On behalf of YMCA of the.North Shore,Vanasse Hangen Brustlin,Inc.(VHB)respectfully
submits the enclosed revised plan(Sheet C-5.1,dated April 27,2006,revised February 15,
2007)as a Notice of Project Change.This submission is made in compliance with General
Condition Number 13 and Special Condition Number 15 of the Order of Conditions(issued
June g,2006).
The proposed change is related to the western portion of the site.This change removes all
proposed pavement,retaining wall,and drainage structures from the 100-foot buffer zone
to wetland resources.The original site design included the construction of a 24-foot wide
subdivision road with a 92-foot diameter cul-de-sac and related drainage structures,
portions of which were located-inbuffer zone.This road was included to serve five
single-family house lots located in the buffer zone(which were to be permitted separately).
The YMCA has determined that the creation of a"green space is preferable to the
construction of house lots and associated appurtenances in this location.The current design
reflects the the removal of the subdivision road,cul-de-sac,and house lots from the site
plan.Accordingly,the 18-foot wide fire access drive has been extended to provide the
required emergency vehicle access.The current design also includes the construction of a
2:1 slope from the originally approved limit of disturbance within buffer zone up to the fire
access drive,which is located outside the buffer zone.
The YMCA believes that the revised plan.meets their needs for the site and provides a
beneficial alternative for work within the 100-foot buffer zone. Essentially,the work within
the buffer zone will now consist of grading,and vegetative restoration.Upon completion of

final grading,the slope will be revegetated with an erosion control/restoration seed
mixture applied at a rate of 1 pound per 2,500 square feet.As needed,the seeded areas will
be covered with mulch or bonded fiber matrix. !
The revised drainage design now eliminates all stormwater discharge pipes within 100 feet
of regulated wetland resources.The hydrology of the pond will be maintained through I
runoff from the slope and treated roadway runoff which will mimic the pre-construction
runoff conditions.
As the revised design would not appear to require any new special conditions and provides
environmentally preferable alternative to the previous design,the YMCA requests that the i
Commission allow this design change without the need fora formal amendment to the
Order of Conditions.
