The City of Salems' Conservation Commission conducted a public hearing for a Request for a Determination of Applicability on September 24 , 1992 . At that time, the Commission reviewed the plans and concluded that there would be no adverse impact regarding the project. The Commission issued a Negative Determination without conditions. In addition, I have reviewed the proposal and I have also found that there appears to be no adverse effect to the environment. Therefore, I am in support of this project. Snow: I am pleased that you were able to meet with Debbie Hurlburt oh Thursday at the Loring Avenue pumping station site. The members had been quiet concerned about the extent of the clearing, particularly given the characterization of disturbances memorialized in the attached page from our minutes. This, coupled with the extremely wet winter and the storm predicted for this past weekend, increased concerns about uncontrolled runoff into the resource ares. Your prompt attention to the installation of hay bales and resupport of the silt fence was appreciated. I stopped by the site on my way to the Conservation Commission meeting on Thursday evening to view the changes. Please be sure that the hay bales are replaced regularly and that the silt fence is adequately anchored and any tears are promptly fixed. Since I live in the neighborhood, I ' ll be stopping by occasionally. The Commission did want it known that if they were informed at the meeting of the extent of clearing that was to occur, they would have given a Positive Determination and would have required a filing of a Notice of Intent . There were some concerns that were raised by representatives from the Town of Marblehead at the public hearing and at the subsequent site visit regarding the number of septic systems in the area and the need for caution due to the location of one of Marbleheads ' back-up wells in the area .
