The wetland resource areas impacted are Bordering Vegetated Wetlands(BVW), and,the Salem Conservation Commission(SCC)has issued an Enforcement Order requiring restoration of the wetland area to restore wetland function to the areas impacted. This wetland restoration program is intended to provide for regrading and revegetation of the resource area that was impacted and for stabilization of side slopes and wetland area to assure no erosion or sedimentation problems prior to full stabilization of soil surfaces. The house and garage construction was performed under an Order of Conditions(OOC) issued by the SCC and references a site development plan by Griffin Engineering Group,LLC dated December 16, 2003,revised March 16,2004. This plan denotes the edge of BV W adjacent to the garage on the property. The flag line in closest proximity to the garage is identified as Wetland Flag Line Al —A4. Flag Al is located approximately 35 feet north of the existing garage,and Flag A4 is located on the headwall of the outlet structure to the south of the garage. Wetland encroachment was observed by WPI on the property from Wetland Flag A2 through Wetland Flag A4. The area impacted appears to be approximately 550 sq. ft. The existing undisturbed wetland areas consist of a vegetation canopy limited to the herbaceous stratum, including broad-leaf cattail(Typha latijolia),purple loosestrife(Lythrum salicaria),sedge(Carex-spp.), hydrophytiagrasses and goldenrod(Solidago spp.). Soils on the site appear to be significantly altered likely as a result of historic excavation of the adjacent drainage channel, 1 as well as filling along the edge of the wetland off property. The existing wetland area has some ponded water associated with it, likely trapped by the berm which resulted from excavation of the drainage channel,and recent high runoff conditions. Ponded water areas appear to beless than six inches in depth. From discussions with the property owner, it was determined that the fill placed in the wetland was placed without disturbance or removal of previously existing hydric soils,and,as a result,removal of fill material down to original soil layers should allow restoration of pre-existing hydrology and soils on the property. The original soil will also contain historic seed banks which should allow for recolonization of the area by similar vegetation species following restoration. Regrading of Wetland Resource Area Based on pre-existing topography shown on the referenced site plan and existing fill material, it would appear that approximately 2 to 2.5 feet of fill has been placed on portions of the wetland in the vicinity of Wetland Flag A3 to A4. Lesser amounts of fill were placed�within the wetland between Wetland Flag A2 and A3. As a result of grading requirements for the garage,the most appropriate manner for regrading the area between the garage and the wetland is to create a low landscaping wall to reduce the steepness of grading associated with the side slopes,as well as the grades adjacent to the east side of the garage. Proposed restoration grading would consist of removal of surficial fill material from the wetland area back to the pre-existing wetland boundaries. Following removal of fill, an erosion control barrier consisting of a silt fence will be placed at the wetland boundary to protect the historic wetland from erosion or sedimentation from upgradient areas. In order to reduce side slope grading,the applicant proposes to construct a low fieldstone or equivalent stone wall at the location of the original erosion control shown on the site plan. This stonewall will extend from the headwall at Wetland Flag A4 to approximately Wetland Flag A2. The wall is expected to range in height from six inches to 2.5 feet,and will allow for gradual slopes to exist between the garage and wetland area. 2 Wetland and Buffer Zone Planting Plan While it expected that the newly exposed wetland soils will include a number of viable seed sources, the area of restored wetland will be seeded with a wetland restoration seed mix. The content of this seed mix is provided on Table 1. The seed mix includes a number of indigenous wetland plant species,as well as grass seed mix which will act to rapidly stabilize the soil surface within the restored wetland area. Due to the presence of extensive growth of cattails and purple loosestrife in the immediate vicinity of the restored wetland, it is expected that there will be colonization of the restored area by these two species within a short period of time. While these represent invasive wetland plant species,there is no reasonable likelihood that without intensive manual effort or chemical applications,these species can be eliminated from the restored wetland area or the balance of the wetland area in proximity to the site. The cattails, however,do provide a substantial benefit in terms of the uptake of excess nutrients from stormwater runoff and do provide stabilization of soil surface areas, as well as a matrix of roots and stems which tend to trap sediment in stormwater runoff. Due to the existing proximity of these species to the restored wetland area,we do not currently propose or recommend any invasive species control program. As indicated above,the property owner will be installing a low fieldstone wall along to the wetland boundary. The area below the wetland boundary will be seeded with an upland restoration seed mix (refer to Table 2)which will provide herbaceous cover in that area. In addition,highbush blueberries (Vaccinium corymbosum)(18"to 24"stock)will be planted on 8-foot centers along the base of the wall to provide additional screening of the wetland area,as well as a wildlife food source in close proximity to the wetland area. This vegetation planting is also intended to provide a visual and physical barrier to areas below the retaining wall to enhance the buffer zone in this location. As a result of the access required to the site by heavy equipment to remove fill from the wetland area,the area above the stone wall will require regrading and revegetation following wetland restoration activities. 3 it is recommended that these areas be regraded and immediately seeded with a turf grass seed mix to establish a dense matrix of grass stems on the soil as soon as possible following construction. Site Monitoring Monitoring of the regrading of the wetland restoration area is recommended during the construction period and prior to seeding and planting of the area. Subsequent inspections will be as requested by the SCC and should be undertaken by a qualified wetland scientist.
