Dear Owners,
This Department has received complaints regarding the use of your property. Your property is
located in the Residential-1 zone. The allowed use for this district is single family residences .
City of Salem Zoning ,section 3 prohibits rooming and or boarding in this district. Addittionally,
having four or more individuals constitutes a Lodging house under Mass. General Law 140
sections 22 ,23,and 24. Violations of this chapter are punishable by a fine of not less than $100
nor more than $500 or imprisonment of not more than three months or both. Zoning violations
carry a max. Penalty of$1,000 per day. You are directed to contact this office upon receipt of
this letter to discuss your plan to bring this property into compliance with Local Zoning and
Mass General Laws. Failure to reply will result in further enforcement activities.

Dear Mr. St. Pierre:
On September 16, 2010, my client, Allen Lee, received correspondence from your office
regarding his property at 11 Linden Avenue in Salem. Your office alleged a violation of
Massachusetts General Law c. 140 §§22, 23, and 24. This issue has been resolved. All tenants
have vacated the property, bringing 11 Linden Avenue in compliance with the local zoning and
Massachusetts General Laws.
