All work shall conform to the above-referenced Notice of Intent, site plan and supporting documents and those final specifications which shall be filed with the Commission prior to construction. Any change made or intended to be made to the approved plans shall require the applicant to inquire of the Commission in writing whether the change is substantial enough to require the filing of a new Notice of Intent. 2. Prior to commencement of construction activity, a haybale barrier shall be placed downgradient of construction to prevent siltation of the adjacent wetland. Haybales shall be anchored with stakes and entrenched 4 to 6 inches in depth. Trench material shall be deposited on the upgradient side of the haybale barrier. Haybales shall be inspected daily; those showing signs of deterioration shall be replaced immediately. The haybale barrier shall remain in proper functioning condition until all disturbed areas have been stabilized. 6. Additional erosion and sedimentation control measures deemed necessary by the Commission shall be instituted by the applicant. Any siltation caused onto any wetland or waterway area shall be promptly reported to the Commission. Such areas shall be restored to the satisfaction of the Commission. 7. During construction, no debris, fill, or excavated material shall be stockpiled within 100 feet of designated wetlands. Any other stockpile location will be protected sufficient to prevent sediment from surface runoff entering wetlands. 1 of 2 8. All catch basins and pipes shall be fitted with oil and gas traps. A regular cleaning and structural maintenance schedule for catch basins, manholes, and pipes shall be developed and submitted for Conservation Commission approval. 9. *A letter confirming the implementation of the cleaning and maintenance schedule shall be filed wit this Commission on December 15, annually. 10. Equipment servicing and overnight equipment storage must be conducted outside the buffer zone. Equipment must be maintained to prevent leakage or discharge of pollutants. 11. *No spill or discharge of petroleum products or other pollutants will occur within 100 feet of any wetland resource area. 12. *Use or storage of rock salt (sodium chloride) or other toxic de-icing chemicals is prohibited within 100 feet of the resource area. Any arrangement for snow removal shall stipulate the ban. 13. Notice shall be given this Commission no more than 2 weeks nor less than 2 days prior to the commencement of construction activities. Said notice shall include, in writing, the names(s), address(es), and business and home telephone numbers of the project supervisor(s) responsible for insuring that operations are conducted in compliance with this Order. 14. Mr. Steve Dibble Salem Conservation Commission One Salem Green Salem, MA 01970 Re: 61 Jefferson Avenue Dear Mr. Dibble, I have prepared this additional information to accompany the requested Amendment to the Order of Conditions for 61 Jefferson Avenue, that would allow paving of two areas on the property. As mentioned in the initial submittal the logic for the paving and installation of additional oil stop catch basins is to capture the small quantities of petroleum compounds and metallic debris that may be released q P P Y by truck storage and prevent it from entering the ground or adjacent wetlands. This request should be considered as part of"redevelopment" of previously developed property and in accordance with the "Stormwater Management Standards" Item 7 which states the "site must meet the SMS to the maximum extent practicable. However, if it is not practicable to meet all the standards, new (retrofitted or expanded) SM systems must be designed to improve existing conditions". This request has been prepared to improve existing conditions. The alternatives as presented in the BMP list have been considered and are discussed below: 1. Extended detention Ponds, Wet Ponds, and constructed wetlands are not feasible on the property for lack of sufficient area and the fact that the property is subjected to runoff from adjacent properties and Jefferson Avenue. 2. An infiltration trench, dry well, sand filter, organic filter are not possible because of the lack of space as noted above and more importantly the volume of runoff generated on the 54,400 sf. (`q) 0.5" = 17,000 gallon) would require extremely large units. The area is in the floodplain and underlain by silts and clays which would not percolate readily. (Also groundwater recharge is not necessary in this area to maintain a water table). Mr. Steve Dibble May 14, 1995 Page 2 3. In regards to a water quality inlet, sediment trap or drainage channel, the existing property is over 90% paved and connects to an existing municipal storm drain. There is actually an existing drainage channel (or sediment trap)that is 60' long and is dug out (cleaned) regularly by the city. 4. This proposal deals with the paving of an additional 11,500 sf around the edge of the property, which would generate 3613 gallons after 0.5" of rain. The BMP's proposed includes oil/gas stop valves, surface overflow tees in catch basins, and four foot sumps to collect sediments. The catch basins 4, 3, and 2 are in series and would minimize sediment and petroleum migration. The Best Management Practices are: A. Catch Basins with oil stop and deep sumps 25% Total Suspended Solids B. Regular Parking Lot sweeping 10% Total Suspended Solids C. Existing Drainage Channel 25% Total Suspended Solids Total Suspended Solids 60% Removal D. In addition , we would include that all clean fill or aggregate held on the property be contained in a bermed area to prevent release in rain event. and E. That the property be bermed on the North and East side to prevent runoff from adjacent un-paved areas from entering the drainage system and contributing solids, soil and organic debris. These BMP's are proposed to minimize release to the environment. It should be noted that the Mill Pond discharge point is not an area of critical concern, Outstanding Resource Waters (ORW), shellfish habitat, or recharge zone for a water supply. It is in fact a floodplain that is tidally influenced, meaning the rate of discharge has little influence on downstream flow or flooding. (Item 2). The recharge to groundwater (Item 3) is not relevant since the underlying soils are hydrologic group D (clays). Please review this information and call if you have any questions. This Order shall apply to every successor in control or successor in interest of the property described int he Notice of Intent and accompanying plans or part thereof. In the event this land or any part thereof changes ownership before or during construction, the current owner shall notify the new owner, by registered mail, of this Order prior to the transfer of ownership and shall forward proof of this notification to the Commission. 5. Prior to commencement of construction activity, a haybale barrier shall be placed downgradient of construction to prevent siltation of the adjacent wetland. Haybales shall be anchored with stakes and entrenched 4 to 6 inches in depth. Trench material shall be deposited on the upgradient side of the haybale barrier. Haybales shall be inspected daily; those showing signs of deterioration shall be replaced immediately. The haybale barrier shall remain in proper functioning condition until all disturbed areas have been stabilized. 6. Additional erosion and sedimentation control measures deemed necessary by the Commission shall be instituted by the applicant. Any siltation caused onto any wetland or waterway area shall be promptly reported to the Commission. Such areas shall be restored to the satisfaction of the Commission. 7. During construction,no debris, fill, or excavated material shall be stockpiled within 100 feet of designated wetlands. Any other stockpile location will be protected sufficient to prevent sediment from surface runoff entering wetlands. 1 of 2 8. All catch basins and pipes shall be fitted with oil and gas traps. A regular cleaning and structural maintenance schedule for catch basins,manholes, and pipes shall be developed and submitted for Conservation Commission approval. 9. *A letter confirming the implementation of the cleaning and maintenance schedule shall be filed wit this Commission on December 15, annually. 10. Equipment servicing and overnight equipment storage must be conducted outside the buffer zone. Equipment must be maintained to prevent leakage or discharge of pollutants. 11. *No spill or discharge of petroleum products or other pollutants will occur within 100 feet of any wetland resource area. 12. *Use or storage of rock salt(sodium chloride) or other toxic de-icing chemicals is prohibited within 100 feet of the resource area. Any arrangement for snow removal shall stipulate the ban. 13. Notice shall be given this Commission no more than 2 weeks nor less than 2 days prior to the commencement of construction activities. Said notice shall include, in writing, the names(s), address(es), and business and home telephone numbers of the project supervisor(s) responsible for insuring that operations are conducted in compliance with this Order. 14. There is a small depression in the pavement between the two existing buildings so that runoff drains to the low spot shown on the plan as the proposed storm drain at approx. 13.30 Elevation MLW. The entire site is located within the Zone B floodplain, which is defined as being underwater during a 100 to 500 year storm event. The site is above the 100 year floodplain, or Zone A. All runoff currently overflows the paved area to a 30-40' unpaved gravel strip before entering the vegetated (phragmites)wetland. The existing storm drain receives storm water from the street but not the lot, and discharges at elevation 5.68 - 60' back from the rear property line. The wetlands zone drops 5-6' rapidly from the lot to the river. The city has recently retrenched (3' wide) the connection from the storm drain to the river because it had become filled. The soils next to the property consists of medium to coarse gravels mixed with coarse debris such as crushed glass, slag and brick. In the area of recent storm drain excavation these materials were found to be a 2-4' cover over peat. Test pit excavation in the proposed runoff capture zone showed 3-4' of loose gravel and fillwith a trace of sand, a layer 4-6'down of coarse unnatural fill (crushed glass, slag, etc.) and at 7-8' down, original clay. Groundwater was not encountered until 6-6.5'. The top soil types would be categorized as Class I sands& gravel that would have a percolation rate of 6-8 mirdinch or 7.5 to 10 inch/hour. (approx. 5-6 gph/sq.ft.) The lower part of the property would receive all runoff from the paved areas and buildings in the 320' x 170' = 54,400 SF, area, less the 30' x 200' unpaved strip beside the car wash (6000)=48,400 SF. The North property line between the truck wash and the former Ryder Rental lot has a 12' vegetated strip that prevents runoff from this adjacent lot. The site runoff will flow to the rear of the property and enter the proposed leaching area of large crushed stone, 6" deep, 30' wide x 170' long. The 5100 SF zone at the estimated percolation rate of 5 -6 gph/sf can handle 25,500 —30,600 gph. The void space volume of the leachate bed is estimated to be 6300 gallons. It is not intended for this leach zone to handle large storms, but to permit percolation of normal rain events and capture of petroleum compounds, metals and nutrients. The Department of Environmental Protection has reviewed the plans submitted by the applicant and finds that there is reasonable assurance that the project or activity will be conducted in a manner that will not violate the Massachusetts Surface Water Quality Standards, provided that : a) the applicant receives and complies with a Final Order of .Conditions from the local conservation commission or the Department ; b) the Order of Conditions does not cause the loss of more than 5 , 000 sq. ft . of bordering vegetated wetlands and land under water and/or the dredging of more than 100 cubic yards of land under water; c) any loss of vegetated wetlands has been mitigated with a minimum replication of 1 : 1; and d) the project is not exempt from the M.G.L. c . 131, §40 - the Wetlands Protection Act ; is not part of a subdivision; does not cause the loss of any wetlands designated as Outstanding Resource Waters; and does not cause the loss of any salt marsh. Therefore, provided that the above conditions are satisfied, the Final Order of Conditions will serve as the Water Quality Certification for this project .
