WPA Form 2 - Page 5 of 5 Rev.02100 WOODARD&CURRAN CORPORATE OFFICES:Maine,Massachusetts, New Hampshire,Connecticut,Illinois,Florida Engineering , Science , Operations Operational offices throughout the U.S. DESCRIPTION OF PROPOSED WORK In Salem,Massachusetts 1.0 Background Woodard & Curran has been retained to perform environmental services for property known as the Former Chadwick Lead Mill Site, located at 485 Lafayette Street in Salem/Marblehead, Massachusetts (refer to Figure 1). The property, which was historically used as a lead paint manufacturing facility, is designated as Lots I and 3 on Marblehead Tax Map 55 and as Lot 237 on Salem Tax Map 31. The Forest River abuts the property to the northwest, and Salem Harbor abuts the property to the north. Route 114 (Lafayette Street) abuts the property to the southwest. In addition, a walking trail/bike path, which is the former B & M Railroad Right of Way, is owned by the Town of Marblehead and runs across the northern portion of the property. The Chadwick Lead Mills Cleanup site consists of a four-acre parcel located on the east side of Route 114 on the Salem/Marblehead line, formerly the site of the Chadwick Lead Mills. The site was operated as a gristmill by John Gardner of Salem and later the Wyman family from the 1730's through 1830. Lead production began in 1830 on the site by sea captain Colonel Francis Peabody. In 1843 the site was purchased by the Forest River Lead Company to succeed Peabody's efforts. In 1884 the Chadwick Lead Works purchased the Forest River Lead Company. In March 1897, fire destroyed the mills which were then rebuilt improved and expanded. By 1901 the Chadwick-Boston Lead Company was formed and operating the facility. Lead production continued until 1947 when the site was purchased by the Associated Growers Cooperative as a grocery warehouse. In 1968, fire again destroyed the facility and the site was abandoned. The site was purchased at auction by developers in 1968, and held in a trust until August 1999 when the current owner purchased the property. The site has been vacant since 1968, and there are currently no buildings on the property. As part of Woodard & Curran's Environmental Site Assessment of the Former Chadwick Lead Mills Site, the following is a summary of the proposed sampling program,which will focus on the properties located in the City of Salem (designated as Lots 233 through 236 on the Salem Tax Map). Currently, parcels 233 and 234 are owned by the Town of Marblehead's Water and Sewer Commission and parcels 235 and 236 are owned by the Salem Conservation Commission. 2.0 Objective In accordance with the Massachusetts Contingency Plan (310 C.M.R. 40.000), Woodard & Curran is proposing further subsurface investigation of the subject property to investigate potential impacts from lead to site soils and groundwater. 3.0 Description of Work The proposed activities will involve the investigation of soil and groundwater associated with site-related impacts from the Former Chadwick Lead Mill Site. The locations of the proposed investigation activities are shown on Figure 2. All samples will be analyzed at the laboratory following EPA and American Society for Testing and Materials (ASTM) approved analytical methods and/or procedures. All soil samples will be collected with a stainless steel hand auger from depths up to two feet below ground surface in order to assess near surface impacts. All soil samples will be homogenized prior to filling sample jars by placing the soils into a stainless steel mixing bowl, removing all twigs, rocks, and other debris, quartering, mixing and rolling the soils and then transferring the soils to the appropriate laboratory-supplied jar. Following sample collection, the samples will be .placed on ice and submitted to the laboratory (Resource Laboratories—Portsmouth,NH)for analysis for the analysis of total lead(via USEPA Method 601013). In addition to the shallow soil samples, three composite beach samples (BS-1 I through BS-13) will be collected from the upper 0.5 feet of the beach face area located on the western side of the Forest River (refer to Figure 2). This area represents the intertidal portion of the property(area between high and low tide). These composite samples will be collected from up to five sample locations within the composite area (noted as dashed lines on Figure 2). These samples will also be submitted to the laboratory for total lead analysis. 3.2 Task#2—Soil Boring/Well Point Installations Five (5) soil borings (SB-31 through SB-35) and three (3) groundwater monitoring well points (WP-01, WP-08, and WP-11) are proposed to be advanced on the properties using either an All Terrain (ATV) Geoprobe unit or by manual drive/push techniques. A photograph of the ATV rig is provided as Attachment A. Both methods minimize the disturbance to the ground surface. Continuous soil samples will be collected during borehole advancement for geologic logging and soil jar headspace testing. A detailed geologic boring log will be prepared in the field documenting the drilling method, date, operation, geologist, geologic descriptions, and soil sampling results. All downhole drilling tools (probing rods, casing, and split-barrel samplers) will be decontaminated prior to use and between each drilling location. It is anticipated that soil borings SB-31 through SB-33 and well points WP-01 and WP-11 will be advanced [using the ATV rig] to approximately 16 feet below ground surface or until natural soils (i.e., former sediment or organic layer) are encountered. Due to the proposed locations of soil boring SB-34, SB-35, and well point WP-08 being positioned on or very near the beach face, which will limit access of the drilling rig, these locations will be advanced using manual labor techniques. Most likely these locations will be advanced from between 6 to 8 feet below ground surface. Based on this assumption and to aid in determining the presence of lead in the material within these areas, it is estimated that between 2 to 4 soil samples will be collected from each boring location. All samples collected will be submitted to the laboratory(Resource Laboratories—Portsmouth,NH)for total lead analysis. The well points will be constructed of 1.25-inch ID, Schedule 40,threaded,flush jointed,PVC riser pipe, with 0.010-inch (10 slot) factory slotted, 1.25-inch ID, Schedule 40, threaded, flush jointed, PVC well screen. The well screen depth and lengths will be determined in the field based on the depth to water. A bentonite seal(1 to 3 feet thick)will be placed above the filter pack, followed by a cement/bentonite slurry grout to within a few feet of the ground surface. The monitoring wells will be completed with either a stickup protective steel casing or flush mounted steel roadbox. The monitoring well identification number will be marked on the outside and inside lid of the protective casing. 3.3 Task#3—Groundwater Sample Collection Following the well point installations, groundwater samples will be collected from each well point using low flow and filtering techniques and submitted to the laboratory (Resource Laboratories—Portsmouth, NH) for total and dissolved lead analysis by Method 6010B to provide sufficient information to investigate whether a release of dissolved lead to groundwater is evident. Purge water generated as a result of groundwater sampling will be disposed of in accordance with the applicable provisions of the MCP. 4.0 Site Access Currently, site access agreements are being formalized through the City of Salem (for the properties identified as Lots 235 and 236) and the Town of Marblehead (for the Walking Trail [Lots 233 and 234]). Given the nature of the area, access to the Salem properties (i.e., to the west of the Forest River) will be from Lafayette Street. As mentioned previously, it is anticipated that locations SB-31 through SB-33 and well point WP-I I will be advanced using the ATV rig and therefore, due to public safety concerns, it is recommended that this portion of the walking trail be closed to the general public during the performance of this work. The walking trail will be covered with sheet polyethylene during the proposed work. It is anticipated that this work will be completed within 1-2 days. Woodard &Curran Inc. realizes that closing the trail [for any amount of time] is a lost benefit to the community and will work with the Conservation Commissions' and the Towns for both communities (Salem and Marblehead) in order to come to an agreement regarding this issue. In Salem, Massachusetts 1.0 Background Woodard & Curran has been retained to perform environmental services for property known as the Former Chadwick Lead Mill Site, located at 485 Lafayette Street in Salem/Marblehead, Massachusetts (refer to Figure 1). The property, which was historically used as a lead paint manufacturing facility, is designated as Lots I and 3 on Marblehead Tax Map 55 and as Lot 237 on Salem Tax Map 31. The Forest River abuts the property to the northwest, and Salem Harbor abuts the property to the north. Route 114 (Lafayette Street)abuts the property to the southwest. In addition, a walking trail/bike path, which is the _ former B & M Railroad Right of Way, is owned by the Town of Marblehead and runs across the northern portion of the property. The Chadwick Lead Mills Cleanup site consists of a four-acre parcel located on the east side of Route 114 on the Salem/Marblehead line, formerly the site of the Chadwick Lead Mills. The site was operated as a gristmill by John Gardner of Salem and later the Wyman family from the 1730's through 1830. Lead production began in 1830 on the site by sea captain Colonel Francis Peabody. In 1843 the site was purchased by the Forest River Lead Company to succeed Peabody's efforts. In 1884 the Chadwick Lead Works purchased the Forest River Lead Company. In March 1897, fire destroyed the mills which were then rebuilt improved and expanded. By 1901 the Chadwick-Boston Lead Company was formed and operating the facility. Lead production continued until 1947 when the site was purchased by the MAssociated Growers Cooperative as a grocery warehouse. In 1968, fire again destroyed the facility and the site was abandoned. The site was purchased at auction by developers in 1968, and held in a trust until August 1999 when the current owner purchased the property. The site has been vacant since 1968, and there are currently no buildings on the property. As part of Woodard& Curran's Environmental Site Assessment of the Former Chadwick Lead Mills Site, the following is a summary of the proposed sampling program, which will focus on the properties located in the City of Salem(designated as Lots 233 through 236 on the Salem Tax Map). Currently, parcels 233 and 234 are owned by the Town of Marblehead's Water and Sewer Commission and parcels 235 and 236 are owned by the Salem Conservation Commission. 2.0 Objective In accordance with the Massachusetts Contingency Plan (310 C.M.R. 40.000), Woodard & Curran is proposing further subsurface investigation of the subject property to investigate potential impacts from lead to site soils and groundwater. 3.0 Description of Work The proposed activities will involve the investigation of soil and groundwater associated with site-related impacts from the Former Chadwick Lead Mill Site. The locations of the proposed investigation activities are shown on Figure 2. All samples will be analyzed at the laboratory following EPA and American Society for Testing and Materials (ASTM) approved analytical methods and/or procedures. All soil samples will be collected with a stainless steel hand auger from depths up to two feet below ground surface in order to assess near surface impacts. All soil samples will be homogenized prior to filling sample jars by placing the soils into a stainless steel mixing bowl, removing all twigs, rocks, and other debris, quartering, mixing and rolling the soils and then transferring the soils to the appropriate laboratory-supplied jar. Following sample collection, the samples will be placed on ice and submitted to the laboratory (Resource Laboratories—Portsmouth,NH) for analysis for f the analysis of total lead(via USEPA Method 6010B). In addition to the shallow soil samples, three composite beach samples (BS-11 through BS-13) will be collected from the upper 0.5 feet of the beach face area located on the western side of the Forest River (refer to Figure 2). This area represents the intertidal portion of the property(area between high and low tide). These composite samples will be collected from up to five sample locations within the composite area (noted as dashed lines on Figure 2). These samples will also be submitted to the laboratory for total lead analysis. 3.2 Task#2—Soil Boring/Well Point Installations Five (5) soil borings (SB-31 through SB-35) and three (3) groundwater monitoring well points (WP-01, WP-08, and WP-11) are proposed to ba advanced on the properties using either an Ail Terrain (ATV) Geoprobe unit or by manual drive/push techniques. A photograph of the ATV rig is provided as Attachment A. Both methods minimize the disturbance to the ground surface. Continuous soil samples will be collected during borehole advancement for geologic logging and soil jar headspace testing. A detailed geologic boring log will be prepared in the field documenting the drilling method, date, operation, geologist, geologic descriptions, and soil sampling results. All downhole drilling tools (probing rods, casing, and split-barrel samplers) will be decontaminated prior to use and between each drilling location. It is anticipated that soil borings SB-31 through SB-33 and well points WP-01 and WP-11 will be advanced [using the ATV rig) to approximately 16 feet below ground surface or until natural soils (i.e., former sediment or organic layer) are encountered. Due to the proposed locations of soil boring SB-34, SB-35, and well point WP-08 being positioned on or very near the beach face, which will limit access of the drilling rig, these locations will be advanced using manual labor techniques. Most likely these locations will be advanced from between 6 to 8 feet below ground surface. Based on this assumption and �! to aid in determining the presence of lead in the material within these areas, it is estimated that between 2 to 4 soil samples will be collected from each boring location. All samples collected will be submitted to the laboratory(Resource Laboratories—Portsmouth,NH)for total lead analysis. The well points will be constructed of 1.25-inch ID, Schedule 40,threaded,flush-jointed, PVC riser pipe, with 0.010-inch (10 slot) factory slotted, 1.25-inch ID, Schedule 40, threaded, flush-jointed, PVC well screen. The well screen depth and lengths will be determined inthe field based on the depth to water. A bentonite seal(1 to 3 feet thick) will be placed above the filter pack, followed by a cement/bentonite slurry grout to within a few feet of the ground surface. The monitoring wells will be completed with either a stickup protective steel casing or flush mounted steel roadbox. The monitoring well identification number will be marked on the outside and inside lid of the protective casing. 3.3 Task#3—Groundwater Sample Collection Following the well point installations, groundwater samples will be collected from each well point using low flow and filtering techniques and submitted to the laboratory (Resource Laboratories—Portsmouth, NH) for total and dissolved lead analysis by Method 6010B to provide sufficient information to investigate whether a release of dissolved lead to groundwater is evident. Purge water generated as a result of groundwater sampling will be disposed of in accordance with the applicable provisions of the MCP. 4.0 Site Access Currently, site access agreements are being formalized through the City of Salem (for the properties identified as Lots 235 and 236) and the Town of Marblehead (for the Walking Trail [Lots 233 and 234]). ' Given the nature of the area, access to the Salem properties (i.e., to the west of the Forest River) will be from Lafayette Street. As mentioned previously, it is anticipated that locations SB-31 through SB-33 and well point WP-11 will be advanced using the ATV rig and therefore, due to public safety concerns, it is recommended that this portion of the walking trail be closed to the general public during the performance ; of this work. The walking trail will be covered with sheet polyethylene during the proposed:work. It is anticipated that this work will be completed within 1-2 days. Lead production began in 1830 on the site by sea captain Colonel Francis Peabody. In 1843 the site was purchased by the Forest River Lead Company to succeed Peabody's efforts. In 1884 the Chadwick Lead Works purchased the Forest River Lead Company. In March 1897, fire destroyed the mills which were then rebuilt improved and expanded. By 1901 the Chadwick-Boston Lead Company was formed and ' operating the facility. Lead production continued until 1947 when the site was purchased by the Associated Growers Cooperative as a grocery warehouse. In 1968, fire again destroyed the facility and the site was abandoned. The site was purchased at auction by developers in 1968, and held in a trust until ' August 1999 when the current owner purchased the property. The site has been vacant since 1968, and there are currently no buildings on the property. As part of Woodard & Curran's Environmental Site Assessment of the Former Chadwick Lead Mills Site, the following is a summary of the proposed sampling program, which will focus on the properties located in the City of Salem (designated as Lots 233 through 236 on the Salem Tax Map). Currently, parcels 233 and 234 are owned by the Town of Marblehead's Water and Sewer Commission and parcels 235 and ' 236 are owned by the Salem Conservation Commission. 2.0 Objective ' In accordance with the Massachusetts Contingency Plan (310 C.M.R. 40.000), Woodard & Curran is proposing further subsurface investigation of the subject property to investigate potential impacts from ' lead to site soils and groundwater. 3.0 Description of Work The proposed activities will involve the investigation of soil and groundwater associated with site-related impacts from the Former Chadwick Lead Mill Site. The locations of the proposed investigation activities are shown on Figure 2. All samples will be analyzed at the laboratory following EPA and American Society for Testing and Materials (ASTM) approved analytical methods and/or procedures. All soil samples will be collected with a stainless steel hand auger from depths up to two feet below ground surface in order to assess near surface impacts. All soil samples will be homogenized prior to filling sample jars by placing the soils into a stainless steel mixing bowl, ' removing all twigs, rocks, and other debris, quartering, mixing and rolling the soils and then transferring the soils to the appropriate laboratory-supplied jar. Following sample collection, the samples will be placed on ice and submitted to the laboratory (Resource Laboratories— Portsmouth, NH) for analysis for the analysis of total lead (via USEPA Method 601013). In addition to the shallow soil samples, three composite beach samples (BS-1 I through BS-13) will be I ' collected from the upper 0.5 feet of the beach face area located on the western side of the Forest River (refer to Figure 2). This area represents the intertidal portion of the property(area between high and low tide). These composite samples will be collected from up to five sample locations within the composite i ' area (noted as dashed lines on Figure 2). These samples will also be submitted to the laboratory for total lead analysis. 3.2 Task#2—Soil Boring/Well Point Installations ' Five (5) soil borings (SB-31 through SB-35) and three (3) groundwater monitoring well points (WP-01, WP-08, and WP-11) are proposed to be advanced on the properties using either an All Terrain (ATV) Geoprobe unit or by manual drive/push techniques. A photograph of the ATV rig is provided as Attachment A. Both methods minimize the disturbance to the ground surface. Continuous soil samples will be collected during borehole advancement for geologic logging and soil jar headspace testing. A detailed geologic boring log will be prepared in the field documenting the drilling method, date, operation, geologist, geologic descriptions, and soil sampling results. All downhole drilling tools (probing rods, casing, and split-barrel samplers) will be decontaminated prior to use and between each ' drilling location. It is anticipated that soil borings SB-31 through SB-33 and well points WP-01 and WP-11 will be advanced [using the ATV rig] to approximately 16 feet below ground surface or until natural soils (i.e., ' former sediment or organic layer) are encountered. Due to the proposed locations of soil boring SB-34, SB-35, and well point WP-08 being positioned on or very near the beach face, which will limit access of the drilling rig, these locations will be advanced using manual labor techniques. Most likely these ' locations will be advanced from between 6 to 8 feet below ground surface. Based on this assumption and to aid in determining the presence of lead in the material within these areas, it is estimated that between 2 to 4 soil samples will be collected from each boring location. All samples collected will be submitted to ' the laboratory(Resource Laboratories— Portsmouth,NH)for total lead analysis. The well points will be constructed of 1.25-inch ID, Schedule 40, threaded, flush-jointed, PVC riser pipe, ' with 0.010-inch (10 slot) factory slotted, 1.25-inch ID, Schedule 40, threaded, flush-jointed, PVC well screen. The well screen depth and lengths will be determined in the field based on the depth to water. A bentonite seal (1 to 3 feet thick) will be placed above the filter pack, followed by a cement/bentonite slurry grout to within a few feet of the ground surface. The monitoring wells will be completed with either a stickup protective steel casing or flush mounted steel roadbox. The monitoring well identification number will be marked on the outside and inside lid of the protective casing. ' 3.3 Task#3—Groundwater Sample Collection Following the well point installations, groundwater samples will be collected from each well point using low flow and filtering techniques and submitted to the laboratory (Resource Laboratories — Portsmouth, NH) for total and dissolved lead analysis by Method 60106 to provide sufficient information to investigate whether a release of dissolved lead to groundwater is evident. Purge water generated as a result of groundwater sampling will be disposed of in accordance with the applicable provisions of the MCP. 4.0 Site Access ' Currently, site access agreements are being formalized through the City of Salem (for the properties identified as Lots 235 and 236) and the Town of Marblehead (for the Walking Trail [Lots 233 and 234]). Given the nature of the area, access to the Salem properties (i.e., to the west of the Forest River) will be from Lafayette Street. As mentioned previously, it is anticipated that locations SB-31 through SB-33 and well point WP-1 l will be advanced using the ATV rig and therefore, due to public safety concerns, it is ' recommended that this portion of the walking trail be closed to the general public during the performance of this work. The walking trail will be covered with sheet polyethylene during the proposed work. It is anticipated that this work will be completed within 1-2 days.
