlas of Estimated Habitats for Rare Wetland Wildlife and Priority Sites of Rare Species Habitats and Exemplary Natural Communities(2000-2001 Edition). Wetland resource areas in the vicinity of the project route consist of Bordering Vegetated Wetlands (BVW). A total of four wetland areas were delineated. Two of these wetland areas are located along the west side of the road and two wetlands are located along the east side of Marlborough Road. No work is proposed to occur within any of the wetlands identified near the project area. Wetland 1 Wetland 1 is defined as a BVW and is located approximately 1,300 feet north of the intersection of Marlborough Road and Route 107, on the east side of Marlborough Road. Wetland I is also adjacent to McGrath Park and the New England Power Company (NEPCo)ROW. Wetland 1 drains towards Forest River. Dominant vegetation present in Wetland 1 includes common reed (Phragmites australis), purple loosestrife, and willow (Salix sp.). Soils displayed a high chroma (IOYR 5/4) in the first 15 inches, however, soils were gleyed at 15 inches and deeper. Wetland 1 appears to have been altered by construction activities associated with McGrath Park, the NEPCo right-of- way, and original construction of Marlborough Road. The boundary of Wetland 1 is well defined by an abrupt break in slope. The soils are mapped as Freetown Muck. Hydrology is best described as seasonally saturated with some areas possibly being seasonally flooded. During the time of field verification by Earth Tech, no standing water was present,and the soil was dry. Wetland 2 Wetland 2 is located approximately 6,500 feet north Wetland 4, on the east side of Marlborough Road. Wetland 2 is a well-defined drainage channel. The primary hydrologic input for this wetland is road runoff from Marlborough Road. This wetland is culverted beneath the road, but has no outlet on the western side of the road. Wetland 2 drains towards Forest River. Wetland 2 is primarily a drainage channel and does not support a diverse or dense . vegetative community. Dominant vegetation present in Wetland 2 includes Arrowwood (Viburnum recognitum), red maple, and spotted jewelweed (Impatiens capensis). Soils were not analyzed for this wetland, however, the channel substrate consists of silty muck. Hydrology is best described as temporarily flooded. During the time of field verification by Earth Tech, standing water was present and was supporting a thriving population of iron reducing bacteria. This bacteria creates a viscous, bright orange mass on the surface of slow moving or stagnant waterbodies rich in iron. Wetland 3 Wetland 3 is defined as a BVW and is located approximately 210 feet north of Outlook Avenue on the western side of Marlborough Road. Wetland 3 receives road runoff from Marlborough Road and is associated with an intermittent stream (determined by USGS Topographic map - See Figure A-1, Site Locus) which is culverted beneath the road, but has no outlet within 100 feet of the western side of the road. Wetland 3 drains towards Strongwater Brook. Wetland 3 is best classified as an emergent wetland. Dominant vegetation present in Wetland 3 includes purple loosestrife, beggar ticks (Bidens connata), soft rush (Juncus effusus), sedge (Carex scoparia), and Joe-pye weed (Eupatorium maculatum). Soils were not analyzed for this wetland, however, the wetland edge is well defined by topography. Soils in this wetland are mapped as Swansea Mucky Peat. During the time of field verification by Earth Tech, swift moving water was coursing through the intermittent stream channel. Wetland 4 Wetland 4 is defined as a BVW and is located approximately 700 feet north of the intersection of Marlborough Road and Route 107, on the west side of Marlborough Road. Wetland 4 is located approximately 65 feet from the edge of pavement of Marlborough Road. This BVW borders on a pond, which drains towards Forest River. Wetland 4 is best classified as a forested wetland. Dominant vegetation present in Wetland 4 includes red maple (Acer rubrum), american elm (Ulmus americana), red alder (alnus rugosa), sensitive fern (Onoclea sensibilis), and purple loosestrife. Soils are mineral in composition and gleyed within 18 inches of the surface. In some wetter areas of the wetland, a thick muck/organic horizon of 5 or less inches is present. These soils are mapped as Swansea Mucky Peat. Hydrology is best described as seasonally flooded. During the time of field verification by Earth Tech, soils were saturated to the surface,but no standing water was present. 200-Foot Riverfront Area Approximately 206 square meters (2,216 square feet) of construction activity will be located within the 200-foot Riverfront Area associated with Strongwater Brook (see plan sheets 9 and 10 of 13). The extent of the Riverfront Area associated with Strongwater Brook was determined by measuring a distance of 200 feet from the mean high water line. For purposes of defining the boundaries of 200-foot Riverfront Area, the mean high,water line was determined by aerial photography FEMA flood maps, and USGS topographic maps. A field delineation and survey of the mean high water line was not possible in this area due to access restrictions. Due to the location of the existing roadway and the necessity for roadway improvements, the project will involve work within the Riverfront Area. Impacts to the riverfront area have been minimized and will be limited to installation of paved sidewalk and supporting slopes. However, before the commencement of construction, appropriate erosion and sediment controls will be installed along.the limits of work within the riverfront area. Project Narrative Page G./0 F.�winwor&SaletnIRDAnarr.do 100-Foot Buffer Zone Approximately 695 square meters (7,480 square feet) of the project activities will be located within 100-foot Buffer Zone of Bordering Vegetated Wetland. Appropriate erosion and sediment controls will be installed along the limits of work in all buffer zone areas to prevent erosion and sedimentation to nearby wetlands. 3.0 Proposed Improvements The proposed work will occur primarily within the existing Marlborough Road right- of-way. Following are descriptions of the proposed road improvements. 3.1 Roadway Rehabilitation Roadway rehabilitation will include cold planing the roadway surface, overlaying a variable depth leveling course, and providing a 60-millimeter course of bituminous concrete to improve traveling conditions. The cold planing and overlaying operation will proceed in accordance with MassHighway Standard Specifications. Additionally, minimum travel lane widths of 3.75 meters and a usable right shoulder width of 1.25 meters will be provided. In areas where substandard geometry exists, such as the horizontal curve between Cloverdale Avenue and Vista Avenue and north of Vista Avenue, the roadway alignment will be shifted by as much as two meters (6.6 feet) to provide for adequate sight distances. The net change in pavement width is within 0.5 to one meter. Concrete sidewalks two meters (6.6 feet) in width will be located on each side of the roadway. Wheelchair ramps will be provided in accordance with MassHighway wheelchair ramp standards. Intersections along Marlborough Road will be minimally redesigned. This will include relocating utility poles and other physical impediments to allow for safer access to approaching traffic. Curve radii will also be redesigned to allow safer turning movements to and from residential side streets. Intersections will be clearly delineated with signing and edge lines. 3.2 Drainage Improvements and Modications Site constraints including, the ROW and dense residential development limit the opportunities for significant drainage improvements. However, where possible, Best Management Practices (BMPs) have been incorporated in an effort to meet the standards to the greatest extent practicable. Drainage modifications and rehabilitative work will include the replacement of the existing trunk line and the installation of new deep sump catch basins, as well as, revisions to the roadway grading and alignment. The existing trunk line is currently undersized and therefore inadequate to handle storm flows. Additionally, drainaige design improvements are proposed at three outfall locations to mitigate erosion problems and assist in the removal of total suspended solids. Project Narrative Page 7-10 F.:Iwinword1Sa1emWDAnarr.doc A stone apron and grass Swale will be provided at the outfall at Station 4+42± adjacent to Wetland 1, to decrease runoff velocity and to provide for treatment of stormwater runoff. A new outfall with a stone stilling basin will be installed at Station 11+50±. This outfall is adjacent to the existing outfall pipe at Wetland 3. The stilling basin will mitigate runoff velocity and will provide a settling area. Outlet No. 1: Sta 4+40 Marlborough Road This portion of the existing road is intermittently curbed, with discontinuous sidewalks. The improvements will provide a replacement drainage system with full curbing and continuou$ sidewalks on both sides of the road. All proposed catch basins will have deep sumps. The existing outfall pipe is too small for the new drain system and currently discharges directly to a nearby BVW. A new outfall pipe and grass swale will be constructed in the existing New England Power Easement to allow for treatment of stormwater before discharge to the wetland. Outlet No. 2: Sta 8+65 Marlborough Road This portion of the existing road is intermittently curbed, with discontinuous sidewalks on one side of the road. The improvements will provide a replacement drainage system with full curbing and continuous sidewalks on both sides of the road. All proposed catch basins will have deep sumps. The existing outfall pipe is too small for the new drain system. This outfall pipe currently discharges to an upland area and drains towards Strongwater Brook. A new outfall pipe will be excavated along the alignment of the existing pipe. Appropriate riprap will be placed at the end of the new pipe for velocity dissipation and to eliminate the potential for erosion at the outfall. Outlet No.3: Sta 11+48 and 11+53 Marlborough Road This portion of the existing road is intermittently curbed, with discontinuous sidewalks on one side of the road. The improvements will provide a replacement drainage system with full curbing and continuous sidewalks on both sides of the road. All proposed catch basins will have deep sumps. Runoff from the area, north of the existing 36-inch outfall pipe (Outlet No. 3), will be discharged through a manhole into the existing outfall pipe. Runoff from the area, south of the existing outfall pipe, will be discharged through a new 18-inch outfall pipe (Outlet No. 3A) into a stilling basin adjacent to Wetland 3. The stilling basin will then direct the flow to the wetland. The improvements will provide a replacement drainage system with full curbing and continuous sidewalks on both sides of the road. All proposed catch basins will have deep sumps. The existing outfall pipe is adequate for the new drainage pipe system. 3.3 Sidewalk Construction Currently, sidewalk along Marlborough Road exists in discontinuous strips along the east side of the Road, and pedestrian travel along the road is hazardous. Curbed, paved sidewalks are proposed for the both sides and entire length of the road. Additionally, pedestrian traffic signals will be installed at McGrath Park and 45 meters (147 feet) south of South Street. 4.0 Potential Impacts and Proposed Mitigation The following section provides a brief discussion of the potential impacts and proposed mitigation associated with work in the resource area of 200-foot Riverfront Area, and within the 100-foot Buffer Zone of BVW. The assessment of impacts is relative to the characteristics that contribute to the protection of the interests of the Act. 4.1 200 foot Riverfront Area Approximately 206 square meters (2,216 square feet) of construction activity will be located in 200-foot Riverfront Area associated with Strongwater Brook. Work proposed within Riverfront Area consists of the construction of sidewalk and stabilizing slopes. Before the commencement of construction, appropriate erosion and sediment controls will be installed along the limits of work within the riverfront area. The riverfront area within which work will occur is characterized by moderately dense residential development. Sidewalks within the riverfront area will be installed between existing residences and Marlborough Road, and will not have any adverse impacts on Strongwater Brook. 4.2 100-foo t Buffer Zone As mentioned earlier, portions of the project activities will be located within the 100- foot Buffer Zone of BVW. In these areas, erosion and sedimentation controls, consisting of staked hay bales and/or silt fence will be installed along the limits of work before construction commences. The erosion and sedimentation controls will be inspected regularly to ensure that they are functioning properly. At the time of inspection,any damaged hay bales and/or silt fence will be replaced. Activities proposed in the buffer zone of BVW include site clearing, grading, and paving, as shown on the attached plans. In buffer zones, these slopes will be seeded with a standard conservation seed mix to protect against erosion of the slopes. 5.0 Summary The proposed Marlborough Road Improvement project has been designed to avoid adverse impacts to state resource areas. Where avoidance of resource areas is not possible,the project has been designed to minimize impacts. • Within 100-foot buffer zone to BVW and 200-foot Riverfront Area, erosion and sediment control devices will be installed along the limits of work to contain any sediments and minimize erosion. These erosion and sediment control devices will also serve to clearly demarcate the area of work. • No work will occur within BVW, and work within Riverfront Area will be kept to a minimum. • Drainage system improvements include the installation of deep sump catch basins. These basins are an improvement over the existing basins, as they are designed to trap a greater amount of suspended solids. Additionally, various measures including riprap and construction of grass swales will be employed to reduce the potential for erosion at several of the catch basin outfalls. A copy of the Determination of Applicability and memo Telephone of support from the Assistant City Engineer are attached. 978 371 4000 The road improvements described in the previous submittal (August 2002 plan attached) are proposed to improve safety conditions along the entire length of Facsimile Marlborough Road. Construction of these improvements began in September of 2003. The firm of J, Tropeano, Inc. is under contract to MassHighway to construct the 97 8.37 1.418 8 improvements to Marlborough Road. The storm drainage system improvements are being installed early in the construction process, and began in early October 2003. The work for the proposed storm water outfall (Sta 4+40 right) is located within the 100-foot buffer zone of Bordering Vegetated Wetland (BVW). Before the commencement of project activities, appropriate erosion and sediment control devices were installed along the limits of work as shown on the plans submitted December 2000 to the Salem Conservation Commission. On or about October 8, 2003 the contractor began excavations to install the new storm drainage outfall at Station 4+40 right (McGrath Park). The contractor immediately encountered clay, ash, and glass. The City and MassHighway instructed the contractor to cease work at this location, replace the minor amount of excavated material, and move to a different location to continue working on other tasks. Upon further discussions with the City it appears this area was a former trash-burning site. The purpose of this minor amendment is to relocate the proposed outlet away from the current proposed location to a new location. The new location is at Station 4+20 and will follow the alignment of the existing outlet pipe as shown on the attached plan. The proposed outfall and proposed stilling basin will be located within the buffer zone and outside the limit of the bordering vegetated wetlands. E A R T H ` ] T E C H A tIJCO INTERNATIONAL LTD.COMPANY The intent is to install the proposed 600 mm (24")pipe on top of the existing pipe 375 mm (14") pipe and outlet the 600 mm pipe to the upland. The upland will be graded to form a stilling basin so the storm water can settle out debris and silt prior to the water flowing into the wetlands. The City can maintain the stilling basin as needed by use of a "Vac" truck from the curb line of Marlborough Road. This is the same approach that was presented in December 2000 at the Sta 4+20 right location. The location of the existing 375mm outlet is not known. It appears to be much further into the wetland from the edge of Marlborough Road. In an effort not to impact the wetland, this outlet will remain in its current location. The City will attempt to clean out the 375mm pipe from the manhole in Marlborough Road. No heavy equipment will be brought into the wetlands. Workers may be required to walk through the wetland to hand excavate at the existing outlet if it is found. No material will be removed from the wetland. If the proposed 600mm pipe conflicts with the existing water main, or if the existing outlet pipe can not be cleaned, then the existing 375 mm pipe will be removed outside the limits of the wetlands. The proposed 600 mm pipe will then be installed at a lower elevation, and outleted to the proposed stilling basin to be constructed in the upland as described above. We feel that this is a minor revision, still meets the intent of the initial design, limits the work to buffer zone only, and does not impact any wetland area.
