The wetland resource delineation occurred on portions of property appareWy totaling over 236 acres. The wetland resource delineation review was hinted to lands easterly of Strongwater Brook, which traverses through the easterly third of the subject property. I reviewed the wetland boundary depicted on plans entitled"Resource Area Delineation Plan located in Salem, Masa."by Eastern land Survey Associates,Inc. dated December 8, 2003. Wetlands were delineated by Rimmer Environmental Consulting in October to December 2003. I visited the site onril 6 2004 with a AP representative ofRirnmrer Environmental Consulting. Wetlands on the site were reviewed using delineation methodology established in the Wetlands Protection Act and the Department of Environmemal Protection"Delineating Bordering Vegetated Wetlands Handbook"dated 1995, and the US Army Corps of Engineers Manual (1987). These regulations and methodology incorporate the evaluation of hydric soils, predominance of wetland vegetation and wetland hydrology to evaluate the upper limit of vegetated wetlands. With the area having just experienced a significant rain evert in the recent days,I can say, I probably j saw the site in the most advantsgeous conditions to assess the extent of wetland resource areas. After reviewing the flags in the field, l agreed with the location of most of the wetland OW. The steeply sloping topography on much of the study area sharply confined the 500 Maple Street,Danvers,Massachusetts 01923 Tel 978-777-0004 •Fax 97R-777-6363 T 200 P03 RPR 08 134 11:09 Omit of wetlands. Some additional field survey is necessary to locate a newly delineated H series Raga. The Commission should require an updated plan from the applicant reflecting ttre revised wetland boundary,. The following summarizes the changes made in the field after reviewing the wetland boundary. f • In the field,I noted shallow surfltce water flow and scouring in the vicinity,of Rag t Al-1 on Lot 7. April 7, 2004 Mr. Don Cefalo Salem Conservation Commission 120 Washington Street Salem, MA 01970 RE: Wetland Delineation Review of Property off Barcelona Avenue Dear Mr. Ceftlo and Conservation Commission Members: Pursuant to the last Conservation Commission meeting on April 8, 2004, I returned to the field to meet with Mary Rimmer of Rimmer Environmental Consultants on April 15, 2004. At the site inspection, we viewed two areas where I had previously commented on the wetland boundary. Regarding the G series wetland, we observed the area again and I believe we are in concurrence about the existence and direction of surface water flow in the historically excavated channel. It appears that the channel was dug some time ago as evidenced by the profuse and uniform shrub growth within and adjacent to the channel. The plans should be amended to show the new flags recently placed in the field. This area would now be characterized as bordering vegetated wetland and would have a 100-foot buffer zone around this area. We looked at the upper reach of the E system again as well. The site visit was conducted a day after another major rain event. Examining the area of the new flag E1-1, (from my previous correspondence), we noted shallow concentrated surface water flow tightly confined in a channelized flow pattern within a portion of the area I had suggested would be vegetated wetland resource area. Soil probes immediately beyond the limits of this channelized flow revealed inconclusive soil matrix colors. Observing the hydrology and surface water conditions in the wettest conditions, I concurred with Ms. Rimmer that a portion of the area that I originally characterized as vegetated wetland is better characterized as intermittent stream, with that portion of the intermittent stream being up gradient of the bordering vegetated wetlands. Accordingly, I 500 Maple Street, Danvers, Massachusetts 01923 Tel 978-777-0004 • Fax 978-777-6363 relocated flag El-1 to a new location 24 feet up gradient of flag E40. It so happens that Rimmer Associates (Mary Rimmer) did both the initial wetlands delineation for both the Steadman project and now the project proposed off Marlborough Road and Bill is quite familiar with her work. I also look at the cost factor of the three companies and Bill's was the lowest out of the three. The proposed projects will present a number of traffic, zoning, planning, utility and drainage issues to review. The Peabody and Salem administrations are currently closely working together to keep both parties apprised of the situation. As the data, plans, etc.,come before the respective City boards and departments, we should copy each respective department or board in each City to ensure that we receive all information regarding this project. Bruce Thibodeau, Salem DPS Director, and I are meeting on March 31"to discuss these projects. These proposed projects fall in the Strongwater Brook watershed which currently has significant flooding issues. A number of studies have been done both by City engineers and contracted engineers (see attached), and I request that drainage mitigation be a part of any discussions on these projects. Storms in 1996, 1998 and 2001 have caused repetitive flood damage losses to numerous homes downstream of the proposed projects (see photographs). I look forward to working cooperatively with the City of Salem on this issue. Please contact me at (978)536-7126 or richard.camevale@peabody-ma.gov if you have questions. The following is a summary of wetland site investigations conducted by Rimmer Environmental Consulting(REC)within property located off of Marlborough Road and Barcelona Road in Salem,Massachusetts. The purpose of these investigations was to determine the extent and location of wetland resources subject to jurisdiction under the Massachusetts Wetlands Protection Act(MGH Ch. 131 s. 40) and the City of Salem Wetlands Ordinance within and immediately adjacent to the project site. METHODS The limits of jurisdictional wetland resources were delineated by Rimmer Environmental Consulting on October 29 and December 3, 2003. Wetlands were identified with numbered sequence of flags in accordance with the procedures established within the Massachusetts Wetlands Protection Act Regulations (3 10 CMR 10.00) and the Department of Environmental Protection—Delineating Bordering Vegetated Wetlands Handbook(1995), as well as the City of Salem Wetlands Ordinance. Wetland vegetative criteria as well as evidence of wetland hydrology, including hydric soils were used to delineate the wetland boundary. WETLAND RESOURCES The following wetland systems are present at the site: . i A-Series(AI-A43):Bordering Vegetated Wetland This wetland system consists of a large freshwater marsh which flows north into Strongwater Brook. The plant community dominated by purple loosestrife (Lythrum salicaria) as well as a variety of grasses, sedges and forbs, including soft rush (Juncus effusus),New England aster(Aster novae-angliae) and reed canary grass (Phalaris arundinacea). The boundary is well defined by topographic features, including bedrock outcrops. B-Series(BI-B95): Bordering Vegetated Wetland The B-series is separated from the A-series by a trail;however a culvert connects the two systems hydrologically. The B-series is primarily a forested wetland consisting of red maple (Acer rubrum),northern arrow-wood(Viburnum recognition),pussy willow(Salix Eastern land Survey Associates, Inc. Re: Marlborough Street—Salem,MA Page 2 of 3 discolor) and highbush blueberry(Vaccinium corymbosum). The northernmost portions of the B-series also contain a freshwater marsh containing purple loosestrife and broad- leaf cattail (Typha latifolia). Much of the boundary is well defined by slope and a clear change in vegetation from the upland to the wetland. The dominant vegetation in the adjacent upland includes black cherry (Prunus serotina),white ash (Fraxinus arnericana) and poplar(Populus deltoides) in the overstory, and black cherry and privet(Ligustrum sp.) in the understory. C-Series(CI-C]2): Bordering Vegetated Wetland This series delineates a small depression located south of the trail separating the B-series from the C-series. It appears to receive runoff from the northern portion of the trail,as well as the E-series to the south. This wetland contained water stained leaves and other evidence of sustained flooding. The wetland contains a few mature red maple, as well as scattered winterberry holly(Ilex verticillata),northern arrow-wood and highbush blueberry in the understory. Royal fern (Osmunda regalis) and sensitive fern(Onoclea sensibilis)were noted in the herbaceous stratum. The adjacent upland contained evidence of historic filling and was s v egetated with non-native species, especially Norway maple (Acer platanoides). D-Series(DI-D47): Bordering Vegetated Wetland/Inland Bank This series delineates a narrow bordering vegetated wetland associated with an intermittent channel that enters the site from the electric easement to the south. There was some standing water within the channel at the time of observation, but no flow. The channel and banks as well as the narrow fringe of vegetated wetland within the cleared easement consist largely of common reed (Phragmites australis). Within the treeline in the northern portion of this wetland system is a forested/scrub shrub wetland containing species similar to the B-series, including a red maple overstory, with an understory of winterberry, northern arrow-wood and cinnamon fem(Osn:unda cinnamomea). The adjacent upland rises steeply and is mostly open field and meadow in the easement and a mixed oak(Quercus spp.) and black cherry(Prunus serotina)forest. E-Series(EI-E40): Bordering Vegetated Wedand/Inland Bank This series occurs to the south of the D-series,and is connected to the C-series by overland flow. Much of this system has.been altered by historic filling. There is a faint channel that meanders between piles of fill and boulders that appears to overtop into the C-series. There was no flow at the time of observation. The vegetation includes red maple and crabapple (Prunus sp.) in the overstory with European buckthorn (Rhamnus frangula), highbush blueberry and winterberry in the understory. Bristly blackberry (Rubus hispidus)was noted as the dominant groundcover in much of this wetland system. F-Series(FI-F9): Bordering Vegetated Wetland This wetland is located along the southern property boundary and includes a swale and vegetated wetland extending into the site from a larger off-site pond and marsh system. The portion of the wetland on the site includes a narrow fringe of wooded swamp and a wet meadow dominated by purple loosestrife. RIMMER ENVIRONMENTAL CONSULTING Eastern land Survey Associates, Inc. Re: Marlborough Street—Salem,MA Page 3 of 3 G-Series(GI-G7):Non-Jurisdictional Isolated Vegetated Wetland This wetland is a small, isolated depression located in the southeastern portion of the site, near Marlborough Road..It contains quaking aspen(Populus tremuloides)in the overstory and pussy willow, highbush blueberry, northern arrow-wood, and steeplebush (Spiraea tomentosa)in the understory. The presence of water-stained leaves indicates periodic ponding within this wetland. Due to its small size and lack of a connection to another wetland or waterway, this wetland is not jurisdictional under the Massachusetts Wetlands Protection Act. OTHER RESOURCES There are no certified vernal pools, estimated habitat of rare wetlands wildlife, or priority habitats of rare species within the project area, as determined by reference to the Massachusetts Natural Heritage and Endangered Species program,Natural Heritage Atlas (I Ith edition). SUMMARY Any proposed construction or activity at the site within the 100-foot Buffer Zone to Bordering Vegetated Wetland will be subject to review by the Salem Conservation Commission under the Massachusetts Wetlands Protection Act RIMMER ENVIRONMENTAL CONSULTING Park -41VF /Sicp cu, N 0 Ce I : 4 Gott Course 4'- 'E5,— 'OF7 F nwood Hie Pa iotf cou,sC Q,,trlob "A Z, covrse och 57' 30" 340 341 nD;54,'a342 55, 343 KILOMETERS 1 .5 O 1 2 MILES 0 Copyright(C)1996,Earthvisiom,Inc.
