As per our conversation from last year regarding storm drains, I have measured the amount of debris and it it still almost three feet below the overflow pipe. At this time, a cleanout is not needed. We will measure again after the winter. It may not need a cleanout for another few years but we do check every December. If you need me to have my contractor measure and issue a report just let me know. I was actually just at Tropical Products inspecting the site work to see how it was holding up in this rain. The restoration area looks great. I was surprised to see the grass is still green! I noticed that the catch basin in the parking lot closest to Highland Avenue is clogged with leaves, but that is to be expected given the time of year. Stormwater was still able to get into the drain, but I would keep an eye on it incase it does get clogged. 1 1' I will request an extension from the Conservation Commission tonight on your behalf. I don't anticipate any problems but will let you know if anything else comes up. Once issued I will mail you the extended Order of Conditions. Feel free to call me with any questions. The basins on my property are approximately six feet deep with the overflow pipe at approximately three and a half feet above that . At this time there is less than 1 foot of debris in these basins and does not need to be cleaned out. Clean Basins did remove the debris last year. The receipt was sent to 2 your office. We will monitor our basins and report to you every year and clean these out when full. Contact me with any questions. Based upon State specifications, we analyzed Basin "A" , as shown on a sketch enclosed herewith, for a ten-year event. It should be noted that the size of Basin "A" is a minimum size, based upon the topography; and that due to the development in the area , this basin may be consider- ably larger. Therefore, the runoff would be even greater. Our analysis indicated a runoff value of 10. 8 cubic feet per second. Investigation of Town and State records indicate that this drainage empties into a 12" RCP on Highland Avenue, with a slope of about . 015. This is the same drain which the Conservation Commission has asked that we tie into. Reviewing Table "B" included herewith shows the capacity of the existing 12" pipe to be about 3z cubic feet per second, which is considerably smaller than the 10 . 8 which would currently flow to these basins in a ten-year event. In short, if we were to tie into the State drainage system, we would be exacerbating an already poor condition. In lieu of tying into the State system, it is suggested that we con- struct catch basins and install MDC gas traps in them, and then allow these catch basins to empty over onto the proposed rip-rap slope. This alternative has an advantage over constructing a headwall at the brook in that it would not be necessary to perform any construction in the existing wetland. The rip-rap slope should be adequate to disperse the flow and eliminate the possibility of erosion of the wetland at the base of the slope. Also, this would keep existing drainage patterns similar to what is currently existing. This proposal as outlined above is shown on a plan included herewith. Is one more recent than the other? Are they based on differing criteria? Who is the biologist and what are his/her credentials? If the city' s boundary marking the edge of wetlands is used, this project does indeed involve filling wetlands. Although the ENF says no wetlands will be altered, an order of conditions is required. Is this because the state rejects the biologist' s boundary or because of the destruction of buffer area? What are the construction impacts on wetlands cited on page 2? Quantity and Quality of Runoff It cannot be determined from the phrase "predominantly underlain with ledge" whether there is any soil and vegetation. More information is needed. Small amounts of soil and vegetation can affect amount and distribution of run-off. ¢ Quality of runoff is also an issue. Will oil and grease separators be installed in the parking lot and loading area? Geology Is this the site of a former landfill ? Also, what sort of waste is buried there? Are any waste products dumped on site presently, or previously, by Sunburst Fruit Juices? Will all the landfill be removed? If so, where will it be disposed of? BSC met with Gregory D. Ramstine of T&M Engineering on March 6, 1986 in order to determine the location of and to flag the edge of the wetlands . Most of the site consisted of a ledge outcropping surrounded by wetlands . The wetlands can be described as a red maple swamp bordering vegetated wetland. The vegetation found, in order of dominance, was red maple (Acer rubrum) ; sweet pepper bush (Clethra alnifolia) ; highbush blueberry (Vaccinium corvmbosum) ; european buckthorn (Rhamnus carthartica) and downy shadbush (Amelanchier arborea) as the most dominant vegetative species within the wetlands. Most of the site consisted of a ledge outcropping surrounded by wetlands . The wetlands can be described as a red maple swamp bordering vegetated wetland. The vegetation found, in order of dominance, was red maple (Acer rubrum) ; sweet pepper bush (Clethra alnifolia) ; highbush blueberry (Vaccinium corymbosum) ; european buckthorn (Rhamnus carthartica) and downy shadbush (Amelanchier arborea) as the most dominant vegetative species within the wetlands. Based upon State specifications, we analyzed Basin "A" , as shown on a sketch enclosed herewith, for a ten-year event. It should be noted that the size of Basin "A" is a minimum size, based upon the topography; and that due to the development in the area, this basin may be consider- ably larger. Therefore, the runoff would be even greater. Our analysis indicated a runoff value of 10. 8 cubic feet per second. Investigation of Town and State records indicate that this drainage empties into a 12" RCP on Highland Avenue, with a slope of about . 015. This is the same drain which the Conservation Commission has asked that we tie into. Reviewing Table "B" included herewith shows the capacity of the existing 12" pipe to be about 3; cubic feet per second, which is considerably smaller than the 10 . 8 which would currently flow to these basins in a ten-year event. In short, if we were to tie into the State drainage system, we would be exacerbating an already poor condition. In lieu of tying into the State system, it is suggested that we con- struct catch basins and install MDC gas traps in them, and then allow these catch basins to empty over onto the proposed rip-rap slope. This alternative has an advantage over constructing a headwall at the brook in that it would not be necessary to perform any construction in the existing wetland. The rip-rap slope should be adequate to disperse the flow and eliminate the possibility of erosion of the wetland at the base of the slope. Also, this would keep existing drainage patterns similar to what is currently existing. This proposal as outlined above is shown on a plan included herewith. The present facility consists of about 12 , 000 s . f . of production and ware- house floor space, about 2 , 900 s .f . of office space, and approximately 5 , 000 s . f , of parking and loading area. This project shall consist of expanding warehouse space about 14 , 000 s . f . , and office space about 7 , 400 s . f . , together with a new • parking and loading area of about 15 , 000 s .f . Plans are also underway to connect the facility to municipal sewer and alleviate problems with the existing septic system. The construction of this project is intended to remedy problems Sunburst has due to operating in the undersized facility it currently occupies , and no increase in production or increasing in staff is anticipated. NATURAL ENVIRONMENT 1 . Air a. Significant amounts of dust could be generated during construction . The site consists of about 3 . 6 acres , with about 450 ' of frontage on Highland Ave . At the southwest end of the lot stands the existing Sunburst Fruit Juices facility at or around elevation 124 . The topography then drops off to the northeast to about elevation 104 , with about 1 . 6 acres of wetlands existing in the north- eastern corner of the lot. b. The only limitation on the lot is the wetlands in the northeast corner of the lot . This project shall not encroach upon nor alter any wetlands area. Haybale barriers shall be constructed during construction to minimize the effects of sedimentation and erosion. C. N/A • 2 . d. The area between the existing facility and the v wetlands consists of approximately 40 , 000 s . f . of wooded area , with about an 11% slope . It is proposed that a new warehouse and office building, as well as a parking lot with a 3% slope, be con- structed in this area. e. The proposed building has proposed sill elevation of 123 . The proposed parking area slopes in a north- easterly direction at about a 3% slope ( from about elevation 121 to 117 ) .
