The following is an appeal to the Conservation Committee, made by
J. R. Gillespie of 120 Leach Street, Salem, Massachusetts.
STATEMENT OF REQUEST
Construct a new deck attached to the waterfront side of the residence
located at, 120 Leach Street.
CURRENT STATUS
A permanent residence with a ground level foot-print of 38 feet by
24 feet, is constructed squarely on the lot size, 100 feet by 50 feet.
The placement of the structure is such that the 38 foot side is approximately
14 feet from a retaining wall along the 100 foot side of the lot. This
retaining wall represents the boundary between the sea bed and the said lot.
The walls elevation above the sea bed is approximately twelve feet while
its elevation with respect to the lot is approximately three feet.
The structure has a full basement with the first floor level at an elevation
of approximately four feet above the lot.-- . -
PLANNED IMPROVEMENT
ERECT A DECK ALONG THE 38 FOOT SIDE OF THE EXISTING STRUCTURE. SAID DECK
TO EXTEND 10 FEET OUT FROM THE EXISTING STRUCTURE TOWARD THE RETAINING
WALL AND TO BEGIN APPROXIMATELY 3 FEET SHORT OF THE NORTH EAST .CORNER OF
THE EXISTING STRUCTURE. IT WILL RUN THE REMAINING 35 FOOT LENGTH OF THE
EXISTING STRUCTURE AND JOIN AN EXISTING DECK-ON-THE SOUTH WEST SIDE OF
THE RESIDENCE.

WILL PREVENT ANY LIFTING CAUSED BY WIND OR SEA FORCES.
THE ELEVATION OF THE DECK WILL BE APPROXIMATELY 3 FEET ABOVE THE LOT
AND WILL BE COMPLETELY SURROUNDED BY A RAILING.

The following is an appeal to the Conservation Committee, made by
J. R. Gillespie of 120 Leach Street, Salem, Massachusetts.
STATEMENT OF REQUEST
Repair existing sea wall around the lot at, 120 Leach Street, with no

permanent encroachment on the sea bed.
CURRENT STATUS/DESCRIPTION
Said .lot exists at an elevation of approximately seven to ten feet above
the sea bed and is surrounded by a rip-rap retaining wall composed of
stone and granite. This retaining wall has not been maintained for many
years and there are voids where the stones have fallen.
Positioned directly upon the aforementioned retaining wall is a three to
four foot high ornamental (brick) wall that rises above and fences in a
portion of the lot. The brick wall is in serious need of attention as large
sections are not secured, resulting in a hazard by potentially falling to
the sea bed below.
At mean low tide, the sea bed is exposed. At :mean high tide the water
depth is three to five feet at the base of the wall .

PLANNED IMPROVEMENT
To fill the retaining wall with stone held in place with mortar without advancing
the wall in any manner relative to its placement on the sea bed.
Remove the existing brick wall and replace it with a granite and mortar
wall/fence directly on top of the retaining wall . This wall/fence would
completely encompass three sides of the affected lot while not advancing
over the sea bed in any manner.
REQUIREMENT
All repair done on the retaining wall will require access on the sea bed
by no other than the following:
1. Wheel Barrel
2. Contractor/Mason
All repair work done on the wall/fence will be accomplished from the
lot with no access to the sea bed required.
