Conservation Commission will discuss a Determination of
Applicability, under the Wetlands Protection Act, M.G.L. Chapter
131, Section 40, at the request of Palmers Cove Yacht Club.
Proposed work at 72 Leavitt Street, includes demolition of existing

Dear Ms . Horne:
As I informed you on our recent telephone conversation, it has
come to my attention that the site work on the property of 72
Leavitt Street, Salem, Massachusetts pursuant to the Request For
Determination Of Applicability by the Palmer ' s Cove Yacht Club
dated September 24, 1991 has neared completion.

However, after having demolished the garages on the site, and
after providing the Lynn-pack materials the Board of Directors of
the Yacht Club have concluded that it would be advantageous to
relocate the existing row of wooden lockers as divides the new and
old properties so as to place those lockers along the rear of the
property line at 72 Leavitt Street. This work is necessary so that
the Club can make sufficient use of the parking facilities as well
as both storage in that area which is currently restricted due to
the intervening line of lockers .
I have enclosed herewith a diagram of the locker structure
itself which you will see is only several feet in depth. You will
recall that at the time of the initial petition of the approval
your conservation commission felt that it was important to create
a birm type of barrier at the seawood side of the property so as to
prevent any surface water runoff in that direction. I believe that
the proposal to relocate the lockers at the rear of the property
will be advantageous to effecting the commission' s condition of the
creation of that birm insofar as the lockers will require a
concrete base which will extend approximately four (4 ) inches above
ground level . Therefore, I respectfully suggest that the
relocation of the lockers will not in any way adversely impact the
adjacent beach area in fact the slat foundation will serve to
prevent the runoff of the surface water or other runoff from the
property.
I of course wish to inform you of this proposed change at the
earliest possible time. I understand that your next meeting
scheduled for the first Tuesday in September, but, I will be happy
