The retaining wall and sidewalk on the west side of Furnari Way between stations 2+0 and 2+70 should be constructed in accordance with the filed plan and not moved easterly as was discussed with the Conservation Commission. 4. Sidewalks and granite curbing should be constructed along both sides of the entrance road. However, proposed sidewalk and granite curbing around the remainder of the streets and cul-de-sacs shall be eliminated. The developer should provide the City with an equal amount of sidewalk and granite curbing along Marlborough Road, at locations selected by the City. Geologic Services Corporation (GSC), as contracted by BP will be conducting an eight-hour remedial system pilot test at this site. This pilot test is being performed to obtain aquifer and soil parameters in order to design an appropriate remediation system in accordance with the requirements of 310 CMR 40.0000 (Massachusetts Contingency Plan). Pause BP Oil Company 9040 Roswell Road, Suite 500 Atlanta, GA 30350 (413) 549-1500 Groundwater will be extracted from an on-site four inch recovery well at a maximum flow rate of 10 gallons per minute by means of a liquid ring vacuum pump, and directed through an aqueous- liquid phase granular activated carbon (GAC) treatment system. Based on laboratory analytical results of water samples collected from the area to be pumped, the treatment system will consist of two GAC vessels plumbed together in series, each containing 180 pounds of granular activated carbon, to remove dissolved petroleum hydrocarbons from groundwater. Discharge samples will be collected during the pilot test and analyzed for the volatile aromatic compounds benzene, toluene, ethylbenzene, and xylenes (BTEX) including methyl tertiary-butyl ether via EPA Method 602 and total petroleum hydrocarbons (rPH) via EPA Method 418.1. Water discharged from the treatment system will be routed to a storm drain on state Route 1A (see attached plan) which discharges to the South River. The storm drain system is maintained and operated by the City of Salem. Authorization to discharge to the storm drain system was received from the City of Salem on May 23, 1995. The proposed work includes the installation of three groundwater monitoring wells as shown on the attached site plan (RW-1, RW-2 and RW-3) . The wells will be constructed of four-inch diameter schedule 40 PJC pipe installed to depths of up to 30 feet below grade. The wells will be completed at ground surface with eight-inch diameter traffic-bearing roadlnxes set flush to grade within a two foot square concrete pad. The proposed work also includes an eight-hour remedial feasibility pilot test. The pilot test will be conducted by extracting soil vapor and groundwater using a liquid ring purp system. Any water generated during the pilot test will be treated with 360 pounds of aqueous-phase granular activated carbon (GAC) prior to the proposed discharge to the catch basin along Route lA (see Site Plan) . Treated water discharged to the storm drain will meet requirements and limits set forth by the U.S. Environmental Protection Agency (EPA) National Pollutant Discharge Elimination System (NPDES) Permit exclusion. A request for a temporary NPDES permit exclusion has been sukmitted to the EPA. Groundwater will be sampled prior to, between, and after the GAC canisters (two CAC canisters in series) . The samples will be submitted _ to a Massachusetts certified laboratory for analysis via EPA Method 602 for benzene, tolulene, ethylbenzene, xylenes (BlEX), and methyl tertiary-butyl ether (MPBE) . A Phase II Comprehensive Site Assessment (Phase II) must be conducted in accordance with the Massachusetts Contingency Plan (MCP) 310 CMR 40.0000 on the former BP facility and adjacent property to determine the extent of petroleum impacts to soil and/or groundwater. There are currently 6 monitoring wells and 3 recovery wells installed on the Site. To complete the Phase II, monitoring points consisting of groundwater monitoring wells, soil borings, and soil vapor monitoring points are proposed (Figure 3). The monitoring points are located on either paved or gravel covered areas and are accessible. Eleven soil borings up to 15 feet below ground surface are proposed for the Phase II. Up to seven of these boreholes will be completed as monitoring wells. The remaining boreholes will be backfilled with native material and a bentonite slurry and sealed with a concrete patch. Three soil vapor monitoring points are proposed for the Phase II. A stilling well will be installed in the South River for tidal monitoring. The Phase II field investigation will occur over a 3-week period. Three of the proposed monitoring wells and a soil vapor monitoring point will be installed on the abutting 311 Derby Street property. Legal access by the property owner has been granted to BP and negotiations with the property lease holder are in progress. Both the property owner and the lease holder have been provided with copies of the WPA Form 1 and supporting documentation. Their mailing addresses have been provided in Attachment A.
