accessible for aggressive containment. No running machinery shall be left unattended.
Equipment servicing and overnight equipment storage must be conducted outside the
buffer zone. Equipment must be maintained to prevent leakage or discharge of
pollutants.

Will hold a public hearing for a Determination of Applicability under the Wetlands Protection
Act, Massachusetts General Laws, Chapter 131, Section 40, at the request of the City of Salem.
The purpose of the hearing is to discuss the proposed construction of a temporary facility at the
National Park Service, Central Wharf, Derby Street, to be used by a high speed ferry
providing service between Boston and Salem and other potential destinations. The proposed
work includes installation of a gangway and a pile spudded float. This hearing will be held on
Thursday, May 28, 1998 at 7:00 p.m. in the second floor conference room at One Salem Green.

are hereby notified of their right to request the Department of Environmental Protection to issue a Superseding

a pile spudded float system along the easterly edge of Central Wharf
(see attached plan) . A high-speed ferry, approximately 90 linear feet, 18
foot beam and 5 foot draft, will be operating at the site. Ferry service
will be provided between Boston and Salem- and other potential destinations.
Once the demonstration is completed, all of the facilities provided for the
docking of vessels will be removed.

BLOCK#17 Directions to the Site
Take 1-95/Route 128 North. Take the exit towards Lowell Street/West Peabody;
keep left at the fork in the ramp. Merge onto Andover Street/ Route 114 East.
Andover Street becomes Central Street. Tum left onto Tremont Street. Tum left
onto School Street- Tum right onto North Street/Route 114 which becomes
Summer Street/ Route 114. Tum left onto Norman Street/Route 114, which will
first become New Derby Street/ Route 114 and then Derby Street/ Route 1A.
Tum left onto Hawthorne Boulevard/Route IA. Tum right onto Essex Street and
right again onto Tumor Street. Then tum left onto Derby Street and right onto
Blaney Street. Central Wharf is located on the right, across from the Customs
House.
BLOCK#18 Project Descrlption
The ferry demonstration project will pick up and deliver passengers between
Boston. Salem and other potential destinations. A high-speed (25 to 35 knot)
ferry approximately 90 linear feet, 18 foot beam and 5 foot draft,will be operating
at the site. Project activities will include the installation of a gangway and float
system anchored by spud piles, below the high tide line.
Gangway and Float System
The proposed work is temporary and involves the installation of a gangway and
float system. Refer to Sheets 2 and 3 of 3 for the plan and elevation view of
proposed project elements. The 6 foot wide by 50 foot long aluminum gangway
will be anchored to the an existing landing which will be modified to ac comdate
the new gangway. The gangway will connect to a 100 foot long by 20 foot wide
steel float. The float will be bottom anchored within Salem Harbor below the high
tide line by a series of steel pipe spud piles side of the float system. The
installation of the float system will be performed by barge mounted equipment.
BLOCK#18 Proposed Project Purpose
The City of Salem, in coordination with the Massachusetts Executive Office of
Transportation, will provide a demonstration ferry providing passenger delivery
services between Boston, Salem and other potential destinations. The
installation of the float and gangway system is expected to occur over a one
week period in late June, with the temporary ferry service providing services
between July and October. 1998. Once the demonstration project is completed,
all of the facilities provided for the docking of vessels will be removed.

Dear Mr. Dibble:
Attached for Conservation Commission consideration is a Request for Determination of
Applicability for the above referenced project. As you know, the City is currently pursuing .
approvals to undertake a ferry demonstration project at the Blaney Street site adjacent to the
Hawthorne Cove Manna. As a back up to this plan, the City is also seeking approvals for the
Central Wharf site adjacent to Derby Wharf owned by the National Park Service.
The proposed work is temporary and involves the installation of a gangway and a pile spudded
float system along the northeasterly side of Central Wharf(see attached plan). Because the work
does not alter any resource areas,we request the.Conservation Commission to issue a negative
Determination of Applicability for the proposed work. "
The demonstration project is being undertaken by the City of Salem in coordination with the
Massachusetts Executive Office of Transportation and Construction for a temporary time period,
between June and October of this year. A high-speed(25 to 35 knot) ferry approximately.90
