This project is proposed in accordance with the Massachusetts Wetlands Protection Act (MGL Ch. 131 § 40), pursuant to the Massachusetts Wetlands Protection Regulations (MWPR) 310 CMR 10.00 and the City of Salem Ordinance—Wetland Protection and Conservation (Chapter 50), herein referred to as the "ordinance"). Refer to Wetlands Protection Act (WPA) Form 1 and the Salem News Request for Legal Notice which are included as Appendix 1 and Appendix 2, respectively. The purpose of the approximately one-hundred (100)-foot gas main extension from the existing stub located in the City road Right-of-Way (ROW) of Grove Street is to service the North River Apartment Complex located at 28 Goodhue Street. All of the construction activity will occur within the paved portions of the City road ROW then tie into the building currently under construction at 28 Goodhue Street. In reviewing the proposal with the City of Salem Conservation Commission (SCC) Officials, it was concluded that this project is subject to a RDA to the WPA and the ordinance. The objective of the project is to provide natural gas service to the new North River Apartment Complex. 1.2 Existing Site Conditions and Jurisdictional Resource Areas The existing gas main is located within the City road ROW of Grove Street in a commercial/industrial area in the northern portion of Salem. The project vicinity consists of the North River to the north of the gas main extension while the surrounding area to the north, south, east, and west is commercial and industrial development. The North River Apartment Complex is currently under construction. The anchored North River is located within the North Coastal watershed and associated vegetation consists of black locust (Robinia psuedoacacia) and basswood (Tilia americana) in the tree layer, while black cherry (Prunus serotina), white mulberry (Morus alba), tree-of-heaven (Ailanthus altissima), and staghorn sumac (Rhus typhina) comprise the shrub/sapling layer. The project site is located within the 100- and 200-foot riparian zones of the North River and therefore, the project site is jurisdictional as Riverfront Area (RFA) under the WPA and the ordinance (310 CMR 10.58). In addition, according to the current Office of Geographic Information (MassGIS) layers on the OLIVER online mapping system developed by MassGIS, Commonwealth of Massachusetts, Information Technology Division, the project site is located in a designated Flood Zone A and therefore,jurisdictional as Bordering Land Subject to Flooding (BLSF)under the WPA and the ordinance(3 10 CMR 10.57). According to the Massachusetts Natural Heritage Atlas (13 h Edition, October 2008) and the current MassGIS layers, it was determined that there are no certified vernal pools, Estimated Habitats of Rare Wildlife or Priority Habitats of Rare Species mapped at or in the vicinity of the proposed gas main extension. In addition, the project site is not located within either an Area of Critical Environmental Concern (ACEC) according to the 2008 Massachusetts ACEC List (September 2008, Executive Office of Environmental Affairs) and the MassGIS online GIS layers or Outstanding Resource Waters as defined in 314 CMR 4.00. Refer to Figure 2 - Resource Area Plan, for a ('nArru FM.1�1 rRs,b Sr11\11M s.Ivrow-ou;:i to Grove Street gas main RDA August 27,2013 Salem,Massachusetts Page 2 depiction of the Massachusetts Department of Environmental Protection wetland resource areas, the proposed gas main extension, and the RFA of the North River. 2.0 PROJECT DESCRIPTION 2.1 Introduction The proposed gas main extension and existing gas main stub are located in the City road ROW in Grove Street and will be extended approximately one-hundred(100) feet southeasterly, from the existing stub then enter at the point of service on the northwesterly side of the North River Apartment Complex at 28 Goodhue Street. The attached photographic log provides an effective depiction of the subject project site and resource areas(refer to Appendix 3-Photographic Log). The proposed extension and associated construction activity will not result in permanent impacts to the RFA or BLSF. All disturbed roadways will be backfilled and re-paved to the pre-existing elevation with no alteration to contours and no impact to flood storage capacity. 2.2 Erosion Control The existing roadway is comprised of asphalt and granite curbing. As such,the potential for sedimentation and siltation is unlikely. Erosion and sedimentation control measures will be installed, should conditions warrant the installation of BMPs. In addition, silt sacks will be installed for inlet protection(catch basins) in the roadway. 2.3 General Construction Details The following is a general construction sequence for the installation of the proposed gas main extension in the City road ROW. The sequence of construction may vary as necessary to assure completion of the overall project. General Construction Sequence: 1. Erosion controls will be installed at the site, as necessary. 2. A trench ranging from 1-2 feet in width will be excavated with larger excavations at junctions or where ancillary equipment may be installed. The roadway may be saw-cut to facilitate excavation. 3. Soil will be excavated to a depth of 2-3 feet and either sidecast (deposited temporarily adjacent to the excavation)onsite or into a dump truck. 4. A gravel bed will be laid within the trench to cradle the six (6)-inch pipe. 5. New pipe will be laid in the trench and connected to existing main in Grove Street. 6. The trench will be backfilled daily, either with the excavated soil or with clean fill as necessary. During this process caution tape is left above the pipe to alert future workers of the existence of the pipe. 7. The roadway will be repaved to the existing grade and contours. 8.
