The property, which was historically used as a lead paint manufacturing facility, is designated as Lots 1 and 3 on Marblehead Tax Map 55 and as Lot 237 on Salem Tax Map 31. The combined area of the lots is approximately 4.0 acres. The Forest River abuts the property to the northwest, and Salem Harbor abuts the property to the north. Route 114 (Lafayette Street)abuts the property to the southwest. A walking ' trailibike path,which is the former B &M Railroad Right of Way, is owned by the Town of Marblehead and runs across the northern portion of the property. Previous subsurface investigations have indicated that soil and groundwater at the site have been impacted by lead. Historical records indicate that the site was used as a military installation by the United States of America during the late 18t°century. The property was converted to a lead manufacturing ' facility in 1849, and was used for this purpose until 1946,when the facility closed. The facility was then used for food storage until 1968,when it was vacated. The site has been vacant ever since, and there are currently no buildings on the property. ' Objective ' In accordance with the Massachusetts Contingency Plan(3 10 C.M.R.40.000), Woodard&Curran is proposing further subsurface investigation of the subject property to investigate potential impacts from lead to site soils and groundwater. ' Description of Work Subsurface field activities will be performed using rotary-drilling and/or direct push techniques. In ' addition, two hand-driven drive points will be installed in the intertidal portion of the property. Testing of soil and groundwater samples at various depths is proposed. Monitoring wells constructed of PVC will be installed with approximately two feet exposed above ground for sampling purposes. Monitoring wells will be located to the east of the Forest River within the boundaries of the subject property. The Glover Estates matter is on your agenda, and I would love to be there to be able to answer any questions that you might have personally. As it turns out, my company-wide Holiday Party had been scheduled for this date for some time, and as the host, I am obviously obligated to entertain the more than 120 staff members who will be in attendance. Project representatives, John Thompson of Woodard and Curran, and Attorney Robert McCann should be well versed and able to answer any questions that may come before you. As they will relate, we are continuing to work to figure out precisely what is going to be required as we remediate the environmental conditions on the Lafayette Street site. We are working very closely with the Governor's Office for Brownfields Development,the Massachusetts'Attorney General's Office and both Federal and State environmental agencies,all coordinated to make the Glover Estates project a successful one. The request before you is to be able to continue the fieldwork that we started earlier in 2000. We are hopeful to finalize the field work, and create a remediation plan that will in turn lead to a site and building pian to come before you for approval, hopefully during the second quarter of 2001. If all goes well, we are hopeful to begin construction in the fourth quarter of 2001. Certainly at this point however, we are merely requesting additional fieldwork to determine just what it is we need to do to comply with the appropriate remediation programs.
