The owner has recently purchased the existing home. The landscaping has not been maintained for quite some time and thus is severely overgrown. The pruned vegetation and dead trees will be removed off-site. Exposed earth and disturbed areas (including tire marks)will be foamed and seeded for permanent stability. An existing (fallen-over)fence (around the existing pool), will be removed and replaced with a new temporary security fence (to prevent people from falling into the pool). The pool will be repaired and repainted. The existing pool deck will be cleaned. Clean-up and removal of debris (by hand) will be performed within the coastal bank. As shown on the photographs, the majority of the work area is flat lawn, therefore no erosion or siltation is expected, and thus there will be no impact to the wetlands. For these reasons, my client respectfully seeks a negative determination. 1 respectfully submit nimo (7) copies of the Request for Determination application to include the following: Yvk" •RFD Application (WPA Form 1), *Check for$25 (RFD filing fee made payable to the City of Salem), *Salem GIS Locus Map, •Photographs (taken on 10/1/08) depicting proposed work, •Bird's eye photographs (from Windows Live). On behalf of my client: John Keenan (land owner and applicant), I respectfully request that you review the attached Request for Determination of Applicability for yard maintenance within the inner and outer Riparian buffer zone of the North River and within the 100-feet buffer to a wetland resource area (coastal bank) and within land subject to coastal storm flowage. The owner has recently purchased the existing home. The landscaping has not been maintained • for quite some time and thus is severely overgrown. The pruned vegetation and dead trees will be removed off-site. Exposed earth and disturbed areas (including tire marks) will be loamed and seeded for permanent stability. An existing (fallen-over) fence (around the existing pool), will be removed and replaced with a new temporary security fence (to prevent people from falling into the pool). The pool will be repaired and repainted. The existing pool deck will be cleaned. • Clean-up and removal of debris (by hand) will be performed within the coastal bank. As shown on the photographs, the majority of the work area is flat lawn, therefore no erosion or siltation is expected, and thus there will be no impact to the wetlands. For these reasons, my client respectfully seeks a negative determination. I respectfully submit F9;M (7) copies of the Request for Determination application to include the following: •RFD Application (WPA Form 1), • •Check for$25 (RFD filing fee made payable to the City of Salem), *Salem GIS Locus Map, •Photographs (taken on 10/1/08) depicting proposed work, •Bird's eye photographs (from Windows Live). One copy of the above RFD package is being sent to DEP-Wetlands, Northeast Regional Office, • 205B Lowell Street, Wilmington, MA 01887. 14 Brown Street, Salem, Massachusetts 01970 Cell: 978-836-6400 Fax: 978-745-4110 Email: scott.patrowicz@verizon.net • • • It is also my understanding that you have submitted the legal advertisement to the local newspaper for publication of the hearing date. The applicant will receive the invoice for the legal • advertisement. Thank you for taking this matter under consideration. We look forward meeting with you on October 9, 2008. If you have any questions, please do not hesitate to call me. Sincer • PAT ICZ LAND DEVELOPMENT ENGINEERING • Scott Patrowicz, P.E. • • • cc. John Keenan w/attachments • cc.
