Sunup SECTION 2: SITE D7-'1=PTICN AND RESCURCS EVALUATION The wetland area of interest in this report consists of a small finger-like area of approximately 4000 square feet of Bordering Lard Subject to Flooding that is an extension of a large marsh that reaches from behind the Hutchinson Medical property southeast to Thompson's Meadow. In general,. this extensive marsh is vegetated with a variety of wetland plants including red maple (Acer rubrum) , black willow (Salix nicra) , American elm (Ulmus americana) black cherry (Prunus serotina) , sensitive fern (Onoclea sensibilis) , jewelweed (Impatiens camensis) , Canada mayflower (Maianthemum a caradense) , Spirea sp. , poison ivy (Rhus radioans) , and staghorn sumac (Rhus tvphina) . The portion of the wetland which would be affected by the proposed project, however, is vegetated exclusively by the common reed (Phracmites communis) . This dense stand covers the lowland area at the rear of the McAuliffe property and also extends well up the slope on the three sides of the basin. The '�statutory interests identified in the Massachusetts Wetlands Protection Act for the protection of Bordering Land Subject to Flooding include: - Flood Control; - Storm Damage Prevention. Although the area is not currently used as a public or private drinking water source, the Thompson' s .Meadow Wetland (several thousand feet down stream) serves as an emergency water supply for the town of Marblehead. The fill to be utilized in this excavated material frcm a nearby project will consist solely of construction site and will be free of contaminants. Although a portion of the Bordering Land Subject to Flcod'_ng vegetated with phracmites co mnunis will be filled as part of this project, the healthy, diverse wetland to the southeast will not be impacted. The interests Qf the Wetland protection Act will be more effectively protected by the proposed construction. The existing land on the site is a loose, very steep slope leading dcW:. to .t e wet i grade which is very prone to erosion. the applicant' s proposal calls for a maximu.-n pitch ratio of 1:2 and an overall stabilization of the soil in the area. The resulting decrease in erosion would aid in minimizing storm damage and pollution, protecting the drinking water supply, and in general aiding the wetland vegetation. The plan includes filling the rear portion of the property including a small portion of the wetland located at the back edge of the parcel and beyond the property line. The Gulf of Maine Research Center, Inc. of Salem identified and delineated the boundaries of Wetland Resource Areas on the site, located these Resource Areas on the basemap, and served as environmental consultants for the project. The site layout was prepared in accordance with the protection of the Wetland Resource Areas on the site and follows the Criteria and Performance Standards in the Massachusetts Wetlands Protection Act (M.G.L. c.131 s.40) and Regulations (310 CMR 10:00) . The statutory interests of the Act will be addressed in Sections 2 and 3 . The wetland Resource areas are delineated in Figure 4 and discussed in more detail in Section 2 of this report. This report is organized into four sections. Section 1, the Introduction, is followed by Section 2, which describes the wetland features of the site and the applicable wetland interests. Section 3 describes the construction activities to be carried out under this project, as well as the performance standards and mitigating measures to be utilized to protect the wetland Resource Areas and the Interests identified in the Massachusetts Wetlands Protection Act (M.G.L. c. 131 s. 40) . Section 4 is the Summary. - 1 - SECTION 2: SITS DESCRIPTION AND RESOURCE EVALUATION The wetland area of interest in this report consists of a small finger-like area of approximately 4000 square feet of Bordering Land Subject to Flooding that is an extension of a large marsh that reaches from behind the Hutchinson Medical property southeast to Thompson' s Meadow. In general, this extensive marsh is vegetated with a variety of wetland plants including red maple (Acer rubrum) , black willow (Salix nigra) , American elm (Ulmus americana) black cherry (Prunus serotina) , sensitive fern (Onoclea sensibilis) , jewelweed (Impatiens capensis) , Canada mayflower (Maianthemum canadense) , Spirea sp. , poison ivy (Rhus radicans) , and staghorn sumac (Rhus typhina) . The portion of the wetland which would be affected by the proposed project, however, is vegetated exclusively by the common reed (Phragmites communis) . This dense stand covers the lowland area at the rear of the McAuliffe property and also extends well up the slope on the three sides of the basin. The statutory interests identified in the Massachusetts Wetlands Protection Act for the protection of Bordering Land Subject to Flooding include: - Flood Control; - Storm Damage Prevention. Although the area is not currently used as a public or private drinking water source, the Thompson' s Meadow Wetland (several thousand feet down stream) serves as an emergency water supply for the town of Marblehead. Much of the area in the immediate vicinity of Hutchinson Medical is paved and much of the runoff in the area - 2 - SECTION 2: SITS DESCRIPTION AND RESOURCE EVALUATION (Continued) eventually enters the marsh. Due to this fact, storm damage prevention and flood control are important interests associated with this wetland. SECTION 3: CONSTRUCTION ACTIVITIES AND MITIGATING MEASURES The applicant proposes to fill a narrow strip of land at the area at the rear of his property in order to provide space for a new warehouse building and parking. The fill to be utilized in this project will consist solely of excavated material from a nearby construction site and will be free of contaminants. Although a portion of the Bordering Land Subject to Flooding vegetated with Phragmites communis will be filled as part of this project, the healthy, diverse wetland to the southeast will not be impacted. A compensatory,.storage-area of volume equal to that to be filled will be created on an adjacent parcel of property owned by the City of Salem. The interests of the wetland Protection Act will be more effectively protected by the proposed construction. The existing slope leading down to the wetland on the site is a loose, very steep grade which is very prone to erosion. the applicant's proposal calls for a maximum pitch ratio of 1:2 and an overall stabilization of the soil in the area. The resulting decrease in erosion would aid in minimizing storm damage and pollution, protecting the drinking water supply, and in general aiding the wetland vegetation. Any benefit to the health of the marsh community would have a corresponding benefit to all of the interests of the Act. 3 - SECTION 3: CONSTRUCTION ACTIVITIES AND PIITIGATING MEASURES (Cont. ) All construction activities will be carried out in such a way as to minimize the impact on the marsh located to the southeast. Fill will be placed on the property so that none of the healthy, diverse wetland will be affected and staked haybales will be utilized during construction to prevent siltation of the wetlands. SECTION 4: SUMMARY The proposed project calls for the filling of a small portion of Bordering Land Subject to Flooding behind the Hutchinson Medical property at 333 Highland Avenue and the creation of a compensatory storage area on an adjacent parcel of land owned by the City of Salem. The Bordering Land Subject to Flooding to be filled borders a small finger-like projection of the a wetland which extends southeast to Thompson' s Meadow. The proposed work area is vegetated solely with a dense stand of common reed (Phragmites communis) , which is a facultative wetland indicator species that often grows in upland plant communities. The proposed project would result in the overall stabilization of the soils in the area, thereby protecting the more important, healthy, diverse wetland to the southeast. It is therefore felt that the Act can best, be protected by allowing this project to be carried out as proposed. ENVIRONMENTAL CONSULTING SERVICES 27 CONGRESS STREET 24GLEN SALEMDALE ROAD , MA 01970 RYE, DA E ROAD (617) 74&-U18 (803) 430-8449 SECTION 1: INTRODUCTION The applicant, Thomas McAuliffe, proposes to construct an additional building and expand the parking lot at 333 Highland Avenue in Salem. The plan includes filling the rear portion of the property including a small portion of the wetland located at the back edge of the parcel and beyond the property line. The Gulf of Maine Research Center, Inc. of Salem identified and delineated the boundaries of Wetland Resource Areas on the site, located these Resource Areas on the basemmap, and served as environmental consultants for the project. The site layout was prepared in accordance with the protection of the Wetland Resource Areas on the site and follows the Criteria and Performance Standards in the Massachusetts Wetlands Protection Act (M.G.L. c.131 s.40) and Regulations (310 CMR 10: 00) . The statutory interests of the Act will be addressed in Sections 2 and 3. The Wetland Resource areas are delineated in Figure 4 and discussed in more detail in Section 2 of this report. _ This report is organized into four sections. Section 1, the Introduction, is followed by Section 2, which describes the wetland features of the site and the applicable wetland interests. Section 3 describes the construction activities to. be carried out under this project, as well as the performance standards and mitigating measures to be utilized to protect the Wetland Resource Areas and the Interests identified in the Massachusetts Wetlands Protection Act (M.G.L. c.131 s. 40) . Section 4 is the Summary. ^ - 1 - SECTION 2: SITE DESCRIPTION AND RESOURc2 EVALUATION The wetland area of interest in this report consists of a small finger-like area of approximately 4000 square feet of Bordering Land Subject to Flooding that is an extension of a large marsh that reaches from behind the Hutchinson Medical property southeast to Thompson's Meadow. In general,. this extensive marsh is vegetated with a variety of wetland plants including red maple (Acer rubrum P ) , black willow (Salix niara) , American elm (Ulmus americana) black cherry (Prunus serotina) , sensitive fern (Onoclea sensibilis) , jewelweed (Impatiens camensis) , Canada mayflower (Maianthemum canadense) , Spirea sp. , poison ivy (Rhus radicans) , and staghorn sumac (Rhus tvphina) . The portion of the wetland which would be affected by the proposed project, however, is vegetated exclusively by the common reed (Phracmites communis) . This dense stand covers the lowland area at the rear of the McAuliffe property and also extends well up the slope on the three sides of the basin. The statutory interests identified in the Massachusetts Wetlands Protection Act for the protection of Bordering Land Subject to Flooding include: - Flood Control; - Storm Damage Prevention. Although the area is not currently used as a public or private drinking water source, the Thompson' s .Meadow Wetland ( several thousand feet down stream) serves as an emergency water supply for the town of Marblehead. Much of the area in the immediate vicinity of Hutchinson Medical is paved and much of the runoff in the area SE=CN 2: SITE DESCRIPTION AND RESOURCE EVALUA'IM4 (Continued) eventually enters the marsh. Due to this fact, storm damage prevention and flood control are important interests associated with this wetland. SECTICN 3: CCNSTRUCTION ACTIVITIES AND MITIGATING MEASURES The applicant proposes to fill a narrow strip of land at the area at the rear of his property in order to provide space for a new warehouse building and parking. The fill to be utilized in this project will consist solely of excavated material from a nearby construction site and will be free of contaminants. Although a portion of the Bordering Land Subject to Flooding vegetated with Phracmites co mnunis will be filled as part of this project, the healthy, diverse wetland to the southeast will not becimpacted. A compensatory storage area of volume equal to that to be filled will be created on an adjacent parcel of property owned by the City of Salem. The interests of the Wetland Protection Act will be more effectively protected by the proposed construction. The existing slope leading down to -the wetland on the site is a loose, very steep grade which is very prone to erosion. the applicant' s proposal calls for a maximum pitch ratio of 1:2 and an overall stabilization of the soil in the area. The resulting decrease in erosion would aid in minimizing storm damage and pollution, protecting the drinking water supply, and in general aiding the wetland vegetation. Any benefit to the health of the marsh community would have a corresponding benefit to all of the interests of the Act. 3 - SECTION 3: CONSTRUCTION ACTIVITIES AND MITIGATING MEASURES Cont: ) All construction activities will ,be carried .out in such a way as to minimize the impact on the marsh located to the southeast. Fill will be placed on the property so that none of the healthy, diverse wetland will be affected and staked haybales will be utilized during construction to prevent siltation of the wetlands. SECTION 4• SUMMARY The proposed project calls for the filling of a small portion of Bordering Land Subject to Flooding behind the Hutchinson Medical property at 333 Highland Avenue and the creation of a compensatory storage area on an adjacent parcel of land owned by the City of Salem. The Bordering Lard Subject to Flooding to be filled borders ,a small finger-like projection of the a wetland which extends southeast to Thom son s Meadow.dow. The proposed work area is vegetated solely with a dense stand of common reed (Phraamites communis) , which is a facultative wetland indicator species that often grows in upland plant communities. The proposed project would result in the overall stabilization of the soils in the area, thereby protecting the more important, healthy, diverse wetland to the southeast. It is therefore felt that the Act can best be protected by allowing this project to be carried out as proposed. French Chairman, Conservation Commission One Salem Green Salem, MA 01970 Dear Mr. French: In reference to the February 10, 1981, investigation of the pond at Robinson Road, conducted by the Salem Health Department, Conservation Commission and Massachusetts Department of Environmental Quality Engineering Air Monitoring and Water Pollution Sections; it is the opinion of this Department that the cause of these odors was of a natural occurrence due to the following conditions: (1) Recent construction of an earthen dam at the discharge end of the pond impounding and raising the natural level of the pond water. (2) An abundance of decomposing organic matter at the discharge end of the pond (3) A lack of dissolved oxygen in the water augmented by weather conditions which caused the pond to remain ice-capped for a protracted period of timer, (4) All are zontrihuting to an anaerobic transformation of the pond resulting in the formation of hydrogen sulfide. He has never resubmitted a revised plan of any kind. In reviewing the "plan" yesterday, I noted he clearly indicated water was to be diverted via Robinson Road to Swampscott Road - Exactly the situation that has been causing a traffic hazard on the public way. Conservation Commission records also reveal that neither you or your representative appeared at TWO scheduled Conservation Commission meetings. I 'm perfectly willing to help you in any way, but I can't do much until a plan of your proposal is submitted so that it can be reviewed in order to determine feasability. Natural Environment 1 . _Air_: The proposed project will not generate any significant amounts of odors, smoke, or dust , beyond the vehicular traffic associated with a project of this type. There is no refuse incineration planned for the project. 2. Land: The existing site slopes off steeply to the south. This is an unstabilized slope resulting from an earlier filling operation. The proposed project will grade the site to provide finished topography with stabilized slopes. The proposed filling will encroach on a small area (approximately 4,040 sq. ft. ) of Bordering Land Subject to Flooding , which is an extention of the large marsh which reaches behind Hutchinson Medical Property south-east to Thompson 's meadow. This will be replaced with a retention area as shown on the Site Flan. For further discription of conservation issues , please see the Notice of Intent and Order of Conditions which accompany this application. 3. Water-and-Wetlands: The project will have no significant effect on the quality or quantity of public water supply. (See Section III . 1 for water consumption data. ) Erosion contol during construction will be accomplished in accordance with the Order of Conditions from the Conservation Commission , and will include erosion control barriers installed in accordance with "Erosion and Sedimentation Control Guidelines" dated. August 1981. Permanent erosion control will be accomplished by a surface drainage system as shown on the Site Flan , catch basins equipped with oil and grease traps, as well as stabilization a of all newly shaped slopes. Slope stabilization will be accomplished through riprap on steep slopes ( 1 : 1 ) and by planting and or mulching on shallower slopes. (2: 1 ) The peak runoff after- development will be equal to or less than the runoff from the existing site. This will be accomplished through the retention area shown on the Site Plan. The project will therefore have no effect on incidence of flooding. 1 Sewage disposal will be to the sewer in Highland Avenue, and will have no effect on the Ground water. 4. Ene_gy The heating system in building will be a water source heat pump system. This will use a combination of oil fired hot water and electricity. 5. Noise The noises during construction will be normal for a project of this size, during normal working hours. Noises after completion will be minimal , as associated with a. professional office building. - 6. I1 . Man Made Environment 1 . _Land__us_e- The proposed project conforms in general with the growth plans for the Buisness Park: District , and is compatible with adjoining uses. These include an automobiledealership , a retail supplier of durable medical equipment , and land owned by the City of Salem. The site is located on Highland Avenue, a major vehiclular avenue from Salem to Lynn. 2. Len=ity: Total site area: 7=, 127 sq. ft. Ground coverage by buildings: 15,700 sq. ft. (21%) Parking and paved areas: 31,990 sq. ft. (46%) Open space: 23, 430 sq. ft. (32%) 3 . Z_o_n_in_e_• The site is zoned SPU (Business Park District) . Surrounding sites to the East , South and blest are in the same zone. The Northerly border- of the site (Highland Avenue) abutts the Erg (Business) District. 4. Archi t_ec_t_i.:r_e_: Landscaping will be provided as shown on the Site Plan , to include a line of deciduous trees along the Easterly border leading back to the proposed building, and an evergreen screen at the head of the riprap slope along to the South of the site. Other landscaping , in islands and along borders is shown on the Site Plan. The proposed structure will be approximately the same height as the existing Hutchinson Medical Building. It will have no impact on views from any of the existing buildings , since the rear of the Hutchinsen Medical Building is a storage area. The building will be constructed of steel frame with masonry and glass exterior. Trash will be handled by a Small dumpster on site. �. Public_-Facilities.: 1 . wz.tc_ SuPPIY: The project will use City water from the existing main in Highland Avenue. The water- requirements for fire protection have been discussed with the Salem Fire Chief , and are deemed to be adequate. Water consumption based on occupancy is estimated to be 2250 gal /day. Sewage will be piped to the existing main in Highland Avenue. Estimated sewage generation will be 11= gal /day. Sewage will be normal toilet use from a professional office building. The project will not be connected to the City storm drainage system. Storm water will be disposed through catch basins and pipe as shown on the Site Flan , to a headwall in the rear of the site. Estimated peak runoff in a 100 Year Storm would be 9,008 Cu. ft. above existing conditions. Ref_us__Disoosal : Refuse will be dumped into a b yd. on-site dumpster which will be emptied once or twice a week: depending on volume of use. 3. Traffic-Facilities: The site contains 89 part--ing spaces, arranged so that 17 spaces relate to the existing Hutchinson Medical Building , and the remainder to the new professional office building. Where ever possible, pedestrian sidewalks Have been provided from parE::ing spaces toward the nearest building. Please see the Site Plan for further detail regarding pedestrian circulation. 4. Electric Power, It is estimated that the electric demand of the building will be 350 k:VA. This will be provided underground through primary cable from a relocated utility pole along Highland Avenue to a transformer- at the North-East .corner of the building.
