64-80 - FORT AVENUE (SALEM HARBOR STATION) - CONSERVATION COMMISSION (2)
uu DEP 64- Plans r j New England Power Company i 20 Turnpike Road New England Power Westborough,Massachusetts 01581 Tel.(617)3669011 May 1, 1982 Conservation Commission City of Salem One Salem Green Salem, Massachusetts 01970 RE: DEQE File No. 64-80 Dear Commission Members : On Saturday, April 24, 1982 an on site inspection was conducted with New England Power Company representatives and two (2) members of tiou_ co=ission. As a result of that meeting and as follow-up to Com=d ons and requests for information raised at the April 22, 1982 public hearing on the proposed chimney foundation construction at Salem Harbor Station, the following information is attached: L. A sketch and written descr.ipiton showing the location for placement of excavrited material from the proposed chimney foundation site. 2.. An evaluation of hydro dynamic and hydrostatic pressures, buoyancy, and various factors of safety associated with the •owed Chi^' _'- _ .:ndation. I= you have any questions on this information, please contact me. Sincerely yours, Ronald J. Boches Supervisor, Licenses and Permits RJB:bk Attachments cc: DEQE Northeast Regional Office A New England Electric System company Attachment to Sketch Showing Designated Storage Area For Soils From Chimney Foundation _ New England Power Company (NEP) proposes to temporarily store the clean excavated material from the chimney foundation site at a location just southwest of the existing B-2 tank at Salem Harbor. Station. This location is the same as testified to at the April 22 , 1982 public hearing. This area was selected for it's proximity to the work site and also because it was outside the limit of Zone A3 of the City of Salem Flood Hazard District (City of Salem Zoning Ordinance, Section VII.P. , Supple- mentary Regulations) . Presently the B-2 tank is located partially within the limits of the Flood Hazard District. This tank is proposed for demolition and such action will provide additional. flood storage capacity on land presently not available for that purpose. Tank removal which will be in progress at the same time as the chimney foundation construction , will more than counter- act any reduction in flood storage capacity related to the proposed storage of excavated material. Ina Commission should also note that t o attached sketch shows the proposed foundation diameter ar, sixty (60) feet as opposed to originally submitted drawing, D-9853-0, which called for a sixty-eight (68) foot diameter. This change is brout,ht about by additional design information developed by our architect / engineer. . 'i'he final design will fall within the sixty (60) to sixty-eight ((,8) .foot: range. Therefore, the net hydrostatic pressure is zero. ✓ f1YDRODYN.PLMIC PRESSURE Since top of chimney foundation will be at EL. 15.50' , which is higher than the high flood EL. 15.36' , no hydrodynamic effect due to flood can be expected on the chi.mney.
