It was evident during my inspection of the site today, along with the Conservation Commission Agent, Frank Taormina that a substantial hole has been dug and filed with crushed stone, directly in-line with active drainage of the site. This activity is in close proximity to the abutting property and structure. You are hereby directed to stop any and all site work until such time as you have presented this office with an appropriate plan and documentation of the site work and drainage alterations you propose to make for review and approval. Should your prior activities cause harm or unacceptable impacts you may be further directed to take corrective actions immediately. I will be sending out a letter to Mr. Menn regarding the violation and imposing a cease and desist order from any further work on the site. There is a significant amount of site drainage seeping below the area disturbed on-site with 1-inch +/- crushed stone laid to a depth of+/-2 ft. An existing +/- 8-inch drain pipe and small headwall have been uncovered at the edge of the property that is tied to the catch basin in Highland Ave. The dye test we performed, confirmed its connection. The flow was considerable less at the mouth of the pipe than the upland flow from the site that I estimate at approximately 1 gpm. The flow into the CB from the site drain pipe was also quite low and is probably restricted internally by sediment and debris. The developer will need to inspect the pipe with CCTV and provide engineering with a copy of the tape and a report of the findings before prior to any site plan submittals. Joseph E. Nerden Asst.
